Ventilate the units to control odors and fumes and empty and clean them at least once a week or more often if required by the Contracting Officer. The doors shall be self-closing. 8.3.4.2. A safety fence will enclose those areas not within the construction fence.
The safety fence will match the base standard (Federal Color Standard #23531) (or bright orange where it protects excavated areas), high density polyethylene grid or approved equal, a minimum of 1.1 m (42 inches) high, supported and tightly secured to steel posts located on minimum 3 m (10 feet) centers. The contractor must remove the fence from the work site upon completion of the contract.
9. UTILITY AVAILABILITY: All reasonable quantities of utilities (water and electricity) will be made available to the contractor without charge. 11.3. AVAILABILITY OF CADD DRAWING FILES: After award and upon request, the electronic “Computer Aided Drafting and Design (CADD)” drawings files will be made available to the contractor for use in preparation of construction data related to the referenced contract subject to the following terms and conditions. Data contained on these electronic files shall not be used for any purpose other than as a convenience in the preparation of construction data for the referenced project. Any other use or reuse shall be at the sole risk of the contractor and without liability or legal exposure to the Government.
The contractor shall make no claim and waives to the fullest extent permitted by law, any claim or cause of action of any nature against the Government, its agents or sub consultants that may arise out of or in connection with the use of these electronic files. The contractor shall, to the fullest extent permitted by law, indemnify and hold the Government harmless against all damages, liabilities or costs, including reasonable attorney’s fees and defense costs, arising out of or resulting from the use of these electronic files. These electronic CADD drawing files are not construction documents. Differences may exist between the CADD files and the corresponding construction documents. The Government makes no representation regarding the accuracy or completeness of the electronic CADD files and the corresponding construction documents. In the event that a conflict arises between the
01000 - 6 of 37 signed and sealed construction documents prepared by the Government and the furnished CADD files, the signed and sealed construction documents shall govern. The contractor is responsible for determining if any conflict exists. If the contractor uses, duplicates and/or modifies these electronic CADD files for use in producing construction data related to this contract, all previous indicia of ownership (seals, logos, signatures, initials and dates) shall be removed.

The Contracting Officer may also use email to notify the contractor of base access condition when emergency conditions warrant, such as blizzards, terrorist threats, etc. Multiple email address will not be allowed. It is the contractor’s responsibility to make timely distribution of all Contracting Officer initiated e-mail with its own organization including field office (s). The contractor shall promptly notify the Contracting Officer, in writing, of any changes to this e-mail address.
12. NOTIFICATION TO THE CONSTRUCTION MANAGEMENT OFFICE (CMO): The contractor shall notify CMO at least seven days in advance of starting all work. This shall include, but is not limited to, notification when the initial work shall begin; when work shall resume after stoppage exceeding three work days; and when work shall begin following all specified exclusion periods. 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. If the contractor desires to work during periods other than above, additional Government inspection forces may be required. The contractor must make his/her request to the Contracting Officer three days in advance of his/her intention to work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the contractor, the actual cost of inspection at overtime rates will be charged to the contractor. These adjustments to the contract price may be made periodically as directed by the Contracting Officer.

The scheduling of design and construction is the responsibility of the contractor. Contractor management personnel shall actively participate in its development. Subcontractors and suppliers working on the project shall also contribute in developing and maintaining an accurate Project Schedule. The schedule must be a forward planning as well as a project monitoring tool. Use the approved Project Schedule to measure the progress of the work and to aid in evaluating time extensions. Make the schedule cost loaded and activity coded.
The schedule will provide the basis for all progress payments. If the contractor fails to submit any schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the contractor submits the required schedule.
