Attachment 4 Pre-Proposal Offeror Questions and Government Responses

1. SOO Section 2.2.2.13 calls for a minimum of 12” of Clean Fill above underground conduits, however, required underground conduit depth in Section 2.2.2.13.2 is 36”. Please confirm that if the soil excavated during trenching is not clean and free from all organic material, clay, marl or unstable materials, debris, lumps, or broken paving, or contains rocks or stones larger than 3 inches in diameter, that acceptable fill must be purchased and installed into ONLY the top 12” of the trenches. (In other words, the lower 24” of backfill CAN contain these).

A) Top 12’’ only

2. SOO Section 2.2.6 specifies that “All disturbed sites will require at least 4 inches of topsoil”. Please confirm that the excavated spoils do NOT satisfy this requirement, and that new topsoil must be purchased and brought in by the Contractor and installed into the top 4” of all new trenches.

A) If topsoil is separated from clay the topsoil may be re-used.

3. SOO Section 2.2.12.2 requires Butterfly Drawings for each manhole, hand hole or pull-box that contain new or reused fiber cable. Please confirm that this includes existing hand holes the new fiber passes through, and also confirm whether the Government will provide butterfly drawings for these existing hand holes that the contractor can modify, or if NEW butterfly drawings must be created for each hand hole the installed fiber passes through.

A) Butterfly drawing must be compiled for complete fiber path.

4. SOO Attachment 1 (Sketch 1) Note shows a RED Detail for new 2 way, 4” SCH40 Duct with ONE Duct containing three each, 3”-3-cell Maxcell installed. The Green Note below calls for three 4’ SCH40 Ducts but the Note says to “fill duct with two three-cell geotextile cloth inner duct”. Please clarify whether we are to install 2-3” Maxcells into EACH of the Three new Ducts identified in RED, or only in one of them.

A) Sketch one is correct as written.

5. SOO Attachment 1 (Sketch 3) shows a 4” Riser on the north exterior wall of the Building, and shows the new Fiber cable running across the Building above the ceiling to the Comm Room. Please confirm whether the 4” Riser conduit will need to be installed across the Building above the ceiling, or whether the 4” Riser Conduit shown merely stubs into the Building, and the fiber is “free-wired” across the ceiling to the Comm Room. If the fiber is intended to be free-wired, please confirm that this ceiling is NOT a plenum space, as an Outside-Rated cable cannot be installed into a plenum.

A) Must remain in pipe above the ceiling.

6. Will the government provide the top soil GFE?

A) The Government will not provide top soil.

8) Are there any part numbers that can be given for the network switches bundle package?

A) Switch: Cisco Catalyst 3850 48 UPOE

9) What fiber module is needed for the network switches? The SOO states SX is a multimode fiber module but the SOO asks for single mode fiber to be installed.

A) Fiber module can be either single mode or multi-mode depending on the SFP or Gbic inserted in to the network module.

10) Does the transceiver mode need to be 1 gigabyte or 10 gigabyte?

A) 1 gigabyte
