I. Contracting Activity.

US Air Force 2d Contracting Squadron 801 Kenney Ave, Suite 2301 Barksdale AFB, LA 71110

II. Nature and/or description of the action being processed.

This acquisition is to obtain, by the use of other than full and open competition, a new, firm-fixed-price (FFP) contract, consisting of a base year plus one (1) option year for the continuation of the Warranty for the Motorola Smart Zone ASTRO

7.4 Trunked Radio System - interface 700/800 MHz radio and Aircraft UHF Radio System.

III. Description of supplies/services required to meet agency needs.

Under the contemplated contract, Motorola Solutions Inc. will provide the following services in order to sustain the Motorola Smart Zone ASTRO 7.4 Trunked Radio System - interface 700/800 MHz radio and Aircraft UHF Radio System.

a. The contractor shall provide all necessary equipment, materials, tools, documentation, manuals, diagnostic/test equipment, vehicles, qualified/certified personnel, transportation, ancillary items, supervision and other items necessary to perform reliable maintenance, repair and inspection services. The contractor shall be responsible for troubleshooting, minor and major repair as a result of troubleshooting, and maintenance support of the Barksdale AFB master site zone controller and repeater equipment, dispatch consoles, base stations connected to dispatch consoles, Universal Cryptographic Module/ Key Management Facility (UCM/KMF) terminals, Over-The-Air-Rekeying (OTAR) related equipment, and all associated infrastructure (switches, routers, gateways) connected to it located at all sites.

b. Services include continuation of the Motorola warranty for the Motorola LMR Maintenance/Infrastructure located at Barksdale AFB, LA a base year and one (1) option year. The Period of Performance of this contract will be from 1 October 2016 to 30 September 2017 with the option year through 30 September 2018.

IV. Statutory authority permitting Other than Full and Open Competition.

10 USC 2304(c)(1), as implemented by FAR 6.302-1, required by FAR 6.303-2(b)(4).

This is a sole source requirement IAW FAR 13.501(a)(1)(i) and falls under the authority of the FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The applicability of FAR 6.302-1 meets this requirement due to the unique capability that Motorola Solutions Inc. possesses which make it the only company capable of meeting the requirements to maintain the Motorola Smart Zone ASTRO 7.4 Trunked Radio System - interface 700/800 MHz radio and Aircraft UHF radio. Motorola Solutions Inc. has in-depth knowledge of the current infrastructure. Motorola Solutions Inc. is required to complete individual jobs which vary in size and complexity. Motorola Solutions Inc. provides all labor, test equipment, tools, materials, supervision, vehicles and other items and services necessary to maintain uninterrupted service and perform 24/7 monitoring of Government owned Land Mobile Radio (LMR) equipment associated with Barksdale's Motorola Smart Zone ASTRO 7.4 Trunked Radio System - interface 700/800 MHz radio and Aircraft UHF Radio System. Additionally, Motorola Solutions Inc. has maintained the systems since 2008 and the weekly software updates necessary to maintain this system will cease if the warranty through Motorola Solutions Inc. ends, which could put this critical system in danger. Due to the Motorola Solutions Inc. unique hardware, the proprietary software, the digital keys necessary to update as well as perform maintenance on this system, and the weekly software patches supplied by this warranty, Motorola Solutions Inc. is the only source capable of the continued development of circuits between radio tower sites on Barksdale AFB, and the only company capable to provide this warranty service.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This equipment and service has been determined to be proprietary to Motorola Solutions Inc. There are no other contractors capable of performing the actual requirements necessary to meet performance. Establishing a contract with any other company other than Motorola Solutions Inc. would cause subjection to unnecessary pass-through costs while potentially relying upon a new and inexperienced contractor for critical maintenance of extremely important emergency equipment, making the system susceptible to critical outages and their resultant mission impacts.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The anticipated cost to the Government will be determined to be fair and reasonable by utilizing techniques in FAR 15.404-1(b)(2)(ii),(v), and (vi). Techniques to be used include comparison of the proposed price to historical prices paid, comparison of the proposed price with the Independent Government Estimate, and comparison of proposed prices with prices obtained through market research.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

See Market Research conducted in Section VI above. Based on these results, the Government has determined that the best course of action is to issue a solicitation utilizing FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

N/A

X. List of sources, if any, that expressed interest in the acquisition.

See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

There are no cost effective methods to remove or overcome barriers to competition on these purchases and services at this time due to the reasons stated previously in Section V above. This J&A will be posted on the Government-Wide Point of Entry (GPE) within 14 days after contract award IAW FAR 6.305(a).

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
