Q: In what order do we need to add stackers to the building? Do we follow the same project waves from the original C2F FFO installation?
A: Installation of furniture stackers will not follow the same wave pattern, but will be installed in waves; waves are not yet defined and will depend on the Contractor’s capacity to meet delivery objectives (e.g. initial delivery 30 days after order). The most likely scenario is to have stackers pre-positioned in Bldg. 73 (STRATCOM Storage Area) as well as interior spaces – and then work as a team to schedule office areas based upon operational availability.
Q: Will area submittals and associated bill of materials need to be submitted prior to ordering each wave/phase?
A: This is a commodity purchase which includes installation. The assumption is that material deliveries will match samples which are already installed in Room S1.146.
Q: Will Task Orders be issued to fund each wave individually?
A: The contract is planned as a FFP commodity acquisition of 6150 cubicle stackers which includes installation. 55 CONS must authorize incremental billing to coincide with installation services.
Q: There are some rooms where we have already added fabric or marker board stackers. Do we leave these as is, or replace the fabric and/or marker board tiles with glass tiles?
A: If a partition is already at the target height (72”) and provides adequate protection for employees, then the assumption is that a stacker will not be installed – unless, installation is required to ensure consistency of aesthetics.
Q: It is our understanding that stackers will not be added where panels are against the wall. Is this correct?
A: Yes. Unless, installation is required to ensure consistency of aesthetics.
Q: Will there be a storage and staging area available? If so, is this space in the building (perhaps the dock area or a large unused room), or is it in a different building on base (perhaps Building 73 or Building D)?
A: Yes and Yes. The most likely scenario will be to stage stackers in multiple locations including Bldg. 73 and throughout the building to accommodate just-in-time access to installation components. This question has not yet been thoroughly worked out, but efficient installation is in the best interest of all parties. It will be imperative to keep all storage areas neatly organized and free of trash and debris.
Q: Does the entire installation of 6,150 stackers need to be completed before 31 December 2020? Or does the effort just need to be started by then?
A: USSTRATCOM’s objective is to begin installation within 30 days of order – e.g. 1 Nov 2020 – and proceed until complete. It is not yet clear if 31 Dec 2020 is an achievable goal.
Q: Will there be a designated escort(s) for this installation, or will a new escort need to be determined in each wave and/or each room?
A: If the respective space is a Sensitive Compartment Information Facility (SCIF) or similar secure space, then only the occupant is permitted to escort – yes; there will be many escorts.
Q: How many installers can work under one escort?
A: This will depend on the particular space. If the space is a SCIF (or similar secure space), then the escort must maintain line-of-site visibility of all installers. The installer is equally responsible to remain in full visibility of the escort.
Q: Do you have a floor plan the glass apparently comes in different lengths so we need to see how many of each they need A: For clarification, cubical stacker requirements are not based upon a fixed floor plan or design. Requirements are based upon the fixed quantity of stackers (6,150) which are identical in form, fit, and function for each individual cubical configuration. I have attached a rendering of what stackers will look like after they are installed. Each stacker is the same.
USSTRATCOM security protocols will not allow me to share floor plans. The contractor must provide installation services for stackers not to exceed a quantity of 6,150. The contractor must factor in security constraints for both Offutt AFB and USSTRATCOM.
