SECTION 16700
COMMUNICATION SYSTEMS
PART 1 - GENERAL
1.1. References
Design, manufacture, test and install cabling networks in accordance with NFPA 70 (National Electrical
Code), state codes, local codes, requirements of authorities having jurisdiction and in particular:
1.1.1. ANSI/EIA/TIA 568B – Commercial Building Telecommunications Cabling.
1.1.2. ANSI/EIA/TIA 569 – Commercial Building Standard for Telecommunications Pathways and
Spaces.
1.1.3. ANSI/EIA/TIA 606 – The Administration Standard for the Telecommunications Infrastructure of
Commercial Buildings.
1.1.4. ANSI/EIA/TIA 607 – Commercial Building Grounding and Bonding Requirements for
Telecommunications.
1.1.5. TSB-67 – Transmission Performance Specifications for Field-Testing Of Unshielded Twisted-Pair
Cabling Systems.
1.1.6. TSB-75 – Additional Horizontal Cabling Practices For Open Offices.
1.1.7. BICSI – Telecommunications Methods Distribution Methods Manual.
1.1.8. Federal, state, and local codes, rules, regulations and ordinances governing the work, are as fully part of the Specifications as if herein repeated or hereto attached. If the Contractor should note items in the Drawings or the Specifications, construction of which would be code violations promptly call them to attention of the Owner's Representative in writing. Where the requirements of other Sections of the Specifications are more stringent than applicable codes, rules, regulations and ordinances, the Specifications shall apply.
1.2. System Description
The premises distribution system shall consist of inside-plant horizontal, riser, and backbone cables and connecting hardware to transport telephone, video and data signals between equipment items.
Distribution systems will also include underground entrance of fiber optic and/or copper cables from the entrance facility point to the nearest manhole.
1.3. Qualifications
Work performed under this section shall be completed by a BICSI certified telecommunications contractor.
The contractor shall us experienced installers who have qualifications of a certified Category 5 and/or fiber optic cabling technician (based on the cabling required for the given project.) An experienced installer shall be defined as one having satisfactorily completed a minimum of five previous projects, similar in size to this project and familiar with the precautions required.

1.4. Submittals
1.4.1. Detail drawings, including a complete list of equipment and material. Detail drawings shall contain complete wiring and schematic diagrams and other details to demonstrate the system will function properly. Drawings shall include vertical riser diagrams, equipment rack details, elevation drawings of telecommunication closets, outlet faceplate details, and the size/type of all cables, conduits, and cable trays.
1.4.2. Record drawings for the installed wiring system and hardware configuration (as-builts.) The drawings shall show the location of all cable terminations and location/routing of all backbone and horizontal cables. The identifier for each termination and cable shall appear on the drawings.
Drawing must be submitted to 30 CS/SCXP for inclusion into the base C4 System Installation
Records (CSIRs).
1.4.3. Cable test results in report/booklet form with witness signatures verifying execution of tests. Test results should also be provided on 3.5” diskette in ASCII or MS Word/Excel format. Reports shall show the field tests performed to verify compliance with the specified performance criteria. Test reports shall include record of the physical parameters verified during testing. Test reports shall be submitted to 30 CS/SCXP within 7 days after completion of testing.
1.4.4. Commercial off the shelf manuals shall be furnished for operation, installation, configuration, and maintenance of all products provided as part of the premises distribution system. Specification sheets for all cable, connectors, and other equipment shall also be provided.
PART 2 - PRODUCTS
Materials and equipment shall be standard products of a manufacturer regularly engaged in the production of those items and shall be the manufacturer’s latest standard designs that have been tested and proven to operate satisfactorily.
2.1. Horizontal Cabling
All interior telephone and data cable will be four-pair, 100-ohm, unshielded twisted-pair (UTP), specified to handle transmission speeds of 100 MHz (minimum), Category 5 rated. The use of Teflon insulated, plenum rated Category 5 cable is acceptable for both plenum and non-plenum applications. If Teflon insulated plenum rated cable is used, it shall be Type 4X0 (Type 3X1 and 2X2 are not acceptable.) All cable shall be label-verified and cable jackets will be factory marked at regular intervals identifying type and performance level
2.1.2. Connecting Hardware
All connecting hardware will meet Category 5 performance rating requirements and be marked accordingly by the manufacturer.
2.2. Wall Outlets
All wall outlet assemblies shall be Category 5 rated and will have a minimum of two RJ-45 type plugs.
Modular outlet jack inserts will be 8-pin, 8-position, RJ-45 types, color-coded, 110-type, Insulation
Displacement Connection (IDC) connectors conforming to the T568B wiring configuration. The faceplate shall also have a built-in cover for label inserts. It is necessary that a plug-in style outlet and modular jack assembly (type that snaps into the outlet) be installed that will accept 4-pin, 6-position, RJ-11 type and
8-pin, 8-position, RJ-45 type connectors without causing damage to the outlet jack.

2.3. Patch Panels
2.3.1. Category 5 rated, 19” patch panel shall be installed with attached wire management devices. The front panel shall consist of 8-pin, 8-position, RJ-45 connections. The rear panel shall consist of color-coded, 110-type, IDC connections. The rear of the patch panel shall also have a wire management system installed for the proper routing of installed cables.
2.3.2. Wall or rack mounted patch panel equipment for mounting the telecommunication patch panels is acceptable. The patch panel mounting equipment will be of the same manufacturing company as the patch panel. The equipment shall also contain wire management devices for proper routing of installed wiring.
2.3.3. All communications patch panel patch cords shall be stranded 24 AWG, Category 5 rated, and wired to the T568B configuration complying with TIA/EIA-568-A and color-coded in accordance with TIA/EIA-606.
2.4. Coaxial Cable Systems
2.4.1. The coaxial cable system shall be capable of transmitting UHF and VHF television signals from the commercial cable television carrier (Americable Inc., (805) 734-5578.) Manufacturer and specific cable type(s) shall be identified by the commercial carrier. Cable system will also include outlet equipment, line splitters, fittings and other support equipment as needed.
2.4.2. The coaxial cable system shall be wired from the entrance facility to rooms selected by the
30 CES, the building occupants, and Americable. Each cable run shall be marked at both ends to identify the room number/outlet location.
2.5. Conduit
2.5.1. All conduits installed to wall outlets shall be ¾ inch with no more than a 50 percent fill ratio.
Conduit runs shall be placed at every point where an electrical outlet is installed in the facility.
2.5.2. All installed conduit runs shall be limited to the equivalent of no more than two 90-degree bends.
The inside radius of a bend in conduit shall be at least 6 times the internal diameter. When the conduit size is 2 inches or greater, the inside radius shall be at least 10 times the internal diameter of the conduit. For fiber optic cabling, the inside radius of a bend shall always be at least 10 times the internal diameter of the conduit.
2.6. Telecommunications Room/Entrance Facility
A minimum of two adjacent walls shall be covered with rigidly fixed ¾ inch (20-mm) A/C grade plywood, 8 feet high, capable of supporting attached equipment, mounted 6 inches above the finished floor.
Plywood shall be finished with two coats of insulating varnish. Floors, walls, and ceiling shall be treated to eliminate dust. Finishes shall be light in color to enhance room lighting. Flooring materials shall have anti-static properties.

PART 3 - EXECUTION
3.1. Installation
3.1.1. The cabling system will allow for at least one telecommunications outlet at every point where an electrical outlet is placed; this rule does not include rest rooms and common areas. If electrical outlets do not exist, at a minimum, telecommunications outlets will exist at each workstation and in common areas where wall mounted telephones are planned. It is mandatory that the outlet be located on the opposite side of the same stud as the electrical outlet.
3.1.2. All Category-5 cabling will be configured to the T568B wiring configuration listed in
TIA/EIA-568-A, with an attached wire management device.
3.1.3. The connecting hardware used for UTP cabling shall be installed to provide minimal signal impairment by preserving wire pair twists as closely as possible to the point of mechanical termination. The amount of untwisting in a pair as a result of termination to connecting hardware shall be no greater than ½ inch for Category 5 cables.
3.1.4. All copper and fiber optic cable runs shall be run in compliance with TIA/EIA-568-A and
EIA/TIA-569. All cabling runs shall have one side terminated to the wall outlet and one side terminated to the appropriate patch panel (star topology.)
3.1.5. The cabling system shall be installed to provide color-coding, labeling, and documentation in compliance with TIA/EIA-606.
3.1.6. A floor plan showing the facility’s final cable distribution runs, with associated labeling, shall be left in the telecommunications room(s).
3.2. Telecommunications Room/Entrance Facility
3.2.1. Design requirements will comply with all applicable EIA/TIA-569 sections dealing with
Telecommunications Closet, Equipment Room, and Entrance Facilities. The telecommunications closet/equipment room/entrance facility shall be as close to the core of the facility as possible and house only equipment directly related to the telecommunications system and its environmental support systems.
3.2.2. A minimum of one telecommunications room shall be provided per floor. Additional rooms will be provided if the horizontal distribution distance to the workstation exceeds 90 meters (295 feet). A minimum of two 4” conduits shall be provided, between floors, to each telecommunications room, aligned in a vertical pathway. The equipment room shall be connected to the backbone pathway.
Based on the size of the backbone pathway, it may be necessary to install fiber optic cabling between distribution points.
3.2.3. A service entrance pathway shall be provided for base cable. The minimum size of this pathway shall consist of 4” conduit. A minimum of three 4” conduits shall be provided from the entrance facility to the nearest manhole, unless specified by 30 CS/SCXP that only two are required, with a minimum bend radio of 10 times the inside diameter of the conduit. One of these conduits shall have three 1¼” inner ducts installed. The other conduit(s) shall contain a ¼ inch pull rope. Bends in conduit shall be limited to the equivalent of no more than two 90-degree bends. Installation shall be in compliance with EIA/TIA-569.
3.2.4. Lighting shall be a minimum of 540 lx (50 foot candles) measured 3 feet above the finished floor, mounted a minimum of 8.5 feet above finished floor. Lighting fixtures shall not be powered from the same electrical distribution panel as the telecommunications equipment in the room.

3.2.5. A minimum of two dedicated 15 A, 110 V AC duplex electrical outlets, each on separate circuits, shall be provided for equipment power. Each electrical outlet shall be placed immediately below, and centered, on each section of attached plywood. A separate supply circuit serving the equipment room shall be provided and terminated in its own electrical panel. If an emergency power source is available in the building, the equipment room panel shall be linked to the emergency supply. In addition, convenience duplex outlets shall be placed at 6-foot intervals around the perimeter walls, at a height of 6 inches above the finished floor
3.2.6. HVAC shall be provided on a 24 hours-per-day, 365 days-per-year basis. If the building system cannot assure continuous operation for equipment applications, a standalone unit shall be provided for the telecommunications equipment room. The temperature and humidity shall be controlled to provide continuous operating ranges of 64ºF to 75ºF with 30 percent to 55 percent relative humidity. Humidification and dehumidification equipment may be required depending upon local environmental conditions. A positive pressure differential with respect to surrounding areas shall be provided.
3.3. Grounding
A ¾“ conduit shall be provided from the equipment room to the main building grounding electrode. A
#6 AWG copper ground wire shall be connected to a grounding bus bar from the main building grounding electrode in compliance with TIA/EIA-607. Labeling shall comply with TIA/EIA-606.
3.4. Testing
All cable runs shall be tested to the accuracy level II requirements described in TIA/EIA TSB 67. All testing shall be performed by an experienced installer, as defined in section 8, Qualifications/Certification
Testing. At a minimum, shall consist of wire map, length, attenuation, and near-end cross-talk (NEXT) loss. There shall not be any defective pairs in the final installation of the telecommunications cabling.
Testing shall be performed with both ends terminated, per section 4 of TIA/EIA TSB 67. Printed test results shall be provided to 30CS/SCXS.
