Section C - Descriptions and Specifications
STATEMENT OF WORK
Statement of Work to Repair Primary Distribution Line, Bodcau Tie AWUB 11-0052
This project will replace approximately 9000’ of the existing 12,470 volt underground distribution system feeder, 2 pad mounted switches and 2 poles. The area affected by this project is located between pole #49 (west gate substation feeder 9) and pole #183 (Bodcau substation feeder) as shown on the drawings. Existing system is direct buried underground and will remain in service until this new system is installed to the point of cutover. The power outage required to remove and replace pole 49 will affect everything east of the little league ball fields up to but not including the Cooper Bayou bridge excluding the FAA and firing range. Depending on contractor scheduling that could include: East Gate (industrial gate), security forces complex, high Frequency radio building, ILS, Localizer, Aero club, fuels. A power outage will be required to install and terminate the new 5” conduit and associated conductor into the three existing transformers (fuels, aero club and ballfields). The power outage required to remove and replace pole 183 can be isolated and therefore can be done such that it will not affect any customers.
The contractor shall comply with the practices explained in the Lineman’s and Cableman’s Handbook.
The new parallel underground main feeder consist of two (2) 15kV #750 kcmil copper conductors per phase with ethylene propylene rubber (EPR) insulation, 133% rated with 1/3 jacketed concentric neutral. The feeder will be run in concrete-encased 6” PVC schedule 40 conduit with red dye sprinkled on top of the duct bank except under existing roads and paved areas. New 15kV #2 AWG copper conductors with EPR insulation, 133% rated with 1/3 jacketed concentric neutral will be run in concrete-encased 5” PVC schedule 40 with red dye sprinkled on top of the duct bank.
Avoid installing the new duct bank in the bayou. The street crossings for the fuels and the aero club have been combined in the design. Street crossings shall be kept to a minimum. Where street crossings are required the contractor will directional bore, sleeve and fill with concrete to meet concrete encasement requirement for primary feeder underground installation as follows: Plastic PVC ducts can be installed in driven or bored steel casings (figs. 30.17 through 30.19). Steel casing are frequently used when crossing under roads. A steel casing may be used to support a conduit run in soft soil provided proper bearing support is available at the pipe terminals. The steel casing used should be strong enough not to bend between supports. The extra strength ducts normally used for direct burial should be used inside the steel casing. The space between the ducts and the steel casing must be filled to provide a means of dissipating the heat in the power cables installed in the ducts. A cement grout used to fill the voids in the casing contains an additive called Elastizell or Mearlcrete which reduces the grout density to approximately 75lb/ft. cubed. The cement grout should have about an 11 inch slump, which is fluid enough to allow low hydraulic pumping pressure. The steel casing should be filled from both ends, and the hoses should be withdrawn as back pressure develops while the grout is being pumped. Ducts in a cradle, as illustrated in fig 30.17 are properly separated to permit the installation of the cement grout. Special care must be taken not to deform the ducts while installing them in the steel casing and while pumping in the grout to fill the casing.
Duct runs should be slightly graded; that is, they should slope gently toward one or both manholes, thus allowing any water that may seep in to drain to one or both of the manholes. A duct run on level ground has a double slope; that is, half the run drains to each manhole. Good practice requires that the slope be no less than 3 inches for every 100 feet of length. On un-level ground the drainage is all in one direction toward the manhole at the bottom of the slope with the highest point of the duct a minimum of 36” below finished grade.
Install a total of 6 – 6” conduits; 2 for the parallel 750kcmil, 2 spare for the parallel 750kcmil and 2 spare for a future feeder. Extend 2 spare PVC coated RGS conduit a minimum of 2’ up each pole and cap each spare for future. Provide pull wires (pull string or pull rope) in all spare ducts.
Provide and install PVC coated RGS 90 degree long sweeps into all electrical equipment.
Install a total of 2 – 5” conduits; stub 5” conduits up inside electrical equipment flush with pad and cap the spare for future. Provide pull wires (pull string or pull rope) in all spare ducts. If a window does not exists in the transformer pad the contractor must Core drill for 5” PVC conduit entrance.
Support conduit every 5’ with conduit supports; for primary distribution conduits along main run between underground structures and stub outs install 6” concrete encased; for primary distribution conduits on laterals install 5” concrete encased. All risers, road crossings or bends greater than 45 degrees will be RGS. Use PVC coated RGS where in contact with concrete. Encapsulate ducts with a minimum of 3” of concrete sprinkled with red die. Top of concrete will be a minimum of 36” below finished grade. Back fill with dirt to 1’ below finished grade and install a 6” DANGER ELECTRICAL marking tape then fill trench. Trench should be compacted to prevent dirt settling. Install a detectable locator tape above all buried underground circuits. Marking must meet the base utility standards. Follow UFC 3-550-01 requirements listed in 3-11.2.2 Installation.
Install new manholes with a minimum 36” diameter steel lid where splices are required, where duct lines change direction and within 100 to 200 feet max of every riser pole, pad mounted transformer or pad mounted switch. Separation on straight runs must not exceed 500 feet maximum. The manhole lid shall be labeled ELECTRIC and shall be traffic rated. Manholes shall be constructed of reinforced concrete which may be monolithically constructed of pre-cast concrete. Duct lines shall enter manholes through preordered factory installed knock outs as necessary to meet the project requirements. Conduit shall be required to be installed flush with bell ends and sealed around openings. Manhole covers shall be installed no more than 3” above finished grade. A cast metal grille-type sump frame and cover shall be installed over the manhole sump hole. Drill a hole in the manhole corner and drive a 5/8”x8’ copper clad ground rod into the earth so that approximately 4” of the ground rod will extend above the manhole floor then seal around ground rod in the manhole floor. Protect ground rod from concrete with PVC sleeve. A #4 bare stranded ground wire shall be cad welded to the ground rod and encircle the manhole 4’ above the floor anchored to the wall. Bond all metal parts inside the manhole to the #4 bare stranded ground wire. A cable pulling iron shall be installed in the wall opposite each duct line entrance and in center of the floor such that it doesn’t present a tripping hazard. Cable shall be securely supported from walls by the hot dip galvanized cable racks with stand offs fitted with porcelain Insulators. Install eight cable racks with two spare standoffs on each cable rack, two cable racks per wall per manhole (five total stand-offs per rack and rack each separate). Fireproof cables and label as described in the labeling section. Spice cables, ground splices rack and fireproof cable individually in manhole. All splices will be supported between the racks.
All manholes will be 8’x8’x8’ except for the two manholes associated with the road crossing for PMS 9-6350 located near fuels which will be 10’x10’x8’.
T-splices and Y-splices are not allowed. No mechanical splices will be allowed. High potential insulation resistance test is required for all cable installations in accordance with IEEE standard 141-1976 chapter 10. Switch installation and associated work must meet the most stringent of the following design requirements: Lineman’s and Cableman’s Handbook, Barksdale standards, UFC 3-550-01, NEC and manufacturers installation instructions. Submit for approval on all electrical equipment and hardware including lag bolts.
The S&C pad mounted vista switches furnished under the scope of this project shall be of dead front type construction suitable for use with separable insulated connectors and parking stands next to each bushing well.
Upon completion of the installation of the new underground primary power distribution system and the new power poles and after all of the tie ins have been made to the existing buildings, the existing underground power distribution line will then be removed to 2 foot below finished grade and abandoned in place. All concrete, the old pad mounted switches, bollards, Poles 49 and 183 and all associated pole hardware will be removed from the base. This includes the demolition of all associated concrete that is no longer in use. Grade and seed all affected areas for positive drainage. Return affected areas to original condition upon completion of contract.
New class II poles shall be pre-drilled roofed with a 15 degree slant and gained to REA specs prior to protective treatment before leaving the pole yard. Poles shall be installed such that neither the aluminum pole label nor birthmark is covered up by the riser, pole hardware or grounding. Tie wire will be aluminum unless the conductor is copper then it shall be soft drawn copper sized according to conductor size. Aluminum / ACSR conductors will have armor rod installed crossing all insulators as required. Attach new guys to pole with angle thimble eye bolt or guy attachments with preform or automatic connectors. Pole guys shall have guy guards.
Install a protective pole top cap on each new pole. Existing poles have other utilities like telephone, cable TV, communication etc. The contractor shall take precaution not to damage those utilities and coordinate the reinstallation of those utilities with the corresponding company on the new poles. Poles require a 10 foot #6 bare copper coiled butt ground which will extend to the top of the pole and hook to the static secured with staples every 3 feet up the pole. Poles require a #6 bare solid soft drawn copper from a 5/8” x8’ copper clad ground rod to extend up the pole to the terminations and arresters and tie together with the butt ground.
Pole grounds shall be protected from one foot below grade to 9’ above finished grade with RGS. Install PVC coated RGS conduit where installed in contact with concrete. Bond all RGS conduit to ground using a grounding bushing at top of conduit. Guy wires will be 3/8 inch diameter galvanized steel with a strain insulation cut into the guy so that if/when the guy falls there will be no energized parts below the electrical equipment. Anchors will be 10 inch screw type 8 foot double eye galvanized anchor. The 6” risers will be located on the opposite side of the pole from the switch. A hook stick operated group mounted switch with horizontal configuration should be installed on each of the riser poles. The ratings of the switch should be as follows: continuous/interrupting rating: 1200 amps, asymmetrical momentary rating: 40 kA, nominal voltage rating: 14.4 kV, basic impulse level (BIL): 110kV. The risers coming out of the riser conduit shall be terminated with a cold shrink 15kV termination kit. These poles will require heavy arm brace installation.
After pole is properly faced and lined in, the hole is backfilled and tamped. Tamping of the dirt around the pole is completed manually with a tamping bar or with a hydraulic powered tamper. Too much stress cannot be laid on proper tamping as a poorly tamped hole will not hold the pole in alignment. The earth should backfilled slowly and each layer thoroughly tamped until the tamp makes a solid sound as the earth is struck. In general the tamping should be done so thoroughly that no dirt need be hauled away. If small stones or gravel are readily available these should be used in backfilling as a better foundation can thus be obtained. Care should be taken that plenty of earth is tamped in to fill the spaces between the stones. The backfill should be piled well up around the base of the pole to allow for settling. An examination should be made 1 to 2 months later and backfilling added by the contractor if it has settled below the ground level.
Coordinate all power outages through 2 CES customer service at least thirty working days prior to requested date. A digging permit will be required and is only good for a 30 day period. The contractor is responsible for maintaining utility markings throughout the contract and must hand dig within three feet of markings. If marked utility lines are struck, the contractor will be responsible for repair including the cost of the materials and labor required for repair. Temporary road closures if required will need to be cleared through the fire department, security forces and base civil engineer.
Provide as built drawings in PDF, AutoCAD 2012 and GeoBase.
Submit a written request with a drawing showing the proposed laydown area for approval through 2 CES leadership.
With the exception of pole mounted electrical equipment all electrical equipment and bollards must be Brown – Federal Spec 20117. S121 is S&C’s spec number for Barksdale Brown 20117. Require: S&C Vista type enclosure with a minimum of 25kV cabinet for termination space, 18’ skirt, Penta head bolt, danger high voltage sign, line side - bolt on and load side - load break elbow. Direct buried wiring for 12470 volt systems is not allowed. Before any cables are pulled into ducts, provision for supporting the cable ends on racks in the manholes should be made. The channel which supports the rack proper is fastened to the manhole wall with expansion bolts. Holes for the expansion bolts are drilled 3 inches deep.
Install Non load break 600 amp elbows/bushings on load interrupter switch. Install Load break 200 amp elbows/bushings on fault interrupter switch. Provide insulating caps on all unused bushings.
LOAD BREAK ELBOWS: provide 200 amp load break with test points and cold shrink cable accessory sealing kits designed to seal the jacket end of power cables where elbows or other cable accessories are installed. Both the sealing tube and mastic must be compatible with commonly used power cable jacketing and semi conductive materials. 600 amp elbows also require cable sealing kit.
Conduit shall have bell ends in manholes and new pads, including spare conduits. Require conduits to be installed flush with bell ends and sealed around openings.
LIGHTNING ARRESTORS: 9/10 KV elbow type provide on each switch position and pole type as necessary.
CONCRETE PADS: 3000 PSI 6 inches thick with a 1’ footer. A 3/4 “chamfer on all edges, 1 foot clearance on all sides of the equipment to be placed on the pad. No more than 3” above grade. Vista switch must be secured to the pad as recommended by the manufacturer. Each new vista switch will require a new pad and counterpoise.
Ensure a minimum of 10 ft (3 m) clear workspace in front and rear with 5 ft on the sides of pad-mounted equipment. This includes areas around equipment that have chain link fences. Orient equipment with operation side facing the street and so that adjacent equipment will not interfere with the clear workspace. For each switch provide 4 to 6 bollards to protect electrical equipment from vehicular damage, 4 placed 12” off the corners of the pad diagonally and 2 additional bollards spaced between as necessary depending on the spacing. 4’’X 5’ RGS bollards filled with concrete placed 2’ in the ground and painted Barksdale specs. Brown-Federal Spec 20117. All bollards shall be of equal height and bonded to the counterpoise. The bollards are not to be installed in the concrete pad.
Windows.—will be blocked out. After curing blocks removed and windows filled with gravel to 1” of the top and capped with mortar. Calk around all entrances and around mortar to prevent ants from coming in. All cable entrances will be protected from concrete by Schedule 40 PVC or coated RGS to prevent corrosion.
Three phase system COUNTERPOISE: 4/0 bare copper conductor, 30”deep, 30” from equipment pad, Cad weld conductor at each ¾”x 10’ ground rod and Provide 2 paths into the Vista switch compartments one each from opposite corners of the counterpoise. Bond each bollard to the ground ring (minimum of four ground rods).
Manhole Cable Labeling
Cables shall be labeled with feeder number, wire size and type (cu) and destination/ origination Engraved ½” white letters on black background.

Lay-down Area Temporary Fencing
1. The Contractor shall furnish all labor, materials, and equipment necessary to provide secure and visually aesthetic temporary fencing for surrounding project equipment and material in lay-down areas.
Work shall include:
a. Clearing area of all encumbrances to safe erection of fencing.
b. Provide fence that is: metal tube frame; metal woven wire mesh (minimum 11 gauge); minimum 6 feet in height.
c. Provide integral to fence visual blocking material, either slat weave or sheet goods.
d. Erecting fence in such manner as to prevent loss of fencing or blocking due to inclement weather.
e. At no time shall fence interfere with fire egress paths or fire equipment ingress, to include periods when gates are in operation.
Contractor shall submit cut sheets on all items for installation, prior to procurement, for approval by the C.E. Architect. Complete the design as indicated on drawings in accordance with UFC 1-200-01 General Building Requirements which includes the latest editions of the International Building Code and NFPA Life Safety Code, and Americans with Disabilities Act. All required work shall be accomplished in accordance with the Barksdale AFB Design Compatibility Guidelines (DCG). All colors and materials shall be selected by the Civil Engineer Architect in accordance with the DCG. Construction shall be conducted in a quality workmanlike manner. Contractor shall take any steps necessary to protect government and occupant property from damage caused by weather or other occurrence while work is in progress.
2. Upon notification of completion by the contractor a determination will be made as to the satisfactory completion and acceptance of the contract specification(s). Any segment of the operation that is not acceptable because of an unsightly or unprofessional appearance will be justification for rejection of the treatment. The contractor will incur all costs, both labor and materials, for reaccomplishment of any unacceptable work identified.
3. The contractor will be responsible for and incur any and all labor and material costs required to repair any damages to government facilities that occurred during and as result of repair work, replacement operations, or new work, under this contract. This damage will be identified as separate from the condition of the facilities as identified during the initial inspection. The damage will be identified, but not limited, to the following items.
a. Government gas, water and electric transmission and distribution systems
b. Occupant personal property
Additional Information.
a. The contractor will begin work not earlier than 7:30 am each workday. Work will not be performed later than 6:00 pm.
b. Inspections will be conducted by the Contracting Officer and /or Contracting Officer’s Representative and the Contractor’s Manager.
c. Any discrepancies should be noted and forwarded to the Architect.
Background Checks for Contractor Personnel Requiring Entry/Access to Barksdale AFB (Jan 2005)
Security Forces will conduct a National Crime and Information Center (NCIC) background check on all contractor or subcontractor personnel prior to granting access to the installation.
CONSTRUCTION AND DEMOLITION DEBRIS REPORTS
The following requirement is listed in Attachment 3, Environmental Requirements for Contractors Working on Barksdale Air Force Base. These reports are required to be submitted on an AF 3000 Material Submittal and should be incorporated into the AF66 Material Submittal Schedule at time of contract award. Final payment will not be released until C&D reports have been submitted and accepted by the Government.
“Construction and Demolition (C&D) debris is generated as a result of construction, renovation, or demolition activities. Although C&D debris is usually considered a single waste stream, the composition actually varies with each activity and the type, size, and location of the structures involved. Disposing of C&D debris in landfills consumes enormous amounts of space and is both economically and environmentally costly. In accordance with AFI 32-7042 and BAFB’s Integrated Solid Waste Management Plan (ISWMP), ALL WEIGHTS OF C&D MATERIALS RECYCLED AND DISPOSED MUST BE REPORTED TO THE RECYCLE PROGRAM MANAGER.”
CONTRACT COMPLETION INSPECTIONS
The contractor will schedule (preferably with 3 working days notice) a pre-completion inspection to be held approximately 10 calendar days prior to the expiration of the contract. This inspection may result in a "punch list" indicating items to be furnished or work to be completed by the contractor or subcontractors in order to complete the work specified in the contract documents. This list may not be construed to be all inclusive. A copy of the list will be furnished to the contractor within 2 workdays for his use in completing the contractual work. If the pre-completion inspection results in no "punch list" and the work is complete, this inspection may be considered the "final" inspection as determined by the Contracting Officer. If required, the contractor will be responsible for scheduling the contract completion inspection (preferably with 3 working days notice) to be held no later than the final day of contract performance. Should this inspection result in a "punchlist", the contractor will have 10 calendar days (after receipt of punchlist) to complete all punchlist items and notify the Contracting Officer of this. NO FINAL INVOICE SHALL BE PAID UNTIL ALL PUNCHLIST ITEMS ARE COMPLETED TO THE SATISFACTION OF THE CONTRACTING OFFICER. Should a contractor exceed the time allowed for these corrections, it may result in negative past performance which could affect future contract awards.

NOTICE TO PROCEED will be issued within 30 calendar days after award of contract. Award date shall be established as the date of mailing or otherwise furnishing a properly executed award document to the successful offeror.

WORK SCHEDULE
Working hours for the contractor will normally be between the hours of 7:30 a.m. and 6 p.m. excluding Saturdays, Sundays and Federal Holidays (New Year’s Day, Birthday of Martin Luther King, Jr., Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day). If the contractor desires to work during periods other than above, additional government inspection forces may be required. The contractor must notify the contracting officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces when the contracting officer determines they are reasonably available. If such force is reasonably available, the contracting officer may authorize the contractor to perform work during periods other than normal duty hours/days, however, if inspections are required to perform in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the contracting officer.

(b) The Contracting Officer (CO), is the only person authorized to approve changes or modify any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the CO. In the event the Contractor effects any such change at the direction of any person other than the CO, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS (JUNE 2012)
(a) Definitions. As used in this clause–
(1) Contract financing payment and invoice payment have the meanings given in section 32.001 of the Federal Acquisition Regulation.
(2) Electronic form means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using Wide Area WorkFlow (WAWF) or another electronic form authorized by the Contracting Officer.
(3) Payment request means any request for contract financing payment or invoice payment submitted by the Contractor under this contract.
(4) Receiving report means the data required by the clause at 252.246-7000, Material Inspection and Receiving Report.
(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests and receiving reports using WAWF, in one of the following electronic formats that WAWF accepts: Electronic Data Interchange, Secure File Transfer Protocol, or World Wide Web input. Information regarding WAWF is available on the Internet at https://wawf.eb.mil/.
(c) The Contractor may submit a payment request and receiving report using other than WAWF only when–
(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the Contracting Officer's determination with each request for payment;
(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);
(3) DoD makes payment for rendered health care services using the TRICARE Encounter Data System (TEDS) as the electronic format; or
(4) When the Governmentwide commercial purchase card is used as the method of payment, only submission of the receiving report in electronic form is required.
(d) The Contractor shall submit any non-electronic payment requests using the method or methods specified in Section G of the contract.
(e) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payments requests.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (MAY 2013)
(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.
Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

52.209-9 UPDATES OF PUBLICLY AVAILABLE INFORMATION REGARDING RESPONSIBILITY MATTERS (JULY 2013)
(a) The Contractor shall update the information in the Federal Awardee Performance and Integrity Information System (FAPIIS) on a semi-annual basis, throughout the life of the contract, by posting the required information in the System for Award Management database via https://www.acquisition.gov.
(b) As required by section 3010 of the Supplemental Appropriations Act, 2010 (Pub. L. 111-212), all information posted in FAPIIS on or after April 15, 2011, except past performance reviews, will be publicly available. FAPIIS consists of two segments--
(1) The non-public segment, into which Government officials and the Contractor post information, which can only be viewed by--
(i) Government personnel and authorized users performing business on behalf of the Government; or
(ii) The Contractor, when viewing data on itself; and
(2) The publicly-available segment, to which all data in the non-public segment of FAPIIS is automatically transferred after a waiting period of 14 calendar days, except for--
(i) Past performance reviews required by subpart 42.15;
(ii) Information that was entered prior to April 15, 2011; or
(iii) Information that is withdrawn during the 14-calendar-day waiting period by the Government official who posted it in accordance with paragraph (c)(1) of this clause.
(c) The Contractor will receive notification when the Government posts new information to the Contractor's record.
(1) If the Contractor asserts in writing within 7 calendar days, to the Government official who posted the information, that some of the information posted to the non-public segment of FAPIIS is covered by a disclosure exemption under the Freedom of Information Act, the Government official who posted the information must within 7 calendar days remove the posting from FAPIIS and resolve the issue in accordance with agency Freedom of Information procedures, prior to reposting the releasable information. The contractor must cite 52.209-9 and request removal within 7 calendar days of the posting to FAPIIS.
(2) The Contractor will also have an opportunity to post comments regarding information that has been posted by the Government. The comments will be retained as long as the associated information is retained, i.e., for a total period of 6 years. Contractor comments will remain a part of the record unless the Contractor revises them.
(3) As required by section 3010 of Pub. L. 111-212, all information posted in FAPIIS on or after April 15, 2011, except past performance reviews, will be publicly available.
(d) Public requests for system information posted prior to April 15, 2011, will be handled under Freedom of Information Act procedures, including, where appropriate, procedures promulgated under E.O. 12600.

CLAUSES INCORPORATED BY FULL TEXT
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 30 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 Calendar days. The time stated for completion shall include final cleanup of the premises.

52.211-12 LIQUIDATED DAMAGES--CONSTRUCTION (SEP 2000)
(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $566.00 for each calendar day of delay until the work is completed or accepted.
(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

52.219-14 LIMITATIONS ON SUBCONTRACTING (NOV 2011)
(a) This clause does not apply to the unrestricted portion of a partial set-aside.
(b) Applicability. This clause applies only to--
(1) Contracts that have been set aside or reserved for small business concerns or 8(a) concerns;
(2) Part or parts of a multiple-award contract that have been set aside for small business concerns or 8(a) concerns; and
(3) Orders set aside for small business or 8(a) concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F).
(c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for--
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
(2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.
(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)
(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status.
