| 1 | Fill in only the cells that are highlighted in yellow, beginning with the company name at the top of the "Loading Factors" TAB. | ||
| If changes to locked cells are required, please submit to the government in the form of a question. | |||
| 2 | Based on historical data, the government has populated the FTE hours as 1920. | ||
| 3 | Complete Tabs for each CLIN X001/X003/X006. Input Labor Categories, rates, and hours for the base period, and then hours only for remaining periods. | ||

| Assumptions | |
| 1. | All rates provided shall be fully burdened rates (fully burdened rates shall include all direct costs, indirect costs and profit) |
| 2. | Client site refers to work done at Government locations. |
| 3. | Grand totals are reflected in whole dollars. |
| 4. | Price the rates for a period of performance start date of 13 June 2016 |
| 5. | Labor category descriptions are in the TAB called "Labor Cat Description". |

| 1. | If the assumptions are valid, fill in only the cells that are highlighted in yellow, beginning with the prime name at the top of Tab "Loading Factors" |
| 2. | If the assumptions are not valid, modify appropriate loaded rates in the "Loading Factors" Tab, and if needed throughout the Tabs. Identify changes by highlighting (shading) the cells with changed formulas in Green and describe the changes as well as the reasons for those changes in the space provided at the bottom of the "Loading Factors" Tab. |
| 3. | Complete cells in the Tabs highlighted in yellow |
| 4. | For Periods beyond the base year, the fully burdened labor rates will automatically be escalated based on inputs in the Tab "Loading Factors". |

| EMPLOYEE COMPENSATION PLAN GUIDE |
| In order to receive a contract award, a company must have an acceptable Professional Employee Compensation Plan. A company may have an excellent record of employee retention and may have a high fringe rate, but if the Professional Employee Compensation Plan does not support this, it is impossible to make a determination of acceptability. Without an acceptable plan, a company cannot receive contract award without opening discussions. 55th CONS strives to award contracts based on initial proposals. |
| This guidance was developed to provide the contractors with insight as to the information 55th CONS needs to evaluate a compensation plan. Contractors required to submit a compensation plan must complete the tab in the pricing model labeled "Benefit Summary". Completion of these spreadsheets is mandatory and satisfies the requirement for the Employee Compensation Plan. No additional information is required, but supplemental data may be provided if desired. |
