Pre-Proposal Offeror Questions and Government Responses QJVF 14-0031, Replace Highbay Lights Multi Bldgs

30 March 2017

1. Drawings issued #1-8 and 12 non numbered sheets. The descriptions on the drawings do not match the building. Could you please attach the building number to the sheet to identify the drawing? Example sheet #2 is noted at Repair Lighting Youth Center Bldg 455. I think this is Bldg 455 but not the youth center. I have no idea what sheets 3-7 refer to.

See revised drawings for change in sheet #2 Building number. Sheets 3-7 have facility number located on bottom right of the sheet.

2. Sheet #8 shows lighting control. Most of the drawings and job walk referred to motions sensors and not lighting controls that would call for new conduit and wiring to each light to allow the 0-10V wiring. This is a major scope increase if lighting control, scenes and such are needed. Given the work is high to the lights, to the decking would be significant. Is this Lighting change out with new motion sensors only? Does this sheet refer to another building or project since we did not look at any of the existing lighting controls. Is this for the Youth Center?

Sheet #8 omitted in revised drawings.

3. None of the existing drawing call out the exact height to the bottom of the existing lights. This is critical to light levels so can we get the height of one typical light in each building?

The government will provide.

4. New drawings needed will be only for layout with Photometrics and not full design drawings correct?

Photometrics will be all that is required to determine sufficient lighting levels in one for one fixture replace.

5. Are the backrounds for layout being given on CAD or another design program?

Basic floor plans will be provide for all buildings that they are available for.

6. Time for construction is noted at 128 days currently. We feel that due to occupied areas will require timing and scheduling, a more realistic time frame of 365 days is more realistic. Will that time frame be adjusted?

The period of performance is 120, the government will consider additional time or other alternatives for long lead time materials.

7. Where is a laydown-Storage area for us to use?

Parking area for storage trailers can be provided within reasonable proximity to construction areas.

8. Will a complete set of detailed as-builds for all buildings be provided?

All As Built information is attached with project drawings.

9. Will a floor plans be provided depicting room numbers, floor layout and fixtures to be replaced? This was unclear during walk as some areas overlap others.

See revised drawings.

10. Will exit lights be required to be battery back-up and what style will they need to be?

The scope of this project does not include exit lightings.

11. Is a lighting control system to be provided for each building/lighting system? If so what functionality should they cover? This was unclear during walk as some fixtures are a 1 for 1 change out and ceiling sensors would not be a good application.

See revised drawings. No changes anticipated except building 455.

12. Is post operating and instructional class time is required for this scope as depicted in specification? If so for what specifically and what buildings to cover.

Yes they are required see submittal register to see which section they apply.

13. What are the equipment/weight restrictions for building #455- inside gym floor areas?

Total weight, machine, operator, and load not to exceed 4,500 lbs, when a lift is used on the floor system that the floor should be protected with at least two layers of ¾” thick clean protective sheathing with overlapping seams. Protective material should include suitable clean sheathing and floor finish protections such as red rosin paper.

14. What are the weight restrictions on each and every floor system installed?

Building 455 GYM is the only area of concern.

15 Please confirm there is adequate access for large equipment to reach heights of 40-50 feet will be able to enter bldg. #455-gym area?

Gymnasium has exterior doors that open to a height of 7ft and a width of 8 ft.

15. Please provide bldg. #455-gym lighting control direction with number of zones and possible dimming required?

Zones are labeled A, B, and C on drawings, dimming is not required.

16. Please provide bldg. #455- track lighting direction and controls needed for elevated track area in gym. This was unclear during walk as the gym sensors close by might become activated unnecessarily.

Sensors only over gym equipment areas on second floor.

17. What buildings require only a 1 for 1 fixture change out?

Every building will require 1 for 1 change out.

18. Who is removing and replacing the protective netting of fixtures in building #867? If the contractor is responsible please provide written direction.

Contractor will remove/open and replace/close netting as necessary.

19. Please confirm fixture install for new lights in bldg. #545 is to replace existing fixture heights.

Confirmed.

20. Please confirm if the requirement for “testing wire spools” and getting “approval of such” before ordering as stated in spec’s, applies to this scope?

No section 26 05 19.10 10 – 3.2 does not apply to the scope of this project, but product data submittals will still be required per paragraph 3.1 of this section.

21. Please confirm if the warranty coverage for fixtures and the warranty “on-call” service response time (code #1) stated in specs applies to this project or not?

This section does apply.

As defined on Page 5 of Section 01 78 00 Code 1 (2) applies only to Security lights.

22. What buildings get occupancy sensors?

The second floor equipment areas of Building 455.

23. What are the operational intentions of each building in regards to segregation of circuits/ occupancy sensors ect?

Use existing circuits.

24. What Buildings receive lighting control panels?

None see revised drawings.

25. What buildings require daylight/ bi-level sensors?

None see revised drawings.

26. What outdoor lighting systems are to be considered part of the scope of work? Please provide details.

None see revised drawings.

27. Period of performance on the 1442 block 10 (20 days) and block 11 (120days) do not match.

Block 10 says 120 days the formatting just moved it to line up with the “)” Period of Performance is 120 days.

28. The period of performance is insufficient for the work being performed. We recommend 250 days.

The period of performance is 120, the government will consider additional time or other alternatives for long lead time materials.

29. What level of electrical design is the Government looking for?

Photometrics will be all that is required to determine sufficient lighting levels in one for one fixture replace.

30. Will the Government provide the existing drawings in auto cad to assist in the design?

Basic floor plans will be provided.

31. The performance period is only 120 days. I believe we will not even have received the lights by this amount of time. The submittal process may take 6 weeks and to receive these lights it may take up to 8 weeks. Also, this facility is being occupied during the construction period so this will also take up a longer amount of time. I truly believe this should have a completion period of 365 days from NTP.

The period of performance is 120, the government will consider additional time or other alternatives for long lead time materials.

32. We would like to get electronic plans for the building including architectural so we can get some accurate measurements of rooms and heights of ceilings. The PDF drawings for this project are not very clear and I would like to get them in electronic form.

Basic floor plans in DWG format will be provided with a fixture height.

33. There are exposed ceiling in this facility. Are we required to paint conduit to match the existing surroundings?

Only in Building 455 if there is any exposed conduit.

34. Drawing 2 of 8 says Youth Center 286 in lower right corner of drawing. This should only be Wellness Center Building 455 See revised drawings.

35. The existing lighting does not have lights over the track. In order to control the lighting over the track there we would have to add new lighting over the track where there currently is none. If this is not your intent we would use the lights for the gym to provide lighting over the track as currently is being done. Please clarify your intent for track lighting.

Provide new lighting for track area and put these fixtures on occupancy sensors as specified in revised drawings and specifications.

36. We would like to know if there is a double wide door into the gyms so we could get a lift into the gym as the ceilings are to high for a lift that would only fit into a single door.

Gymnasium has exterior doors that open to a height of 7ft and a width of 8 ft.

37. Note 2 on page 3 of 8 (Building 545) states only 3 foot candles. Is this supposed to say 30 foot candles?

38. Pages 5 of 8 and 6 of 8 both say they are for building 867. Is one of them supposed to be building 837 and are both building identical.

Drawing 5 of 8 is labeled as 867 and drawing 6 of 8 is label 837, see revised drawings.

39. The hangers have netting to keep the birds out. Who is responsible for the removal of the nets and reinstalling them so the lighting can be replaced?

Contractor will remove/open and replace/close netting as necessary.

40. Please clarify the height of the existing lights from finish floor so we can calculate the required light to provide required footcandles.

Government will provide fixture height.

41. Page 7 of 8 (building 970) does not show the lowbay area we went into located off the west of the facility. Can we get some drawings showing this addition to the hanger?

Low bay area will not be include in the project.

42. The performance period is only 120 days. I believe we will not even have received the lights by this amount of time. The submittal process may take 6 weeks and to receive these lights it may take up to 8 weeks. Also, this facility is being occupied during the construction period so this will also take up a longer amount of time. I truly believe this should have a completion period of 365 days from NTP.

43. We would like to get electronic plans for the building including architectural so we can get some accurate measurements of rooms and heights of ceilings. The PDF drawings for the other project are not very clear and I would like to get them in electronic form. There were no existing as built drawings or drawings showing the requested foot candles for areas included in this solicitation. No drawings whatsoever have been provided with the solicitation for this project.

44. If there is a drawing provided similar to the other project showing required foot candles please clarify the required foot candles or if separate fixtures will be required over the reception desk area to replace the ones currently hanging there. The new design would not have specific lighting for these areas unless specified in an addendum, as we would only provide the specific foot candles per the drawings you will hopefully provide. Basically I am asking do you want lights over the reception counter.

Building 286 is not include in this contract.

45. The manager at the youth center stated the lights needed to be on at all times when occupied and the use of occupancy sensors could not be used. Section 01 11 00 Page 1 paragraph 1.1.1.5 states to install occupancy sensors at multiple areas. Please clarify how you want lights to be controlled.

Building 286 is not include in this contract.

46. There are exposed ceiling in this facility. Are we required to paint conduit to match the existing surroundings?

47. Do you have a condensed lamp/fixture type and count that you can provide? I'm trying to source it and I just want to cross my t's on all of the numbers.

48. Can you please provide a clearer copy of the As-Built drawings provided for this RFP? The I cannot read the information in the ones provided due to low quality. Specifically, pages 9-20.

All available as builts provided in highest quality see new attachement.

49. I see that we were provided PDF drawings of the buildings that fall into the scope of work for this project. My lighting manufacturer's need CAD (.dwg) files to most accurately design the lighting layouts. These will be detrimental to getting accurate information to the contractor as well as the MAFB. Can you please get me CAD drawings for each of the facilities on this project?

50. My vendors would really like CAD drawings of all the hangers, and with that they would like more time to put together a proposal. Can we get more time to come up with a more accurate and confident proposal?

61. Please clarify: SF 1442, Box 13, A states 1 original and 1 copy of proposal requested and per Section D General Information, 1, (e) states electronic submission by e-mail is acceptable. Please clarify the submission requirements.

62. The as-builts provided are of low quality, and information in them cannot be read. Can you please provide better quality drawings so that the information is legible?

63. Can you please provide the fixture schedule and wiring / conduit schedules from the as built documents that describe as-built fixtures and existing wiring types?

64. At the site visit a question was asked about installing LED lamps in existing fixtures instead of replacing the fixtures, Jeremy said this would be acceptable. This contradicts the specifications that reads:

1.1.1.1 Remove existing lighting system in building and perimeter area.

1.1.1.3 Install new LED lighting fixtures in building and perimeter area according section 26 51 00 and 26 56 00.

Can we get some clarification on this for both projects?

Due to issues with performance retrofits will not be considered at this time, please plan on replacing the fixture.

65. Also the period of performance is 120 days from the NTP. When will the NTP be given, after award or after the submittals are approved? Either way this is too short of a window to complete the project, the lead time on getting some of the light fixtures could take this long. Can a longer period of performance be granted?
