Pre-Proposal Offeror Questions and Government Responses QJVF 15-0041, Replace Lighting Building 286

1. Will a complete set of detailed as-builds for all buildings be provided?

2. Will a floor plans be provided depicting room numbers, floor layout and fixtures to be replaced? This was unclear during walk as some areas overlap others.

3. Will exit lights be required to be battery back-up and what style will they need to be?
LED with green lettering and 90 minutes of battery backup power.
4. Is a lighting control system to be provided for each building/lighting system? If so what functionality should they cover? This was unclear during walk as some fixtures are a 1 for 1 change out and ceiling sensors would not be a good application.

5. Is post operating and instructional class time is required for this scope as depicted in specification? If so for what specifically and what buildings to cover.
This contract is only for Building 286 so it would only cover that building. Yes they are required see submittal register to see which section they apply.
6. What are the equipment/weight restrictions for building #455- inside gym floor areas?
B455 is not within the contract scope of work.
7. What are the weight restrictions on each and every floor system installed?
Government requires further clarification on this question.
8. Please confirm there is adequate access for large equipment to reach heights of 40-50 feet will be able to enter bldg. #455-gym area?
Not included in this contract.
9. Please provide bldg. #455-gym lighting control direction with number of zones and possible dimming required?
Not included in this contract.
10. Please provide bldg. #455- track lighting direction and controls needed for elevated track area in gym. This was unclear during walk as the gym sensors close by might become activated unnecessarily.
Not included in this contract.
11. What buildings require only a 1 for 1 fixture change out?
Please see amended specifications.
12. Who is removing and replacing the protective netting of fixtures in building #867? If the contractor is responsible please provide written direction.
Not included in this contract.
13. Please confirm fixture install for new lights in bldg. #545 is to replace existing fixture heights.
Not included in this contract.
14. Please confirm if the requirement for “testing wire spools” and getting “approval of such” before ordering as stated in spec’s, applies to this scope?
No section 26 05 19.10 10 – 3.2 does not apply to the scope of this project, but product data submittals will still be required per paragraph 3.1 of this section.
15. Please confirm if the warranty coverage for fixtures and the warranty “on-call” service response time (code #1) stated in specs applies to this project or not?
This section does apply.
As defined on Page 5 of Section 01 78 00 Code 1 (2) applies only to Security lights.
16. What buildings get occupancy sensors?

17. What are the operational intentions of each building in regards to segregation of circuits/ occupancy sensors ect?

18. What Buildings receive lighting control panels?

19. What buildings require daylight/ bi-level sensors?

20. What outdoor lighting systems are to be considered part of the scope of work? Please provide details.

21. Period of performance on the 1442 block 10 (20 days) and block 11 (120days) do not match.
Block 10 says 120 days the formatting just moved it to line up with the “)” Period of Performance is 120 days.
22. The period of performance is insufficient for the work being performed. We recommend 250 days.
The period of performance is 120, the government will consider additional time or other alternatives for long lead time materials.
23. What level of electrical design is the Government looking for?
The project is specified for a one for one replacement the only design will be the selection of fixture to achieve the desired foot candles for each room.
24. Will the Government provide the existing drawings in auto cad to assist in the design?
The government will provide any pre-existing autocad drawings available.
25. Do you have a condensed lamp/fixture type and count that you can provide? I'm trying to source it and I just want to cross my t's on all of the numbers.

26. Can you please provide a clearer copy of the As-Built drawings provided for this RFP? The I cannot read the information in the ones provided due to low quality. Specifically, pages 9-20.

27. Can you please get me CAD drawings for each of the facilities on this project?
DWG floor plan for Building 286 is provided.
28. In the reception area you currently have track lighting, linear indirect/direct suspended lighting, as well as decorative blue pendantlights over the counter, around the edges of the room and hanging off of some pillars. Can we get rid of all those different styles of light and put in a low bay fixture to meet the footcandle requirements? Or do you want us to relight using all of the same three lighting styles but in LED?
Yes.
29. The scope of work states we need to upgrade the perimeter lighting to LED. Can you specify what fixtures/lights those are? Are we talking about just the wallpacks? Or are their some pole mounted fixtures included in this portion of the project?
As indicated by the drawing only the wall packs are included in the exterior lighting, see note 16 and all locations associated.
30. I noticed you are getting emergency lighting from both wall mount "bug-eye" style battery backup fixtures. But I also some fixtures in the hallway by the classroom with "on-board" emergency battery backup. Can we get away from the fixture mounted emergency power and just go to all wall mount LED bug eyes? Or can we use fixture mounted emergency battery backup throughout the entire building?
Both methods are acceptable as long as they meet requirements for emergency lighting as laid out in UFC 3-530-01.
31. The classrooms appeared to be lit using linear direct/indirect suspended fixtures. Could we abandon that style of lighting and use drop-in troffers instead?
Yes.

32. Per SF 1442, Box 13, A the proposal due date is 14 APR 2017 2:00 PM and per Instructions to Offerors, D General Information, 6 the proposal must be completed and returned NLT 13 APR 2017 1400 CST. Please clarify the bid due date.

33. Additionally, we are unable to locate the project drawings in order to determine questions and bid scope. When will they be available?

34. Furthermore, the bid date is close and since drawings and Q&A period cannot be established, can we have an additional 2 weeks after documentation is available for bids?

35. Can you please provide more information about quantity and type of scope of work to allow for accurate pricing?

36. At the site visit a question was asked about installing LED lamps in existing fixtures instead of replacing the fixtures, Jeremy said this would be acceptable. This contradicts the specifications that reads:
0. Remove existing lighting system in building and perimeter area.
1.1.1.3 Install new LED lighting fixtures in building and perimeter area according section 26 51 00 and 26 56 00.
Can we get some clarification on this for both projects?
Due to issues with performance retrofits will not be considered at this time, please plan on replacing the fixture.
37. Also the period of performance is 120 days from the NTP. When will the NTP be given, after award or after the submittals are approved? Either way this is too short of a window to complete the project, the lead time on getting some of the light fixtures could take this long. Can a longer period of performance be granted?
