Questions and Answers for FA4610-15-R-0010 Transformer D 1

1) In the SOW, para 2.2.2 j), it states the contractor shall replace cables attached to secondary of transformer into blockhouse. The new cables shall be of the same sizing as the existing cables and the cables shall be copper. Does the Air Force have any more information in regards to length, type and size of the secondary conductors??

Answer 1: The conductor is 500kcmil copper EPR cable. The contractor will have to determine the length.

2) Can the existing mechanical paddles on the primary side be re-used or do they have to be replaced? If they have to be replaced, are they required to be mechanical or crimp type?

Answer 2: The paddles have to be replaced. They can be either mechanical or crimp type.

3) Can the existing conduits be re-used?

Answer 3: The existing conduits can be reused.

4) Will the new transformer be required to sync with D3?

Answer 4: There is no requirement for a paralleling module, but the contractor is required to match the impedance and kVA rating of the D3 transformer.

5) In SOW, para 2.2.2 i) it states the contractor shall install new 12.5 MVA Transformer and reconnect existing control wire. Are the existing control wiring conductors adequate for the new transformer?

Answer 5: The SOW has been revised to show the correctly sized transformer.

6) In the SOW, it is indicated that this is a design-build project. Please confirm that this is a true design–build project, requiring design review submittal packages in accordance with the SOW para. 2.3 Design Phase. Or, are will simple shop drawing signed and stamped an A/E be acceptable?

Answer 6: The contractor shall propose in accordance with the statement of work.

7) Is it acceptable for the Site Superintendent to act as the Site Safety & Health Officer and the Quality Control Manager? (One person wearing all three hats)

Answer 7: The QC cannot have the job of Site Superintendent, so at a minimum there will need to be two people to wear these three hats.

8) In SOW para. 2.2.2 e) states the contractor shall demolish the existing transformer anchors by grinding them off to facilitate placing the replacement transformer on pad. What are the anchoring and seismic requirements for the new transformer? Is the current concrete pad adequate to support the new transformer?

Answer 8: The contractor is required to make the anchoring assessment as a part of their design. However, the contractor should assume that the pad will be adequate to support the new transformer. If the pad is not sufficient that will be a differing site condition.

9) The Scope of Work paragraph2.2.2 Electrical Requirements e) discusses placing the replacement transformer on the pad. There is no indication that this is other than the existing pad.

Answer 9: The existing pad will be used.

10) Will the new transformer be installed on the existing pad? If so, is a structural seismic analysis required for the pad?

Answer 10: The new transformer will be placed on the existing pad. The contractor will need to determine that as a part of the anchoring plan for the transformer.

11) If analysis is required, are record drawings of the existing Pad’s construction including reinforcement and concrete strength to be provided by the Air Force?

Answer 11: There are no record drawings for the concrete pad available.

12) If analysis is required will geotechnical data for the existing substation be provided by the Air Force?

Answer 12: There is no geotechnical data available.
