Questions and Answers
1. After combing through the bid package it appears that the original equipment is metal-clad, but we cannot locate anywhere in the bid package that states the new equipment is also metal-clad. Can you please possibly confirm for us weather the newly requested equipment is supposed to be (or NOT supposed to be) metal Clad as well?
Response: The new equipment is to be metal clad like the existing.
2. It looks like most of the SEL equipment is provided by owner but it appears that some may not be. Can you please elaborate as to what is and what is not? And which equipment belongs to whom? Also, according to a couple different sources we ran all this material by, we’re told some of the part numbers are incomplete. Can you please kindly verify all part numbers as they are stated within the package itself?
Response: None of the SEL equipment is provided by the government. They will all have to be purchased and installed by the contractor.
3. In regards to the 12kv switchgear project, is the first set of plans and specs "Design to Install Redundant Cooling" part of the job switchgear project?
Response: The plans and specifications to install redundant cooling are part of solicitation FA4610-15-R-0020 and were posted in error. That effort is not part of this solicitation. The correct attachments were posted on 31 July 2015.
4. Drawing E-101 Indicates that there are existing SEL relays that are to be re-used, yet the existing relays are not SEL, please clarify if these existing relays are to be replaced with SEL relays?
Response: The SEL relays do not exist yet. The contractor is required to provide the SEL relays.
5. The existing conduit from the switchgear's CPT to the existing AC panel is 3" EMT, installed overhead. And the existing conductors are 4/0 thin. Can the exiting 3” EMT conduit and 4/0 conductors between the switchgear’s CPT and the existing AP panel be re-used or will new conductors or conduit be needed?
Response: The existing conduit can be reused, and extended if necessary to new final location of switchgear's CPT. However, the conductors can only be reused if it is of sufficient length to the new final location. If not of sufficient length, then new conductors with no splices are required.
6. The RFP does not indicate or specify to connect to the existing SCADA, it indicates to provide provisions only, will new conduits between the new switchgear and the communication cabinet need to be provided?
Response: The contractor is not required to connect to the SCADA system. A future contract will connect the SEL relays that this contract is installing into the SCADA system.
7. The RFP does not call to re-install the existing D meters. Do the two existing Square D meters need to be re-installed? If so does the ModHopper-ER have to be installed on the new gear or on the wall like all the other substations?
Response: The existing Square D power meters and ModHopper are required to be reinstalled by the contractor.
8. Can the Superintendent act as the SSHO and QC Manager? Allowing one person to wear three (3) hats.
Response: The QC Manager cannot be the Site Superintendent, so the least number of staff onsite is 2.
9. Per Drawing E-101, General Note 7. It states that “All existing SEL Relays, Power Quality Meter and Schneider Power Quality Meters indicated below will be provided and installed in a separate project.” Site visit illustrated that no existing SEL relays or Schneider power meters are presently installed. Please advise if these items are currently Government property and will be supplied by the Government and installed by Contractor, or is the Contractor to purchase and install?
10. Response: The government doesn’t have the SEL relays. The contractor shall purchase and install the SEL relays.
11. It was stated that this project does not include SCADA tie-in. Please confirm that there is no SCADA tie in back to 11439 as that is a difference in cost.
12. Response: The contractor does not need to tie this substation into the SCADA system.
13. Please verify if C/T Ratio discrepancy on page Drawing E-201 Spare Breaker and Key Note 7 is accurate.
14. Response: The contractor will have to field verify after award.
