FA4608-16-R-0013 Repair Bodcau Distribution Line Question and Answers
2. Is BAFB in the “LA One Call System” or will someone on base locate and identify all existing utilities?
Answer: Both LA one call and the base will be required to locate and identify all existing utilities
3. Will all driveways need to be Bored or will cutting suffice?
(during site visit we observed that several driveways had been cut in the past) Answer: according to Tony Cyr (civil engineer) regarding sheet E2.1, E2.2, E3.1 and E4.1 okay to cut any gravel or asphalt driveways / roads but the contractor must bore under walking/bike path. Regarding sheet E4.2 see attached sheet from Tony Cyr (civil engineer).
I’ve attached 6 sheets for clarity.
4. Fuel Station T - 6350 This Pad will need to be De-energized and Core Drilled. Will temporary power (Generator) to fuel station be provided? If not what is the time frame allowed for power outage to complete the drilling?
Answer: No, temporary power (generator) will not be provided. The outage must be scheduled through customer service who will notify everyone affected by the outage. The contractor will propose the length of time necessary and will do everything possible to reduce the amount of outage time needed.
5. Who will de-energized and/or perform switching of Cables. BAFB Electrician, Utility Co. or Contractor?
Answer: the government will de-energize power following a scheduled power outage by the contractor through customer service, the contractor is responsible for all work required during the outage and must take measure to reduce the length of the power outage by performing all work possible before the outage begins in order to reduce the cut over time.
6. Any local city / parish licenses or permits required?
Answer: I do not know of any permits required, it is the contractor’s responsibility to check with any local city parish etc. regarding licenses or permits required.
7. Can cable testing be done in house, w/ calibrated meter- HI pot?
Answer: the contractor is responsible for testing the newly installed cable and providing those test results to the government for review.
8. Can we use pole setting foam, In lieu of dirt as per specs?
Answer: No. Please follow the specifications and statement of work.
9. There is no mention of splices or “Load Break Connections” in the 750 Primary?
(will this be permitted in the Vaults) Answer: splices will be required in the manhole vaults and should be kept to a minimum of every other manhole.
Note: “Load break connections” and dead break connections are not allowed in the manhole per UFC.
