52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018) –ADDENDUM

To ensure timely and equitable evaluation of the quotation, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors must be currently registered in the System for Award Management (https://sam.gov) and agree to remain registered while performing services. The offerors response shall consist of a:

1. Price Quotation, using the schedule starting on page 3 of the solicitation issued.

2. Fill-In Clauses/Provisions, quotations will not be evaluated unless 52.204-24, 52.204-26, 52.209-7, 52.209-11, 52.212-3 and the Alternate I, 52.219-1, and 52.223-22 in the issued solicitation are filled out.

4. Technical Proposal

1. Pricing: Provide unit and total pricing for all CLINs (0001, 0002, 0003, 0004 and corresponding option CLINS) using the quantity provided by the government. The proposal must be submitted for all service periods (12-month base and two (2) 6-month option periods). Quotes shall include pricing for all items in the Price Schedule and unit prices shall not be more than two (2) decimal places. The Government will add the total for all Line items 0001, 0002, 0003, 0004 and respective option periods, to determine the Total Evaluated Price (TEP) for each offeror.

2. Fill-In Clauses/Provisions: Offerors are required to complete all clauses/provisions that require Fill-ins and submit them with its quote in the format provided. Quotations will not be evaluated unless 52.204- 24, 52.204-26, 52.209-7, 52.209-11, 52.212-3 and the Alternate I, 52.219-1, and 52.223-22 in the issued solicitation are filled out completely.

3. Amendments: Offerors must acknowledge all amendments to this solicitation (if Amendments are issued). Offerors shall acknowledge, sign, and submit all solicitation amendments with their quote.

4. Technical Proposal: Offerors must submit the following:

(a) A statement responding to each of the below requirements listed in the PWS:

1. Capacity of at least 48 rooms available at all times.

2. Plan to provide a minimum 30 number of parking spaces.

3. Proximity within 3 miles driving distance of the 155th Security Forces Squadron (NEANG) Armory on Lincoln ANG Base (2415 West Furnas Ave, 68524). Provide a map from a commercial site that shows the distance.

4. Capability to provide 2 pet friendly rooms.

5. Provide emergency action plans for the following: tornado, active shooter and fire.

6. Provide information supporting the ability to provide recorded closed circuit television (CCTV) camera coverage of all access points. In accordance with the PWS, part 4 (e).

7. Provide a statement that the establishment is aware and accepts the requirement to create a standoff distance (no less than 33 feet) around the building if a real-world threat should occur; specifically, the hotel shall allow the government to install/erect barriers to block/exclude vehicles from close proximity to the building(s).

8. Provide a statement describing how/where the establishment plans to provide a safe and convenient area to serve as a bus stop to load and off-load up to 40 passengers.

9. All rooms must include microwave and refrigerator.

10. Establishment must have laundry facilities and fitness room with 24 hour access.

(b) Information about any additional amenities offered by the offeror, for example:

- In-room safes

- Multiple floors for security purposes

- Ability to place guests above ground floor

- conference/meeting area(s) that can be reserved without additional cost

- Any other amenities

Quotes Submissions: Quotes are due no later than the offer due date and time annotated on block 8 of the SF1449. Offerors are responsible for verifying receipt of their quotes.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) - ADDENDUM (Using 13.106 Procedures)

(a) This is a competitive RFQ solicited under FAR Part 13.5. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1) Price

2) Technical.

Award will be made based on an integrated assessment of the evaluation factors to the proposal that presents the best value to the government. The evaluation process shall proceed as follows:

Step 1: Evaluate all quotations for responsiveness.

Step 2: Rank all responsive quotations based upon Vendor's Total Evaluated Price (TEP).

Step 3: Evaluate all offeror's technical quote Step 4: Make a Best-Value decision based on the technical evaluation (to include amenities above the minimum requirement) and price

1. Price - Initially, the quotations will be ranked according to their total evaluated price (TEP) as identified by contract line item total pricing, Line Items 0001, 0002, 0003 0004 and respective option periods. The offeror's price quotation will be evaluated, using one or more of the procedures and techniques defined in FAR 13.106-2 and FAR 13.106-3, in order to determine price reasonableness. For a price to be reasonable, it must represent a price that a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through competitive quotations as described in FAR 13.106-3.

2. Technical - Technical capability of the services offered to meet the Government's requirement in accordance with the attached Performance Work Statement (PWS). The Government will evaluate quotes based on the following:

a. Offeror demonstrated its ability to meet the following requirements with a statement (or other items, for example pictures, maps etc…) responding to each of the below requirements listed in the PWS:

1. Capacity of at least 48 rooms available at all times.

2. Plan to provide a minimum 30 number of parking spaces.

3. Proximity within 3 miles driving distance of the 155th Security Forces Squadron (NEANG) Armory on Lincoln ANG Base (2415 West Furnas Ave, 68524). Provide a map from a commercial site that shows the distance.

4. Capability to provide 2 pet friendly rooms.

5. Provide emergency action plans for the following: tornado, active shooter and fire.

b. Additional consideration for a best value decision may be given to an offeror that provides the following amenities above the minimum requirement:

- In-room safes

- Multiple floors for security purposes

- Ability to place guests above ground floor

- Conference/meeting area(s) that can be reserved without additional cost

- Any other amenities determined of benefit to the Government
