55th WG LODGING REQUIREMENTS
The 55th Wing has a requirement for lodging during the upcoming runway closure and relocation to the Lincoln airport. The Contractor shall provide quality lodging facilities and service to authorized personnel, non-personal services to include all management, supervision, labor, equipment, tools, and other items and services necessary to ensure guaranteed rooms are available with possible overflow requirements for Offutt Air Force Base personnel. The Contractor shall comply with applicable federal, regional, state and local laws, industry, and commercial standards.
1. ROOM REQUIREMENTS: Single occupancy non-smoking rooms are required as specified below.
Monday through Friday rooms guaranteed: 47 including two pet-friendly rooms for military working dogs.
On weekends, the guaranteed rooms are: 44 with the potential of 48* including 2 pet-friendly rooms for military working dogs.
All rooms required will be coordinated by a Contracting Officer Representative (COR) with hotel designated representative(s). The COR shall send an email and call the hotel designated representative to notify them of any room changes no later than 30 days prior to first date of occupancy.
*The COR shall notify the hotel representative of any weekend rooms no longer required (Friday and Saturday nights) no later than 24 hours before they are required for the 4 rooms for maintenance personnel.
The government reserves the right to adjust the quantity of rooms to be blocked by renegotiating periodically to accommodate changes in mission requirements. All changes will be accomplished by contract modifications. If the Government fails to provide a rooming list hotels may bill for the unused blocked rooms. Additional room requirements past the requirements stated above will vary, and reservations will be made on a space-available basis. Hotels will not be required to block rooms in anticipation of excess reservations.
2. PET ROOMS: Two of the rooms provided by the contractor shall allow for military working dogs.
3. HEALTH AND SAFETY: Award of the contract will require compliance with local and state regulations concerning Fire, Safety, Public Health and Security requirements and Occupational Safety and Health Administration (OSHA) Standards. Inspections will be conducted by 55WG personnel prior to award to determine compliance with applicable requirements. Non-compliance with any inspection item will require correction prior to award of the contract.
4 SECURITY INFRASTRUCTURE: Hotels shall have:
a. Emergency action plans for tornado, active shooter and fire.
b. Redundant off-premises fire alarm reporting (Fire station).
c. Electrical and maintenance closets and roof access secured/locked.
d. All entrances/ access points must be locked, electronically controlled, or under continuous observation by a hotel employee.
e. Hotels shall also have recorded closed circuit television (CCTV) camera coverage of all access points. The contractor shall maintain operation and taping of all entry point cameras throughout the life of the contract If not already installed, CCTV coverage/capability must be in place, operational, and recording no later than 60 days after award of the contract.
f. Hotels shall have space around the facility/capability to create standoff distance (no less than 33 feet) should a real-world high threat contingency occur. Specifically, the hotel shall allow the government to install/erect barriers to block/exclude vehicles from close proximity to the building(s) in case of a real world emergency.
5. SECURITY SURVEY/VULNERABILITY ASSESSMENT: Security Forces and Air Force Office of Special Investigations representatives will be provided an opportunity to perform a security and antiterrorism survey/vulnerability assessment of the property after award of the contract. The survey/assessment will include one mutually agreed upon day of access to the premises, including supervised access to areas not authorized for guests, such as, but not limited to- mechanical rooms and office(s) where CCTV systems display and/or alarms annunciate. The survey/assessment will also include the opportunity to interview the Property Manager to discuss and exchange information/data on security-related subjects.
6. DISTANCE: Hotels must be located within a 3 mile driving distance from the 155th Security Forces Squadron (NEANG) Armory on Lincoln ANG Base (2415 West Furnas Ave, 68524).
7. RECOGNIZED HOLIDAYS: The Contractor shall provide service on all federal holidays with no blackout periods. These federal holidays are as follows:
New Year’s Day – 1 January Martin Luther King Day – 3rd Monday in January Washington’s Birthday – 3rd Monday in February Memorial Day – last Monday in May Independence Day – 4 July Labor Day – 1st Monday in September Columbus Day – 2nd Monday in October Veteran’s Day – 11 November Thanksgiving Day – 4th Thursday in November Christmas Day – 25 December
8. CHECK-IN PROCEDURES. Contractor shall require each 55WG member to show military ID upon check-in, contractor shall not rely on wear of military uniform as an indicator of military status.
9. CHECK-OUT PROCEDURES. The Contractor’s established procedures shall be followed.
10. CLEANLINESS AND HOUSEKEEPING REQUIREMENTS. Rooms provided for Government lodging shall be free of insects, rodents and other pests; and be properly sanitized and free of dirt and debris. All hotel/motel staff shall be trained in the proper quarantine/treatment of affected rooms, to include immediate removal of guests and their belongings from affected and adjacent rooms upon discovery of pests. All customer reports of pests or unclean rooms or linens to on-duty staff shall be up-channeled to hotel management within one (1) duty shift. Government personnel who report pests or unclean rooms or linens shall be immediately moved to another room. The Government shall not be billed for rooms that have been reported to have pests or unacceptable cleanliness upon check-in. Upon report of pests, use of the hotel/motel shall be suspended until the Government receives valid documentation of treatment by a qualified pest control service. The Government requires at least weekly housekeeping, to include at a minimum: making beds, replacing towels, emptying trash receptacles, cleaning floors, and sanitizing bathrooms. Guest requests for housekeeping service or supplies made during normal duty hours shall be fulfilled no later than one (1) hour after the request is made. Supplies such as towels, linen, spare light bulbs, and toilet paper, will be available at the front desk after normal duty hours. Pet Friendly rooms shall be entered daily to remove excessive dander. Housekeeping will be accomplished before any new check-in.
11. COVID-19 REQUIREMENTS: Housekeepers shall wear masks and gloves when entering a guest’s room. Gloves shall be changed in between each guest’s room. Each room shall be thoroughly cleaned prior to every new guest. All high-touch items shall be removed from rooms such as magazines, menus, directories, and glassware.
12. SMOKING POLICY: All guests shall adhere to the hotels policies, as a general rule the hotel shall be designated a non-smoking facility in regards to guest rooms.
13. GUEST PRIVACY: Hotel staff will not enter a guest room displaying a “Do Not Disturb” sign, unless the sign has been displayed for three consecutive days. On the third day, lodging staff shall enter the room to ensure the safety of the guest and condition of the room.
14. PARKING: 55 WG personnel require thirty (30) parking slots at all times. Government vehicles and/or privately owned vehicles of Government personnel who are guests of the property under this contract, shall be exempt from parking fees for duration of stay. The hotel shall provide a safe and convenient area to serve as a bus stop to load and off-load up to 40 passengers.
15. AMENITIES: All guest shall have access to all hotel amenities. Hotel must provide the following
a. Laundry facilities
b. Fitness room with 24 hour access
c. In room microwave
d. In room refrigerator
16. SERVICES SUMMARY (SS): The contract service requirements are summarized in performance objectives. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The Services Summary (SS) provides information on contract requirements, the expected level of Contractor performance and the expected method of Government surveillance and confirmation of services provided. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to ensure the services conform to the standards in the contract. During the base year’s initial thirty (30) calendar days of the contract, two (2) additional errors on each task shall be allowed in an effort to identify normal phase-in problems, excluding Performance Objectives completed less frequently.

17. INVOICING. The Contractor shall invoice the Government for completed, authorized work through the online invoice system, Wide Area Work Flow (WAWF). Invoicing must be submitted against the appropriate CLIN.
