COST/PRICE MODEL DIRECTIONS FOR
RFP FA4600-15-R-0035
ITW/AA Pricing Model
(ONLY FILL IN AREAS HIGHLIGHTED IN YELLOW)
Directions:
1Fill in only the cells that are highlighted in yellow, beginning with the company name at the top of the "Loading Factors" TAB.
If changes to locked cells are required, please submit to the government in the form of a question.
2Based on historical data, the government has populated the FTE hours as 1920.
3Complete Tabs for each CLIN X001/X003/X006. Input Labor Categories, rates, and hours for the base period, and then hours only for remaining periods.
Use only the Labor Categories from the "Labor Cat Descriptions" Tab located in this Pricing Model. Rates for option periods will automatically populated based on the
escalation rate specified in the "Loading Factors" TAB. Please note: Labor Categories need to be typed in again for each Option Period 4 due to page layout.
Please add rows as needed for additonal labor categories in a given CLIN.
4CLINs X0002/X0004/X0005/X0007 are government populated
5Complete Tab for CLIN 0008 Transition, which covers all costs for the transition period.
6CLIN X0009 is government populated
7If applicable, provide proprietary statement in the footer of each TAB.
Assumptions
1.All rates provided shall be fully burdened rates (fully burdened rates shall include all direct costs, indirect costs and profit)
2.Client site refers to work done at Government locations.
3.Grand totals are reflected in whole dollars.
4.Price the rates for a period of performance start date of 13 June 2016
5.Labor category descriptions are in the TAB called "Labor Cat Description".
Directions for PRIME
1.If the assumptions are valid, fill in only the cells that are highlighted in yellow, beginning with the prime name at the top of Tab "Loading Factors"
2.If the assumptions are not valid, modify appropriate loaded rates in the "Loading Factors" Tab, and if needed throughout the Tabs. Identify changes by highlighting (shading) the cells with changed formulas in Green and describe the changes as well as the reasons for those changes in the space provided at the bottom of the "Loading Factors" Tab.
3.Complete cells in the Tabs highlighted in yellow
4.For Periods beyond the base year, the fully burdened labor rates will automatically be escalated based on inputs in the Tab "Loading Factors".
5.If applicable provide your proprietary statement in the footer of each Tab.

Have the following been completed?
Prime company name is entered on the "Loading Factors" Tab. (Company name automatically populates to the rest of the Tabs)
Input your annual escalation rates into the "Loading Factors" Tab.
If rates/categories differ from the model, the differences are explained at the bottom of the "Loading Factors" Tab.
Fully burdened rates are entered in the "Client (Gov't) Site" and "Contractor Site"
Completed the "Benefit Summary" tab.
Supporting information for calculating your escalation rates is loaded into the "Esc Rate caculation" Tab.
Supporting information for labor rates is provided if required.

No other information is required for the Employee Compensation Plan, although supplementary information may be submitted, if desired. See "EMPLOYEE COMPENSATION PLAN GUIDE" below for guidance on how to complete the below chart.

EMPLOYEE COMPENSATION PLAN GUIDE
In order to receive a contract award, a company must have an acceptable Professional Employee Compensation Plan. A company may have an excellent record of employee retention and may have a high fringe rate, but if the Professional Employee Compensation Plan does not support this, it is impossible to make a determination of acceptability. Without an acceptable plan, a company cannot receive contract award without opening discussions. 55th CONS strives to award contracts based on initial proposals.
This guidance was developed to provide the contractors with insight as to the information 55th CONS needs to evaluate a compensation plan. Contractors required to submit a compensation plan must complete the tab in the pricing model labeled "Benefit Summary". Completion of these spreadsheets is mandatory and satisfies the requirement for the Employee Compensation Plan. No additional information is required, but supplemental data may be provided if desired.
Important: The Employee Compensation Plan does not have to be long, and does not have to present the entire employee manual. It is possible to provide the pertinent information in 2 or 3 pages using the attached guidance. Chart or spreadsheet format is an effective way to provide the information.

Provides supervision and guidance on the proper operation and use of simulation models and exercises. May support live, constructive, or virtual training.
5Program ManagerServes as the contractor's single contract manager, and shall be the contractor's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), government management personnel and customer agency representatives. Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes, and goals of the organization to subordinates. Shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract.

Provides advice on esoteric problems which require extensive knowledge of the subject matter. Designs and prepares technical reports, studies, and related documentation, makes charts and graphs to record results, prepares and delivers presentations, training, and briefings as required by the task order.
8System AnalystFormulates/defines system scope and objectives for assigned projects. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results. Prepares detailed specifications from which programs will be written. Responsible for program design, coding, testing, debugging and documentation. Has full technical knowledge of all phases of applications systems analysis and programming. Has good understanding of the business or function for which applications is designed.
9Systems EngineerPerforms a variety of complex project tasks applied to specialized technology problems. Tasks involve integration of electronic processes or methodologies to resolve total system problems or technology problems. Applies analytical and systematic approaches in the resolution of problems of work flow, organization, and planning. Directs and assists system engineers in the application of system engineering principles to the solution of secure systems design problems. Expert knowledge of LANs, WANs, VPNs, routers, firewalls, network protocols, and other security and network operations and monitoring, vulnerability analysis, PKI, data encryption, key management, data warehousing, and data mining capabilities.
10Test EngineerProvides test and evaluation of hardware and/or software development. This includes developing and documenting test plans and procedures, conducting testing, and evaluating and documenting results. Prepares studies, plans, and analyses in support of the delivery order.
