SECTION 01 11 00

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 LOCATION OF WORK

The work is located in the Small Arms Range, near Range Shelter A, Building No. 2019, at Minot Air Force Base (MAFB). See location map on Drawing Sheet No. 01 of the project drawing set for location. The work is in a controlled area.

1.2 DESCRIPTION OF WORK

1.2.1 Remove approximately 3 feet of material from the berm. Screen the excavated material. Treat the screened course material and relocate to the backside of the berm. Treat the screened fines and place back in the excavation. Provide another 3 feet of screened sand on top of the excavation to create a 6 foot deep layer.

1.2.2 Remove and replace the bullet deflector at the top of the berm.

1.2.3 Restore vegetation on the front and back side of the berm as indicated on the Drawings.

1.4 USE OF PREMISES

1.4.1 Area Designation

The site is located within a controlled area. Areas adjacent to the site will remain occupied by the Government for the duration of the contract.

The Government will not occupy or use Range A during the course of the work.

1.4.2 Coordination

Coordinate use of premises under direction of the Contracting Officer.

1.5 EQUIPMENT PARKING

Space for the contractor's equipment will be allotted on MAFB. The exact location will be chosen during the preconstruction conference and shall be approved by the 5 CONS at that time. The Government shall not be liable for the security of any of the contractor's equipment or material while on

MAFB.

1.6 WORK SCHEDULE

Working hours for the contractor will normally be between the hours of 7:30 a.m. and 4:00 p.m., excluding Saturdays, Sundays, and federal holidays. If the contractor desires to work during periods other than above, additional Government inspection forces may be required. The contractor shall make his/her request to the Contracting Officer three days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the Contracting Officer may authorize the contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the 5 CONS.

1.7 CONSTRUCTION PROGRESS SCHEDULE

The contractor shall prepare and submit to the Contracting Officer for approval prior to construction beginning a Construction Progress Schedule, AF IMT 3064, showing the order in which the contractor proposes to perform the work. The schedule shall separate the work into phases developed in cooperation with the Government. The schedule shall include the dates on which the contractor contemplates starting and completing the salient elements of the work. The contractor shall also specifically identify on each Contract Progress Report, AF IMT 3065, any apparent, anticipated or proposed deviation from the previously approved schedule.

1.8 CONSTRUCTION TIMEFRAME

The Contractor is required to complete all field work during the months of July, August and September. The Government intends to use the range beginning in early October.

1.9 REFERENCE STANDARDS

1.9.1 Products

For products specified by association or trade standards, comply with requirements of the standard.

1.9.2 Standard Date

The date of the standard is that in effect as of the Request for Proposal date.

1.10 SAFETY

1.10.1 Regulations

Contractor to comply with all OSHA/NEC/IBC Regulations.

1.10.2 Instructions

Contractor to comply with Minot Air Force Base Instruction (MAFBI) 32-2001, Responsibilities of Base Personnel to Eliminate or Control Fire Hazards.

1.11 TRAFFIC CONTROL

The contractor shall provide all traffic control devices for pedestrian and vehicular traffic and will be responsible for maintaining these devices until notified by the 5 CONS. The contractor's traffic control devices shall comply with MAFB airfield and safety requirements.

1.12 HAULING MATERIALS

The use of base streets for hauling materials will be permitted if the vehicles are equipped with pneumatic tires. The haul route the contractor will take will be determined at the preconstruction conference.

1.13 DRAWINGS AND SPECIFICATIONS

At least one set of specifications and drawings shall be kept at the job site by the contractor's job supervisor or foreman.

1.14 AS-BUILT DRAWINGS

As-Built Drawings shall be prepared and submitted to the 5 CONS as specified in Section 01 78 39, As-Built Drawings.

1.15 WORK CONDUCT, CORRELATION, EXECUTION, ETC.

1.15.1 Work Performance

Contractor shall conduct all work in an orderly manner and shall notify 5 CONS within two (2) workdays of mobilizing at the job site. Contractor shall confine and limit his personnel to only those areas required for work performance. All work shall be performed in a neat, orderly fashion, with extreme care exercised to avoid damage to all property in and around project areas. Any damage caused by the contractor shall be replaced, repaired, or restored to the 5 CONS satisfaction at no cost to the Government. Upon completion, all work and storage areas shall be cleaned of all evidence of contractor's debris accumulations. Contractor's proposed work schedule shall be coordinated with the 5 CONS or his/her designated representative two (2) weeks prior to the start of any work.

All work areas shall be barricaded properly for day and nighttime safety.

1.15.2 Storage

At close of each day's operations, all materials and equipment shall be moved to the storage area designated by 5 CONS or his/her designated representative. If the contractor should have a storage structure or equipment located on base, it shall be removed and the storage area restored to its original condition within seven days after final acceptance of this project.

1.16 QUALIFICATION

Provide at least one (1) qualified Project Manager and one (1) onsite Project Superintendent capable of reading, writing, and conversing fluently in English. The Project Superintendent shall be on the job site during working hours. The Project Manager in this context shall mean the individual with the responsiblity for the overall management of the project, and the Project Superintendent shall be the individual with the responsiblity for quality and production at the jobsite.

1.17 UTILITIES

Water and electricity required will be furnished by the Government.

1.18 PERMITS

1.18.1 Clearance Work Request

1.18.1.1 AF Form 103

Contractor shall coordinate with appropriate utility locating agencies, including base communications cable maintenance (Items 1 through 15) of AF Form 103, Base Civil Engineering Work Clearance Request. AF Form 103 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on AF Form 103 before start of work on base. A copy of AF Form 103 instructions will be available to the contractor during the pre-construction meeting.

1.18.1.2 Processing

Before any excavation, alteration, or other construction work is begun, the contractor shall obtain and fully process an AF Form 103, Base Civil Engineering Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information, and sketches regarding any proposed excavation. Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase. The AF Form 103 shall be prominently displayed on the job site at all times for review by the 5 CONS and/or his or her designated representative. A copy of the signed form shall be submitted to the 5 CONS and a copy to the project inspector.

1.19 GOVERNMENT-CAUSED DELAYS

1.19.1 Site Access Delays

The contractor shall allow a total of 30 minutes processing time to enter or leave MAFB or controlled/restricted areas. This cost shall have been factored into the contractor's bid price.

1.19.2 Unscheduled Work Stoppages

In the event of a military exercise or event, the contractor may be required to vacate the area of all personnel, equipment, and materials for a indefinite period.

1.19.3 Delay/Stoppage Unit Pricing

The Contractor shall bid a crew hourly rate for any site access delays beyond 30 minutes and Government-caused work stoppages when the entire work crew will be asked to evacuate the work area. All site access delays or Government-caused work stoppages must be reported by the Contractor, in writing, to the 5 CONS within 24 hours of occurrence.

1.20 SECURITY REQUIREMENTS

1.20.1 Base Regulations

All activities of the contractor and his employees shall be conducted in strict accordance with Minot AFB Security Regulations. Copies of these regulations will be furnished to the contractor upon request.

1.20.2 Identification of Employees

The contractor will submit to the 5 CONS a Personnel Listing in three copies with each employee's name, address, SSN, home and business phone numbers, date and place of birth, and name, address and telephone number of the firm that will be working at the construction site. This listing must be provided no-later-than the date of the preconstruction conference.

Changes to the list will take place prior to employees arriving at the job site. Each employee shall have two forms of identification to be permitted entry into the job site. One form of identification shall have a picture.

1.21 SANITARY FACIITIES

The contractor shall provide a portable sanitary facility at no cost to the Government.

SUBMITTAL PROCEDURES

PART 1 GENERAL

1.1 DEFINITIONS

1.1.1 Submittal Descriptions (SD)

Submittal requirements are specified in the technical sections. Submittals are identified by Submittal Description (SD) numbers and titles as follows:

SD-02 Shop Drawings

Drawings, diagrams and schedules specifically prepared to illustrate some portion of the work.

Diagrams and instructions from a manufacturer or fabricator for use in producing the product and as aids to the Contractor for integrating the product or system into the project.

Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be coordinated.

SD-03 Product Data

Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions and brochures illustrating size, physical appearance and other characteristics of materials, systems or equipment for some portion of the work.

SD-04 Samples

Fabricated or unfabricated physical examples of materials, equipment or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.

Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project.

Field samples and mock-ups constructed on the project site establish standards by which the ensuing work can be judged. Includes assemblies or portions of assemblies which are to be incorporated into the project and those which will be removed at conclusion of the work.

SD-06 Test Reports

Report signed by authorized official of testing laboratory that a material, product or system identical to the material, product or system to be provided has been tested in accordance with specified requirements. Testing must have been within three years of date of contract award for the project.

Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work or prototype prepared for the project before shipment to job site.

Report which includes finding of a test made at the job site or on sample taken from the job site on portion of work during or after installation.

Investigation reports.

Daily logs and checklists.

Final acceptance test and operational test procedure.

SD-07 Certificates

Statements printed on the manufacturer's letterhead and signed by responsible officials of manufacturer of product, system or material attesting that product, system or material meets specification requirements. Must be dated after award of project contract and clearly name the project.

Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor, the purpose of which is to further quality of orderly progression of a portion of the work by documenting procedures, acceptability of methods or personnel qualifications.

Confined space entry permits.

Text of posted operating instructions.

SD-08 Manufacturer's Instructions

Preprinted material describing installation of a product, system or material, including special notices and MSDS concerning impedances, hazards and safety precautions.

SD-11 Closeout Submittals

Documentation to record compliance with technical or administrative requirements or to establish an administrative mechanism.

Special requirements necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings.

1.2 SUBMITTALS

1.3 PROCEDURES

Submittal procedures are as follows:

1.3.1 The contractor shall be required to submit items listed in Submittal Form, Submittal Register.

1.3.2 Transmit each item under AF 3000, Material Approval Submittal form. Identify contract number, project number, and contractor.

Identify section and paragraph reference for each item submitted with the AF 3000. Submit five (5) copies unless otherwise required elsewhere in the specification.

1.3.3 Unless specifically stated otherwise elsewhere in this

specification, each submittal shall be approved by the Contracting Officer prior to incorporation of materials into the work.

1.3.4 Approvals of submittals which do not conform to the Contract shall not be construed as a change to the contract.

1.3.5 The contractor shall fill in the "Required Submission Date" on the Submittal Form, Submittal Register with the date he plans on submitting the submittals to the Government. A copy of the Submittal Register with the required submission date filled in shall be submitted to the Contracting Officer for use by the contract administrator.

ENVIRONMENTAL PROTECTION

PART 1 GENERAL

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

33 CFR 328 Definitions of Waters of the United States

1.2 DEFINITIONS

1.2.1 Environmental Pollution and Damage

Environmental pollution and damage is the presence of chemical, physical, or biological elements or agents which adversely affect human health or welfare; unfavorably alter ecological balances of importance to human life;

affect other species of importance to humankind; or degrade the environment aesthetically, culturally and/or historically.

1.2.2 Environmental Protection

Environmental protection is the prevention/control of pollution and habitat disruption that may occur to the environment during construction. The control of environmental pollution and damage requires consideration of land, water, and air; biological and cultural resources; and includes management of visual aesthetics; noise; solid, chemical, gaseous, and liquid waste; radiant energy and radioactive material as well as other pollutants. Should any artifacts or historic items be unearthed the contractor is to stop work and notify 5 CES/CEIEC.

1.2.3 Contractor-Generated Hazardous Waste

Contractor-generated hazardous waste means materials that, if abandoned or disposed of, may meet the definition of a hazardous waste. These waste streams would typically consist of material brought on site by the Contractor to execute work but are not fully consumed during the course of construction. Examples include, but are not limited to, excess paint thinners (i.e. methyl ethyl ketone, toluene, etc.), waste thinners, excess paints, excess solvents, waste solvents, and excess pesticides, and contaminated pesticide equipment rinse water.

1.2.4 Installation Pest Management Coordinator

Installation Pest Management Coordinator (IPMC) is the individual

SECTION 01 57 20.00 10 Page 1 officially designated by the Installation Commander to oversee the Installation Pest Management Program and the Installation Pest Management Plan.

1.2.5 Project Pesticide Coordinator

The Project Pesticide Coordinator (PPC) is an individual that resides at a Civil Works Project office that is responsible for oversight of pesticide application on Project grounds.

1.2.6 Land Application for Discharge Water

The term "Land Application" for discharge water implies that the Contractor must discharge water at a rate which allows the water to percolate into the soil. No sheeting action, soil erosion, discharge into storm sewers, discharge into defined drainage areas, or discharge into the "waters of the United States" must occur. Land Application must be in compliance with all applicable Federal, State, and local laws and regulations.

1.2.7 Pesticide

Pesticide is defined as any substance or mixture of substances intended for preventing, destroying, repelling, or mitigating any pest or intended for use as a plant regulator, defoliant or desiccant.

1.2.8 Pests

The term "pests" means arthropods, birds, rodents, nematodes, fungi, bacteria, viruses, algae, snails, marine borers, snakes, weeds and other organisms (except for human or animal disease-causing organisms) that adversely affect readiness, military operations, or the well-being of personnel and animals; attack or damage real property, supplies, equipment, or vegetation; or are otherwise undesirable.

1.2.9 Surface Discharge

The term "Surface Discharge" implies that the water is discharged with possible sheeting action and subsequent soil erosion may occur. Waters that are surface-discharged may terminate in drainage ditches, storm sewers, creeks, and/or "waters of the United States" and would require a permit to discharge water from the governing agency.

1.2.10 Waters of the United States

All waters which are under the jurisdiction of the Clean Water Act as defined in 33 CFR 328.

1.2.11 Wetlands

In accordance with North Dakota's Chapter 33-16-02.1 "Standards of Quality for Waters of the State" Wetlands are protected. Wetlands 12, 14, 28 & 30 are all in close proximity to the proposed project area and every effort shall be made to ensure that nearby Wetlands are not disturbed by the activities of this project.

Those areas that are inundated or saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation typically adapted for life in saturated soil conditions. Wetlands generally include swamps, SECTION 01 57 20.00 10 Page 2 marshes, and bogs. Official determination of whether or not an area is classified as a wetland must be done in accordance with Wetlands Delineation Manual.

1.3 GENERAL REQUIREMENTS

Minimize environmental pollution and damage that may occur as the result of construction operations. The environmental resources within the project boundaries and those affected outside the limits of permanent work must be protected during the entire duration of this contract. Comply with all applicable environmental Federal, State, and local laws and regulations.

Any delays resulting from failure to comply with environmental laws and regulations will be the Contractor's responsibility.

1.4 SUBCONTRACTORS

Ensure compliance with this section by subcontractors.

1.5 PAYMENT

No separate payment will be made for work covered under this section.

Payment of fees associated with environmental permits, applications, and/or notices obtained by the Contractor and payment of all fines/fees for violation or non-compliance with Federal, State, Regional and local laws and regulations are the Contractor's responsibility. All costs associated with this section must be included in the contract price.

1.6 SUBMITTALS

1.7 ENVIRONMENTAL PROTECTION PLAN

Prior to commencing construction activities or delivery of materials to the site, submit an Environmental Protection Plan for review and approval by the 5 CES/CEIEC. The purpose of the Environmental Protection Plan is to present a comprehensive overview of known or potential environmental issues which the Contractor must address during construction. Issues of concern must be defined within the Environmental Protection Plan as outlined in this section. Address each topic at a level of detail commensurate with the environmental issue and required construction task. Topics or issues which are not identified in this section but are considered necessary, must be identified and discussed. Prior to submittal of the Environmental Protection Plan, meet with the 5 CES/CEIEC for the purpose of discussing the implementation of the initial Environmental Protection Plan; possible subsequent additions and revisions to the plan including any reporting requirements; and methods for administration of the Contractor's Environmental Plans. The Environmental Protection Plan must be current and maintained onsite by the Contractor.

1.7.1 Compliance

No requirement in this Section will relieve the Contractor of any applicable Federal, State, and local environmental protection laws and regulations. During Construction, the Contractor will be responsible for identifying, implementing, and submitting for approval any additional requirements to be included in the Environmental Protection Plan.

1.7.2 Contents

Include in the environmental protection plan, but do not limit it to, the following:

a. Name of person within the Contractor's organization who is responsible for ensuring adherence to the Environmental Protection Plan.

b. Description of the Contractor's environmental protection personnel training program.

c. Drawings showing locations of proposed temporary excavations or embankments for haul roads, stream crossings, material storage areas, structures, sanitary facilities, and stockpiles of excess or spoil materials including methods to control runoff and to contain materials on the site.

d. Work area plan showing the proposed activity in each portion of the area and identifying the areas of limited use or nonuse. Plan should include measures for marking the limits of use areas including methods for protection of features to be preserved within authorized work areas.

e. A non-hazardous solid waste disposal plan identifying methods and locations for solid waste disposal including clearing debris and schedules for disposal.

f. An air pollution control plan detailing provisions to ensure that dust, debris, materials, trash, etc., do not become airborne and travel off the project site.

g. A contaminant prevention plan that: identifies potentially hazardous substances to be used on the job site; identifies the intended actions to prevent introduction of such materials into the air, water, or ground; and details provisions for compliance with Federal, State, and local laws and regulations for storage and handling of these materials. In accordance with EM 385-1-1, a copy of the Material Safety Data Sheets (MSDS) and the maximum quantity of each hazardous material to be onsite at any given time must be included in the contaminant prevention plan. Update the plan as new hazardous materials are brought onsite or removed from the site.

h. A wetlands plan that defines procedures for identifying and protecting wetlands known to be near the project site. Include in the plan methods to ensure the protection of known or discovered resources, identifying lines of communication between Contractor personnel and the Contracting Officer.

1.7.3 Appendix

Attach to the Environmental Protection Plan as an appendix copies of all environmental permits, permit application packages, approvals to construct, SECTION 01 57 20.00 10 Page 4 notifications, certifications, reports, and termination documents if required.

1.8 PROTECTION FEATURES

This paragraph supplements the Contract Clause PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND IMPROVEMENTS. Prior to start of any onsite construction activities, the Contractor and the 5 CES/CEIEC will make a joint condition survey. Immediately following the survey, the Contractor will prepare a brief report including a plan describing the features requiring protection under the provisions of the Contract Clauses which are not specifically identified on the drawings as environmental features requiring protection along with the condition of trees, shrubs and grassed areas immediately adjacent to the site of work and adjacent to the Contractor's assigned storage area and access route(s), as applicable. This survey report will be signed by both the the Contractor and the 5 CES/CEIEC upon mutual agreement as to its accuracy and completeness. The Contractor must protect those environmental features included in the survey report and any indicated on the drawings regardless of interference which their preservation may cause to the work under the contract.

1.9 WETLANDS

The Contractor shall not enter, disturb, destroy, place fill into, or allow discharge of contaminants into any wetlands except as specifically authorized herein. The Contractor shall be responsible for the protection of wetlands on Minot AFB. Authorization to enter specific wetlands identified shall not relieve the Contractor from any obligation to protect other wetlands within, adjacent to, or in the vicinity of the construction site and associated boundaries. Maps showing locations of wetlands within Minot AFB can be obtained from the 5 CES/CEIEC.

1.10 EROSION AND SEDIMENT CONTROLS

The Contractor shall be responsible for providing erosion and sediment control measures in accordance with Federal, State and local laws. This applies in all cases, even for construction activity that disturbs less than an acre of soil. The erosion and sediment controls selected and maintained by the Contractor shall be such that water quality standards are not violated as a result of the Contractor's construction activities. The area of bare soil exposed at any one time by construction operations should be kept to a minimum. The Contractor shall construct or install temporary and permanent erosion and sediment control best management practices (BMPs). BMPs may include, but not be limited to, vegetation cover, stream bank stabilization, slope stabilization, silt fences, construction of terraces, interceptor channels, sediment traps, inlet and outfall protection, diversion channels, and sedimentation basins. The Contractor's best management practices shall also be in accordance with the Base National Pollutant Discharge Elimination System (NPDES) Storm Water Pollution Prevention Plan (SWPPP) which may be reviewed at the Minot AFB Environmental Management Office. Any temporary measures shall be removed after the area has been stabilized.

1.11 NOTIFICATION

The 5 CES/CEIEC will notify the Contractor in writing of any observed noncompliance with Federal, State or local environmental laws or regulations, permits, and other elements of the Contractor's Environmental

Protection plan. After receipt of such notice, the Contractor will inform the 5 CES/CEIEC of the proposed corrective action and take such action when approved by the 5 CES/CEIEC. The 5 CES/CEIEC may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No time extensions will be granted or equitable adjustments allowed for any such suspensions. This is in addition to any other actions the 5 CES/CEIEC may take under the contract or in accordance with the Federal Acquisition Regulation or Federal Law.

1.12 HAZARDOUS MATERIAL USAGE DATA FINAL REPORT

Prior to completion of the contract, the contractor shall provide a finalized report of the actual quantities used during the contract, and remove all excess materials. Contractors may use excess materials on other projects and shall be responsible for proper disposal of any materials removed from Minot AFB. No excess or surplus material may be left on site after project completion.

1.13 DISPOSAL

The contractor shall dispose of/recycle solid wastes (i.e. non-hazardous) through local disposal or recycling facilities. No liquid wastes of any kind may be put into installation garbage collection containers, or poured into drains, sinks, toilets, or on the ground. Revenue received by the contractor from recycled solid wastes shall offset contract costs. The contractor shall coordinate disposal of RCRA hazardous, state-regulated and liquid wastes from government materials through 5 CES/CEIEC via the Contracting Officer. The contractor shall be responsible for disposal of RCRA hazardous, state-regulated, liquid wastes and spill-cleanup wastes generated by contractor processes and from contractor-purchased materials.

The contractor shall characterize, containerize, handle, manage and dispose of wastes in accordance with 40 CFR 260-299 and the installation Hazardous Waste Management Plan. The contractor is responsible to provide appropriate waste collection containers.

1.14 RESPONSIBILITY

The contractor may obtain guidance from the 5 CES/CEIEC, 723-1964 or 723-4825 on proper storage and handling of hazardous waste. However, all responsibility rests with the contractor to comply with all federal and state hazardous waste requirements and any information obtained from 5 CES/CEIEC does not remove responsibility from the contractor for proper waste management.

1.15 WASTE DISPOSAL PLAN

As part of the Contractors proposed implementation, and prior to on-site construction, the Contractor shall submit a description of their scheme for handling and disposing of all waste resulting from the work under this contract. If any waste is dumped in unauthorized areas, the Contractor shall remove the waste and restore the area to the condition of the adjacent undisturbed areas. Where directed, soil which is contaminated by the Contractor shall be excavated, disposed of as approved by the 5 CES/CEIEC, and replaced with suitable fill material, all at the expense of the Contractor.

1.16 SPILLS AND SPILL RESPONSE PROCEDURES

Spills of any type material shall be reported immediately to 5 CES/CEIEC, SECTION 01 57 20.00 10 Page 6

723-1964 or 723-4825, for evaluation to determine if cleanup is required and evaluate the need for reporting to regulatory officials. At a minimum, the contractor shall report the date, time, volume, and location of the spill, and whether the spill entered the environment.

PART 3 EXECUTION

3.1 LAND RESOURCES

Confine all activities to areas defined by the drawings and specifications. Identify any land resources to be preserved within the work area prior to the beginning of any construction. Do not remove, cut, deface, injure, or destroy land resources including trees, shrubs, vines, grasses, topsoil, and land forms without approval except in areas indicated on the drawings or specified to be cleared. Provide effective protection for land and vegetation resources at all times as defined in the following subparagraphs.

3.1.1 Work Area Limits

Mark the areas that need not be disturbed under this contract prior to commencing construction activities. Mark or fence isolated areas within the general work area which are not to be disturbed. Protect monuments and markers before construction operations commence. The Contractor's personnel must be knowledgeable of the purpose for marking and/or protecting particular objects.

3.1.2 Landscape

Trees, shrubs, vines, grasses, land forms and other landscape features indicated and defined on the drawings to be preserved must be clearly identified by marking, fencing, or wrapping with boards or any other approved techniques. Restore landscape features damaged or destroyed during construction operations outside the limits of the approved work area.

3.1.3 Contractor Facilities and Work Areas

Place field offices, staging areas, stockpile storage, and temporary buildings in areas directed by the 5 CES/CEIEC. Temporary movement or relocation of Contractor facilities will be made only when approved.

Erosion and sediment controls must be provided for onsite borrow and spoil areas to prevent sediment from entering nearby waters. Temporary excavation and embankments for plant and/or work areas must be controlled to protect adjacent areas.

3.2 WATER RESOURCES

Monitor all water areas affected by construction activities to prevent pollution of surface and ground waters. Do not apply toxic or hazardous chemicals to soil or vegetation unless otherwise indicated. For construction activities immediately adjacent to impaired surface waters, the Contractor must be capable of quantifying sediment or pollutant loading to that surface water when required by State or Federally issued Clean Water Act permits.

3.2.1 Wetlands

D0 not enter, disturb, destroy, or allow discharge of contaminants into any wetlands.

3.3 AIR RESOURCES

Equipment operation, activities, or processes will be in accordance with all Federal and State air emission and performance laws and standards.

3.3.1 Particulates

Dust particles and processing and preparation of materials must be controlled at all times, including weekends, holidays and hours when work is not in progress. Maintain excavations, stockpiles, haul roads, permanent and temporary access roads, plant sites, spoil areas, and other work areas within or outside the project boundaries free from particulates which would cause the Federal, State, and local air pollution standards to be exceeded or which would cause a hazard or a nuisance. Sprinkling, chemical treatment of an approved type, baghouse, scrubbers, electrostatic precipitators or other methods will be permitted to control particulates in the work area. Sprinkling, to be efficient, must be repeated to keep the disturbed area damp at all times. Provide sufficient, competent equipment available to accomplish these tasks. Perform particulate control as the work proceeds and whenever a particulate nuisance or hazard occurs. Comply with all State and local visibility regulations.

3.3.2 Burning

Burning is prohibited on the Government premises.

3.4 PREVIOUSLY USED EQUIPMENT

Clean all previously used construction equipment prior to bringing it onto the project site. Ensure that the equipment is free from soil residuals, egg deposits from plant pests, noxious weeds, and plant seeds. Consult with the USDA jurisdictional office for additional cleaning requirements.

3.5 MAINTENANCE OF POLLUTION FACILITIES

Maintain permanent and temporary pollution control facilities and devices for the duration of the contract or for that length of time construction activities create the particular pollutant.

3.6 TRAINING OF CONTRACTOR PERSONNEL

The Contractor's personnel must be trained in all phases of environmental protection and pollution control. Conduct environmental protection/pollution control meetings for all personnel prior to commencing construction activities. Additional meetings must be conducted for new personnel and when site conditions change. Include in the training and meeting agenda: methods of detecting and avoiding pollution;

familiarization with statutory and contractual pollution standards;

installation and care of devices, vegetative covers, and instruments required for monitoring purposes to ensure adequate and continuous environmental protection/pollution control; anticipated hazardous or toxic chemicals or wastes and other regulated contaminants; recognition and protection of archaeological sites, artifacts, wetlands, and endangered species and their habitat that are known to be in the area.

3.7 CONTAMINATED MEDIA MANAGEMENT

Manage contaminated environmental media consisting of, but not limited to, ground water, soils, and sediments in accordance with Section 02 61 13.

3.8 POST CONSTRUCTION CLEANUP

The Contractor will clean up all areas used for construction in accordance with Contract Clause: "Cleaning Up". Unless otherwise instructed in writing by the 5 CES/CEIEC, obliterate all signs of temporary construction facilities such as haul roads, work area, structures, foundations of temporary structures, stockpiles of excess or waste materials, and other vestiges of construction prior to final acceptance of the work. The disturbed area must be graded, filled and the entire area seeded unless otherwise indicated.

The Contractor's Performance Bond must remain effective throughout the construction period.

1.4 CLEANUP

1.1 DEFINITIONS

The definitions listed below form a part of this specification.

1.1.1 Red-Line Drawings

Contract drawings marked-up during construction to show actual work performed to include necessary sketches, modification drawings, shop drawings and notes.

1.1.2 As-Built Drawings

Professionally finished bond paper drawings and electronic computer aided design (CAD) files developed from the contract drawings that include all of the information from the redline drawings and are suitable for half-size reproduction.

1.1.3 Black-Line Drawings

Paper drawings reproduced from electronic CAD files or high quality reproducible drawings.

1.1.4 Full-Size Drawings

22 inches x 34 inches nominal size drawings with all details visually readable so that half-size plot will fit on 11 inches x 17 inches cut sheets.

1.1.5 Modification Circle

A circle with a horizontal line through the center to identify modification changes on the drawings. The top half will contain the letter "R" with the bottom half containing the modification number, unless directed otherwise.

The lettering standard will be 1/8-inch Arial.ttf.

1.1.6 Electronic CAD Files

Electronic CAD files in AutoCAD (.dwg) in accordance with appropriate CAD standard. The CAD standard will include level on/off status, special characters, line weights, font, and size requirements.

1.1.7 Geographic and Projected Coordinate System

The geographic coordinate system (GCS) for this project is World Geodetic System (WGS) 1984 and the projected coordinate system is WGS 1984 UTM Zone 14N (projection: Traverse Mercator, linear unit: Meter). The horizontal and vertical coordinates for the project shall be in United States Survey Feet.

1.3 GENERAL REQUIREMENTS

1.3.1 As-Built Drawings

All changes from the contract drawings shall be shown on the As-Built Drawings. All changes shall be accurately and neatly recorded on the As-Built Drawings using the same symbols, terminology, and general quality as the original set of contract drawings. All changes shall be shown on all drawings that are affected by the change. Changes include: actual work performed, deviations resulting from Government responses to Requests for Information or Serial letters, surveys, shop drawings, descriptive changes, sketch changes, and modifications to the contract.

1.3.2 Red-Line Drawings

Red-Line Drawings shall be updated throughout the construction phase of a contract showing all changes that will be shown on the final As-Built Drawings.

The contractor shall have the option to do Red-Line Drawings in either a hardcopy format or an electronic format unless the Contracting Officer does not wish to do the As-Built Drawings electronically, in which case the Contractor shall do the hardcopy option for the completion of Red-Line Drawings.

1.3.2.1 Hardcopy Option

The contractor shall keep two sets of updated Red-Line Drawings available on the job site at all times. Changes shall be shown through updating details and notes. All changes shall be made accurately, neatly, and legibly as they occur. Mark up the hard copies of the Red-Line Drawings, including details and notes, with the following colored ink:

(1) Deletions - red

(2) Additions - green

(3) Special information - blue

1.4 CONTRACTOR PERFORMANCE RATING

The Government will assign the contractor a CCASS (Construction Contractor Appraisal Support System) performance rating upon completion of the project. The timeliness of satisfactory As-Built Drawings submittals, final As-Built Drawings and Red-Line Drawings will be an important factor in determining the assigned rating. An unsatisfactory rating for performance in connection with As-Built Drawings creation shall be given to the contractor if the contractor demonstrates an unwillingness to work with the Government on final As-Built Drawings and Red-Line Drawings. The contractor shall receive an unsatisfactory rating if he fails to submit satisfactory final As-Built Drawings within sixty (60) calendar days of

1.5 TRANSMITTAL OF AS-BUILT DRAWINGS

1.5.1 Final As-Built Drawings

The contractor shall produce Final As-Built Drawings without "clouding".

The Final As-Built Drawings shall include all changes. All drawings contained in the complete project set of drawings plus any additional drawings shall be submitted with the Final As-Built Drawings.

PART 2 PRODUCTS (NOT APPLICABLE)

PART 3 EXECUTION

3.1 GENERAL

The contractor shall make revisions to and maintain the Red-Line and As-Built Drawings to the same level of detail as shown on the original contract drawings. The contractor shall provide any additional full-size drawings as required to display all details.

3.2 SITE WORK

3.2.1 Utilities

The As-Built Drawings shall show all existing utilities shown on the original contract drawings or found on-site.

3.2.2 Structures

Structures above and below ground shall be shown. The size, material make-up, location, height, and/or depth shall be shown.

3.2.3 Grades

Grade shall be corrected if any changes were made from the contract drawings. Elevations shall be corrected if changes were made in site grading. If any grades are finalized outside of the respective grade tolerances, that new grade shall be shown on the as-builts.

3.3 CONTRACTOR SHOP DRAWINGS

Contractor shop drawings, which supersede data on the contract plans and/or additional drawings, prepared by the contractor shall be incorporated into the As-Built Drawings. Design plans prepared by the contractor shall include the designer's name on the As-Built Drawings.

DEMOLITION

PART 1 GENERAL

1.1 REFERENCES

1.2 PROJECT DESCRIPTION

1.2.1 Demolition Plan

Prepare a Demolition Plan and submit proposed salvage, demolition, and removal procedures for approval before work is started. Identify components and materials to be salvaged for reuse. Provide procedures for safe conduct of the work in accordance with EM 385-1-1.

1.2.2 General Requirements

Do not begin demolition until authorization is received from the 5 CONS.

The work of this section is to be performed in a manner that maximizes the value derived from the salvage of materials. Remove rubbish and debris from the project site. The work includes demolition, salvage of identified items and materials, and removal of resulting rubbish and debris. Remove rubbish and debris from Government property daily unless otherwise directed. Store materials that cannot be removed daily in areas specified by the 5 CONS. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections.

1.3 ITEMS TO REMAIN IN PLACE

Take necessary precautions to avoid damage to existing items to remain in place or to remain the property of the Government. Repair or replace damaged items as approved by the 5 CONS. Coordinate the work of this section with all other work indicated.

1.3.1 Existing Construction Limits and Protection

Do not disturb existing site beyond the extent indicated or necessary for new construction. Provide protective measures to control accumulation and migration of dust and dirt in all work areas.

1.3.2 Trees

Protect trees within the project site that might be damaged during demolition activities and which are indicated to be left in place. Replace any tree designated to remain that is damaged during the work under this contract with like-kind or as approved by the 5 CONS.

1.3.3 Utility Service

Protect utilities against damage during demolition operations.

1.4 BURNING

The use of burning at the project site for the disposal of refuse and debris will not be permitted.

1.6 QUALITY ASSURANCE

Comply with federal, state, and local hauling and disposal regulations. In addition to the requirements of the "Contract Clauses," conform to the safety requirements contained in ASSE/SAFE A10.6. Comply with the Environmental Protection Agency requirements specified.

1.6.1 Dust Control

Prevent the spread of dust and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, ice, flooding, or pollution.

1.7 PROTECTION

1.7.1 Traffic Control Signs

a. Where pedestrian and driver safety is endangered in the area of removal work, use traffic barricades. Notify the 5 CONS prior to beginning such work.

1.8 EXISTING CONDITIONS

Before beginning any demolition work, survey the site and examine the
