1. In order to meet the design intent of a gasket free and fully-restrained corrosion resistant piping system that meets all applicable standards, can Fusible PVC® pipe be proposed in lieu of HDPE while maintaining a similar ID and pressure class?

ANSWER: No

2. The specified HDPE hydrostatic design stress (1,000 psi) utilizes a hydrostatic design basis of 1,600 psi divided by a safety factor of 1.6 which has been marketed by the HDPE industry, but has not yet been approved for publication in AWWA C906. We would suggest that the same 2.0 safety factor be applied (as with all other piping materials). This would change the specified HDPE hydrostatic design stress to 800 psi, to assure appropriate design life of the pipeline.

ANSWER: Suggestion duly noted. However, HDPE has been tested extensively and the industry’s arrival at 1.6 as a factor of safety is acceptable.

3. During the site visit it was mentioned that if work is contained within a 15’ area from the road shoulder there would be less of an environmental impact. If work is contained within this 15 ft area is there less Environmental Monitoring required? Please clarify.

ANSWER: If work is contained within this 15 ft area, it is highly unlikely that any environmental monitoring will be required.

4. The Solicitation page 7 of 38, F-5 Salvage Materials (1.) states; “Any materials demolished or to be removed and disposed of by the Contractor shall remain the property of the Government and the contractor shall coordinate with Defense Logistics Agency, 606-9852, Vandenberg AFB and dispose of legally”. Is the Government responsible for disposing all of the debris generated during construction? If so, where should the debris be delivered?

ANSWER: The Contractor shall be responsible for delivery of F-5 Salvage Materials to Defense Logistics Agency through coordination as stated above. Their facilities are located on base. The Contractor shall be responsible for disposal of all other debris generated during construction to an off-base disposal facility.

5. Please provide the PSI and flow rate on the existing water lines.

ANSWER: The existing WaterGems® water model can be provided to the awardee. In addition, existing flow and pressure parameters can be obtained during the design phase of this project. Readings of 160 psi have been reported for that area.

6. Technical Specifications, section 01440 Contractor Quality Control, 3.04, B, 2. States;

“The CQC system manager shall be assigned as system manager, but may have duties as project superintendent in addition to quality control”. Is the contractor able to have the superintendent wear multiple hats? i.e., Superintendent, QC Manager & SSHO.

ANSWER: The Superintendent may also act as the SSHO, but shall not act as the QC Manager.

The Specification shall be amended henceforth to say, ”The CQC system manager shall be assigned as system manager, but shall not have duties as project superintendent in addition to quality control.”

7. Section 4.3 in the SOW references “digitized map files” as a Government Furnished

Item. Please confirm that this will including the following items in specified format:

· Topographic Mapping in AutoCAD format

· Engineering Drawing Sheet Files in AutoCAD format

· Engineering Drawing Base Files in AutoCAD format

ANSWER: Confirmed, these will be provided to the Awardee when requested.

8. Please verify the source and date of the topographic mapping shown on the 35% design drawings (i.e. LIDAR data, ground survey, etc.). Is a full survey of the alignment a contract requirement?

ANSWER: The source of the topographic mapping is the Government’s GIS files that were provided to the contractor that provided the Concept Design. This was obtained by LIDAR.

However, As-builts are required to be furnished as part of the project close out. These As-builts shall be accurate to the State Datum Plane and GPS Coordinates for significant features such as bends and valves will be required as part of the As-built package.

9. Sheet C-17 appears to be missing from the downloaded files. Please provide Sheet C-17.

ANSWER: C-17 will be provided shortly along with an Amendment which will require acknowledgment in contractor proposal.

10. Are all existing fire hydrant bodies to be replaced?

ANSWER: Not all, see provided concept design drawings with Govt edits.

11. Is the backflow device in front of Building 1670 to be replaced? Please verify point of connection for Building 1670 is outside of the facility fence as shown on PP-42.

ANSWER: No, although connection to the line leading to it will be required. Yes the point of connection for Building 1670 is outside of the facility fence.

12. Sheet PP-42 shows one hydrant connection within the fence of Building 1670. During the site visit, it was noted that there are additional hydrants within the facility fence.

Please verify that only the hydrant shown is to be replaced.

ANSWER: There is only 1 fire hydrant within the facility fence at bldg 1670. What was noted is incorrect.

13. Can VAFB provide a Master Water Plan with a target pressure zone?

ANSWER: If there is one, it can be provided to the awardee.

14. Apparently VAFB has a water model, can this be provided?

ANSWER: It can be provided to the awardee.

15. What is the current pressure on the supply line from water main on Taingair?

ANSWER: Project is a design build. As part of the analysis required to provide a design, this data can be obtained by the awardee.

16. What is the minimum cover required for newly installed lines?

ANSWER: Meet code requirements for minimum cover.

17. See 01 50 00 Temporary Facilities and Controls 1.03.B. Where is the designated Contractor’s temporary facilities/Staging yard?

ANSWER: This can be determined before construction.

18. Can VAFB provide additional more detailed as-built/utility drawings?

ANSWER: This can be provided to the awardee.

19. During the site visit it was stated that the project area was an environmentally sensitive area and that the contractor must cover all open trenches daily. Is the VAFB requiring the contractor to cover trenches at the end of every day?

ANSWER: It was stated that if trenches are to be left open that they are to be ramped so that wildlife have a way out.

20. Is the contractor responsible for a SWPPP, NOI, Annual, and NOT on this project?

ANSWER: It is not likely as the area to be disturbed is previously improved surfaces, but the environmental document form 813 has not be completed so the answer cannot be provided at this time.

21. Is a PRV, Meter, Corp Stop, Curb Stop required at the point of connection to the buildings? Can the VAFB provide a detail for the POC to the buildings?

ANSWER: The project is design build; These will be determined by the designer of record.

22. Is contractor responsible to provide Global Positioning System for valves and appurtenances?

ANSWER: Yes, coordinates are required.

23. Is the Contractor Quality Control System Manager required to be on site 100% of time during construction activities?

ANSWER: Yes

24. In 01440 3.04.B Contractor Quality Control CQC Organizational Staffing “the contractor shall provide a CQC staff which shall be at the site of work at all times during progress”. Due to the fact that this project is a section of what was originally a larger project is VAFB going to require Contractor Quality Control.

25. Is contractor installing new back flow device at 18+38 POC or using existing?

ANSWER: Connect to existing.

26. Is Sheet C17 available for review?

ANSWER: C-17 will be provided shortly along with an Amendment which will require acknowledgment in contractor proposal.

27. Was a field topographic survey performed or is what's shown on the 35% plans from an aerial or digitized from system maps.

ANSWER: Unknown, It is assumed that CH2MHill did not have surveyors out to obtain topo information.

28. Will a CAD file of the survey be provided to the successful team?

29. What is the patch paving requirement?

ANSWER: Determine during design

30. Is the existing structural section known?

31. It was stated at the pre-proposal meeting that work within 15' of the edge of pavement wouldn't trigger additional environmental monitoring. Please confirm.

ANSWER: Forthcoming AF Form 813 will elaborate.

32. Are there any unknown utilities that will affect the work? Who will handle USA?

ANSWER: Maybe; Contractor will run Form 103. Government does use dig alert.

33. Are any intermediate fire hydrants required on the main line outside of what is being a replaced, e.g. new hydrant every 500?

34. Are there soils reports available?

35. Is there as-built/survey data available that shows the depth and accurate location of the existing line?

ANSWER: As-built availability can be investigated by the awardee.
