QUESTIONS & ANSWERS (Q & A)

Q1. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
A1. This is a follow-on- requirement. The current contract number is FA4610-12-P-0073.
Q2. Will the Contract Manager be required to stay in Vandenberg CA?
A2. The contract manager does not have to stay in Vandenberg AFB; however, please refer to the Performance Work Statement (PWS), Paragraph 1.2.1, which requires the appointed contract manager or alternate to be available with two hours during normal duty hours to meet on the installation with Government personnel. Also, PWS Paragraph 1.2.1.2 refers to an “on-site manager and alternate.” While the contractor is not required to be in the local area, designated contractor POCs are still required on-site with authority to assist with issues/concerns that may arise.
Q3. You asked that personnel possess current fitness certifications, is that at the time of bid submittal or award.
A3. Please refer to the Combined Synopsis Solicitation posted on FedBizOpps, Addendum to FAR 52.212-1, Paragraphs b and c, which require current certificates be submitted with the quote (at time of bid). Also, refer to fill-in text for FAR 52.212-2, Paragraphs b and c, which indicates current certificates are required for contractors to be considered technically acceptable and therefore eligible for award.
Q4. Who has the contract now?
A4. The current contract was awarded to United Kinetics Corporation.
Q5. How much was the contract for?
A5. The total value of the contract is $137,571.36.
Q6. Why is the contract expired?
A6. The period of performance for the current contract includes a basic period from 18 Jan 2012 – 17 Jul 2013, three one-year option periods extending to 17 Jul 2016, and an optional 6-month extension period extending to 17 Jan 2017. The purpose of the 6-month extension is only for extending the contract under extenuating circumstances, which does not apply here.
Q7. Is it possible to hire candidates from your former awardee?
A7. That would be up to the current contractor and the contractor’s employees.
Q8. Will the former awardee be able to bid?
A8. All eligible offerors are afforded the same opportunity to respond to the solicitation.
Q9. Can we introduce our own aerobics fitness routines?
A9. The contractor can introduce their own aerobics fitness routines, however, the routines must meet class objectives as stated in the PWS, Paragraph 4.2.3 (The contractor shall provide at least 10-15 classes per week with a focus on cardiovascular exercise such as indoor cycling. The contractor shall provide at least 5-10 classes per week focusing on total body conditioning and strength. The contractor shall provide at least 35 classes per week focusing on flexibility such as Yoga/Pilates.). Refer also to Paragraph 4.2.4 (The contractor shall be able to provide at least the following classes: Indoor Cycling, Cardio Kickboxing and Step. The contractor shall maintain current primary instructor certifications and current required specialty certifications for these classes.) Further, refer to Paragraph 4.2.5 (The contractor shall provide at least two (2) Yoga/Pilates classes per week. The contractor shall maintain current specialty certifications for these classes.)
Q10. Will we have to pay the Department of the Air Force a fee for using the facilities, having the garbage taken up, etc?
A10. The contractor will not have to pay the Department of the Air Force a fee for using the facilities. The contractor will not be responsible for taking out the trash (reference PWS Paragraph 2.4.2). All set-up and clean-up shall be accomplished by the contractor in accordance with PWS Paragraph 4.2.6, which states the contractor shall ensure all equipment is returned to its proper storage place at the end of each class.
