Questions and answers for solicitation FA4600-21-Q-0019 Q1. Can contractors propose multiple hotels?
A1. Contractors may submit multiple offers/quotes. Quotes which propose multiple hotels will not meet the requirements and a quote that is submitted with multiple hotels will not be considered responsive and will not be eligible for award. The PWS has been updated via amendment 1 to reflect this requirement.
Q2. Will guests be consistently checking in or out or are they staying a long time?
A2. Personnel will be regularly checking in and out as they work a rotation. The number of days for each stay will fluctuate.
Q3. Will the guests require breakfast?
A3. No, but that could be an additional amenity offered by the contractor.
Q4. What type room service rotation is required?
A4. Housekeeping is required anytime a guest has checked out and a new guest is entering or upon request of guest.
Q5. I would like to know if this is continuous lodging with each CLIN?
A5. CLINs X001 (38 rooms), X002 (6 rooms), and X003 (3 rooms) will be continuous every day but with rotated guests. CLIN X004 will only be used on an as-needed basis for up to 4 rooms for every Saturday and up to 4 rooms for every Sunday.
Q6. 48 rooms need to be available at any given time for the group with 2 being pet friendly?
A6. Yes.
Q7. Are there particular dates each month that the rooms will be needed for?
A7. Every Day, including holidays and weekends, for the duration of the contract period.
Q8. Will you be providing the awardee with a tax exempt certificate?
A8. It is not the intent of the Government to provide a U.S. Tax Exemption Form (SF 1094) to the awardee at this time. FAR 29.305(a)(1) states: (a) Evidence of exemption. Evidence needed to establish exemption from State or local taxes depends on the grounds for the exemption claimed, the parties to the transaction, and the requirements of the taxing jurisdiction. Such evidence may include the following: (1) A copy of the contract or relevant portion. FAR Clause 52.229-3 – Federal, State, and Local Taxes. Feb 2013 has been added to the solicitation via amendment 1.
Q9. Will guests be consistently checking in or out or are they staying a long time?
A9. Each unit will have rotational plans with members staying a set number of days at a time and then being replaced with new members. Once the contract is awarded the selected venue will be informed of at least a partial rotation but might include individuals staying for longer periods based upon the needs of the government. The important thing to remember is that most rooms are guaranteed to be reserved and there is an assumption that guest will stay for multiple days.
Q10. Will it be the same people for the duration of the contract or will they rotate with other people every week/month?
A10. Rotation will occur and each guest’s unit will dictate the duration of each stay.
