FA4610-16-R-1448; 07-1187C Upgrade Lompoc Gate RFIs 01-Aug-2016
1. Are the existing design drawings in current VAFB CAD standard format?
A: Do not assume they are. This is a design-build and the Designer of Record (DOR) is responsible for all CAD compliance.
2. CLIN 001 Are the inspection booth roofs to be tile to match existing guard shack?
A: Not necessarily. The base would prefer roof tile to match the gate, but the UFC and Facilities Excellence Standards are the rules to be followed, and sometimes allow for some other types as well. This is a requirement of the Design-Build engineer to research, investigate, and design. However any final decision is up to 30CES/Facilities Excellence to decide during the design phase of the project.
3. CLIN 0004 Does the In-Ground safety light upgrade include the under vehicle lighting system in the inspection canopy area?
A: Yes it does include, but is not necessarily limited to. These lights must light up the underside of full size semi-truck length vehicles to facilitate night time under vehicle inspections.
The contractor shall also provide for placement of in-ground safety lights to be placed just on both sides of the Final Denial Barriers that span the roadway. These lights are to be activated when the barrier is activated and flash red as a roadway hazard warning to approaching vehicles. Ensure full span of the roadway adjacent to the barrier system.
4. CLIN 002 In sizing of the backup generator, are we to include any additional loads not specified in UFC 4-022-01 6-10, i.e., future over watch?
A: No, UFC ATFP minimum required loads are desired. Please note additional potential permitting issues if the horsepower is greater than 50. Also be aware the generator engine must comply with California emission standards.
5. CLIN 004 Are we to include an in-ground pull box with spare conduits for the future over watch power?
A: Yes.
6. Provide model no or manufacturer information of existing bollard and barrier (Wedge style barriers, passive cable barrier, etc.)
A: Delta Model “DSC2000EM(I) PHALANX BARRIER”. Bollards and passive cable barrier are up to the engineers to design and specify in order to meet the unique conditions for the project. For reference sake the previous project used DSC600 series Shallow Mount Fixed Bollards from Delta Scientific Corporation.
7. Provide location for 'wrong-way/excessive speed' sensor at inspection booth.
A: Contractor will be the Designer of Record and should design this accordingly with approval of location being required from the 30CES PM. Sensor must be place at the appropriate location to detect approaching vehicles to provide posted personnel advanced waring of approaching threats. The sensors must annunciate at each location where there is a barrier activation button (Main Gate Shack and 2 to 3 new gate shacks which are to be installed with this project.
8. Provide location for lights indication status of lanes A: Contractor will be the Designer of Record and should design this accordingly with approval of location being required from the 30CES PM. Consider placing stop/go pole mounted traffic light for each inbound lane. Contact CES PM or ATIPM for final location after award.
9. Provide sign-in paper for jobwalk A: The sign-in sheet was added to FBO.
10 . On CLIN 0003-4 “One on either side of the final denial barrier” However, there is no existing final denial barrier at the job site location. Provide location for the two speed table.
A: See CLIN 0003 item 2. The contractor is to design and place the final denial barrier as part of the scope of this project according all applicable codes, especially UFCs.
11. Provide pull box location at wedge style active vehicle barrier.
A: Contractor will be the Designer of Record and should design this accordingly with approval of location being required from the 30CES PM.
12. Confirm if 7 existing in-ground lights at Lompoc gate can be either repaired or replaced as long as it meets current code.
A: The existing in-ground lights in the roadway leading up to the entrance were previously used to light up roadway retractable barriers. These barrier are no longer in use and the lights are not needed. However these in-ground lights (red on one side and yellow on the other) have worked well. Conversely, the embedded white LED light bars have not performed well.
13. Confirm attachment 4 is reference only. Actual work will be based on SOW.
A: Attachment 4 is a concept design that has become outdated. The Contractor will update the design on the tasks identified in the SOW only. All other tasks not included in the SOW (i.e. truck inspection canopy, overwatch tower) are not part of this project.
14. Provide manufacturer information for guard booth if similar one is installed on different gate.
A: Not available. No guard booths have been installed at different gates. Please see conceptual drawings for a bullet resistant (UL-752 Level 8 or NIJ-III) bus stop type guard booth. The guards should be able to stand in the doorway to check ID, but have the ability to seek internal shelter and egress inside and out the opposite side. A tandem booth might work best. A purchased prefab guard booth is not the desire. The contractor is not to provide the furniture or the computer system for the guard booth, but should provide the connections for the computer system (i.e. power and comm.) Please contact CES PM and/or ATIPM after award for final approval.
15. Provide manufacturer information for Truck inspection booth if similar one is installed on different gate.
A: Not applicable. No guard booths have been installed at different gates. See answer above. Same style booth should be used in all locations.
16. Confirm if E4.02 is applicable for truck inspection booth such as truck inspection booth system.
A: The in-ground lighting for the truck inspection is part of this project. The overhead lighting is not. The existing drawings are concept only and the contractor should design and install the in-ground lighting system in accordance with all codes and regulations.
17. Confirm if overall site layout will be reconfigured per C4.01.
A: Contractor will be the Designer of Record and should design this accordingly with approval of location being required from the 30CES PM. Existing drawings are conceptual drawings only.
18. Will existing traffic layout (no. of lanes, striping, etc) be remained?
A: Contractor will be the Designer of Record and should design this accordingly with approval of location being required from the 30CES PM. Existing drawings are conceptual drawings only.
19. Provide manufacturer and model no. for existing in-ground lights A: Information is not available. Contractor will be responsible for all investigation, design and construction required.
21. Confirm there is no work performed inside at existing guard shack other than backup generator and indicating lights.
A: Wrong way and over speed sensor will need to annunciate at all guard locations to include this facility. In addition the final denial barrier will need a control located at the guard shack. The UFCs or other code will guide all of these items.
22. CLIN 0003 #4 indicates final denial barrier. Is final denial barrier on C4.02 a part of this project?
A: The final denial barrier is part of this project. Contractor will be the Designer of Record and should design this accordingly with approval being required from the 30CES PM. Existing drawings are conceptual drawings only.
23. Clarify if CLIN 0001 #2 refers truck inspection canopy (similar one in attachment 4 drawings) or just booth?
A: The truck inspection canopy is not part of this project. CLIN 0001 only refers to the guard booths.
24. Are as‐built drawings from the completed portions of work based off of the 35% concept design available for review prior to bid submission?
A: As-built drawings are not available at this time.
25. There appears to be existing conduits with pull strings in the ground at the islands where the new inspection booths are to be located. Can it be confirmed that these were put in place for the new inspection booths on an earlier project?
a. If so, what is the extent and their path of travel?
A: No additional information available. Contractor will be responsible for all investigation, design and construction required.
26. SOW 2.3.4 Item 3 Specifications. The ‘Vandenberg AFB Standard Specifications’ are referenced throughout Item 3 but were not provided (with the exception of 015720 which was provided as Attachment 7) A: The VAFB Standard Specification has been added to FBO. The document is a tailorable specification and will need to be updated to meet the current project.
27. SOW 2.2.1 General Description of Work. Several Standards are referenced but not provided. Please provide the version of/or a link to the Standards to be used for the following:
1) UFC
2) MUTCD
3) Base Safety Requirements
4) 30SFS Requirements A: UFC and MUTCD standards are available online. The Base Safety office follows all federal, state, and local safety regulations. The 30SFS requirements are all UFCs, AFIs and other codes established to meet antiterrorism and safety requirements for installation access locations. The Contractor as the Designer of Record will be required to identify and comply with the most current version of all codes and regulations.
28. SOW 3.2 Air Force Property. References demo’d materials to be disposed of through the 30CES Recycling Program but also states the Base landfill is not available. Please clarify what if anything can be disposed of/or recycled on Base (Trash/Concrete/Asphalt/Dirt Spoils/Metals/etc.)
A: The recycling (QRP) program may be able to accept certain items such as salvageable metals, however the base landfill is closed. See the Environmental Spec Section 015720 for details.
29. Will the Superintendent also be able to fill the roles of the Site Safety & Health Officer and Quality Control Manager? One person wearing three hats.
A: No. The Site Safety & Health Officer can be either the superintendent or quality control manager, but the superintendent must be a separate person than the Quality Control Manager.
30. At the site visit, it was mentioned that the inspection booths are to be similar to the other booths at the other gates. Would you provide the manufacturer and specs to those other booths?
A: No inspection booths have been installed at other gates. See previous answer and concept drawings.
31. What are the working hours for this project? Can the gate be closed during construction?
A: Work should be completed during normal business hours 0700-1700 unless specifically coordinated and approved by the contracting officer and must be completed in accordance with all labor laws. The gate is open between 0600 and 1800. A full closure of the gate will not be approved, with the exception of final testing. However, partial closures may be authorized and would need to be coordinated through 30 SFS, the traffic control manager and other parties after award. Any and all closures must be coordinated a minimum of 4 weeks in advance and are subject to 30SFS and 30CES approval.
32. Can you please provide clarification for CLIN 0004, in regards to upgrading the Ground lights at Lompoc Gate? Is this lighting required to check under vehicles? Is this to be located in the truck inspection area, or is this for passenger vehicle traffic? Or is this some other type of lighting?
A: CLIN 0004 will include upgrading the in-ground lights in the search-pit area (current lights are very dim and need to better illuminate the area/undercarriage of searched vehicles) and installing in-ground red lights at the final denial barrier that activate when the barrier is raised. See previous answers.
33. Provide available power sources such as existing panel capacity, no. of spares, etc. for this project.
A: No additional information available. Contractor will be responsible for all investigation, design and construction required.
34. Provide sample photo of existing barriers and speed table, lights, warning devices installed at other gates.
A: Contractors had opportunities to investigate and take photos at the site walk. No additional photos are currently available.
