ATTACHMENT I

STATEMENT OF OBJECTIVES

UNDER VEHICLE INSPECTION SYSTEM

MINOT AFB, ND

14 May 2019

1. General.

The 5th Security Forces Squadron (5 SFS) of Minot AFB is requesting the purchase and install of Under Vehicle Inspection Systems (UVIS). This Statement of Objectives (SOO) details requirements for the purchase and installation.

2. Description of Work/Requirements.

2.1 The contractor shall provide all personnel, labor, management, tools, equipment, supplies, license, and permits necessary to provide and install of one (1) UVIS and three (3) portable UVIS. The UVIS housing shall be able to support heavy vehicles to include tractor trailers, dump trucks, and other semi-truck and other delivery, industrial, “low boy” trailers with 4 inch clearance, and commercial type vehicles.

2.2 Requirements for the stationary UVIS system.

• Capable of supporting a max weight of 20,000 pounds per axle (average semi-tractor trailer axle weight)

• Flush Mount, sealed with adequate drainage so water will not affect performance.

• Color imaging with recording, storage, and video playback capabilities

• Undercarriage and license plate cameras with LED lights to illuminate the undercarriage

• Temperature rating: Min:-20F Max:110F at minimum

• Be able to provide high definition color view day and night

• The control unit shall be rack mounted, PC based, ruggedized CPU housing with a solid state hard drive

• Shall be 110/220C with GFCI power supply

• CPU that can support Windows 10

• Touchscreen monitor with play, pause, step forward, step backwards images with a side by side comparison.

• 100ft of cables and connector stand-off.

2.2.1 Road Construction. The contractor shall be responsible for construction and/or subcontracting construction work associated with installation of the stationary UVIS equipment.

2.3 Requirements for the portable UVIS system.

• High-strength low profile (3” or less) ramp 30” or longer

• Capable of supporting a max weight of 20,000 per axle (average axle weight of a semi-tractor trailer)

• Undercarriage and license plate cameras with LED lights to illuminate the undercarriage

• Sealed with adequate drainage so water will not affect performance

• Temperature rating: Min:-20F Max:110F at minimum

• Cameras capable of providing a high definition color view of the complete undercarriage of the vehicle in day and night

• Color imaging with recording, storage, and video playback capabilities

• Connection cable between the ramp and control unit should be no less than 50’ or have ability to connect cable extensions to provide the separation of the ramp and control unit by no less than 50 feet

• Control unit powered by a standard 110 outlet

• CPU that can support Windows 10

• Touchscreen monitor with play, pause, step forward, step backwards images with a side by side comparison.

3. Training.

After installation is complete, the contractor shall provide training for up to twelve (12) personnel. A user manual to show in-depth operating procedures shall be provided to the 5 SFS training section for user training.

4. Contractor Schedule/ installation period.

The Contractor shall present a tentative schedule within 10 days of contract award and coordinate with the Site POC and the Contracting Officer in order to finalize a start date. Schedule include lead times for construction, installation, completion, and training.

5. Site Access

5.1. Location of Performance: The location of performance will be provided at the time of award.

5.2. The operating hours for this facility is 6:30 am to 5:30 pm CT, Monday through Friday, excluding all Federal Holidays and Family Days listed below:

Any work desired to be accomplished outside of the hours listed above shall be approved by the Contracting Officer with coordination through the Site POC. The Contractor must submit a written

SOO, Page 3 request to the Contracting Officer and Site POC 5 duty days prior to the requested additional hours/days.

Although not anticipated for this project, in cases where power outage requests may affect critical functions of the facility’s primary mission systems, a request shall be coordinated with the Site POC 3 days in advance of requested power outage. The Contractor's performance may be interrupted from time to time because of high priority mission schedules or no-notice events. For each calendar day and/or portion of a calendar day that the contractor is removed/denied access from the job site, the contractor schedule will be adjusted by one calendar day.

5.3. Laydown & Storage: Contractor will coordinate with Site POC for storage as needed and can expect to have an opportunity to store tools and equipment on site as needed. Contractor will coordinate for day-end laydown and facility cleanliness requirements and will not block access to fire exits of critical facilities.

6. Security Requirements and Base Entry

6.1. Obtaining access to Minot Air Force Base (MAFB): The Contractor is responsible for obtaining all necessary passes, or other items required for access to the place of performance. The Contractor shall request contractor passes through the End User by providing the full name, social security number, date of birth, work phone, home phone, and driver’s license state/number of employees requiring passes no later than 10 days after contract award. Pass requests will be forwarded by the End User to the 5th Security Forces Squadron Visitor’s Control Center for approval and issuance. See below for causes of pass denial.

Contractor is responsible for providing adequate personnel to complete Contract who meet all security requirements. Upon completion or termination of the contract, or an individual’s release from employment, the Contractor shall retrieve the identification issued above and surrender it to the 5th Security Forces Squadron Pass and Registration Section located in the Visitor Control Center.

6.2. Pass Denial: Barment decisions are made on a case by case basis in accordance with the guidance below from Minot Integrated Defense Plan 31, V1:

6.2.1. Causes for Barment and Installation Pass Denial:

6.2.2. Objective Rules. Although barment decisions are made on a case-by-case basis, barment action should be considered whenever the offenses in table 1 are committed. NOTE: The list of cited offenses is not all-inclusive nor is it meant to exclude other offenses that raise concerns about security, safety, good order and discipline.

6.2.3. Base Pass Denial. Personnel will be denied base access if;

6.2.3.1. Is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.

6.2.3.2. Is individual’s name appears on any Federal or State agency’s watch list or hit list for criminal behavior or terrorist activity.

6.2.3.4. The individual has knowingly and willfully engaged in acts or activities designed to overthrow the U.S. Government by force.

6.2.3.5. The individual has an active warrant

6.2.3.6. The individual is barred by another DoD Installation/Activity

6.2.3.7. The individual has any conviction for espionage, sabotage, treason, terrorism, or murder.

6.2.3.8. The individual has been convicted of a firearms or explosive violation.

6.2.3.9. The individual has been convicted of sexual assault, armed robbery, rape, child molestation, child pornography, trafficking in humans, drug possession with intent to sell, or drug distribution.

6.2.3.10. Has a felony conviction within the last 10 years.

6.2.3.11. Persons with an arrest for the above offenses, but where no disposition is listed on the criminal history report, will be required to provide legal documents showing disposition. If the

SOO, Page 4 disposition or severity is dismissed, not filed or adjudicated; the pass may be issued. If the disposition or severity is guilty or not provided the pass will be denied.

6.2.3.12. Any situation not covered in paragraphs 3.4.2.1. – 3.4.210. that is deemed to have a potential detrimental impact on good order or discipline may be grounds for pass denial.

6.3. Base Entry Procedures: Upon entry to base, Contractor personnel must present an ID that meets or exceeds REAL ID act of 2005 requirements, along with their current, valid contractor pass. Commercial vehicles are required to enter Minot AFB through the Minot Gate (South Gate). This includes construction, food, supply, deliveries and company owned vehicles. If pass holding employees utilize a personal or rental vehicle, they may enter through the Main Gate, open 24/7.

7. Warranty.

A standard commercial warranty shall be included for installation, workmanship, defects, etc. During the warranty period, the Contractor shall provide technical support via telephone to for troubleshooting. If phone support is insufficient to return the system to an operational state within 48 hours, a support technician shall be provided for on-site repairs within 7 days.
