1. DESCRIPTION OF WORK:

1.1 The work covered by these specifications consists of furnishing all plant, labor, equipment, materials, insurance, and duties for performing all operations in connection with replacing water lines to water closet in the LCC as well as replacing the hot water heater and associated plumbing at various Missile Alert Facilities (MAFs) in strict accordance with these specifications and applicable drawings and subject to the terms and conditions of the contract.

1.1.1 The drawings attached to the specifications show the general arrangement and approximate dimensions at the site. THE CONTRACTOR SHALL BE

RESPONSIBLE FOR ACCURACY REQUIRED FOR THE PROPER ACCOMPLISHMENT OF THE WORK.

1.2 PRINCIPAL FEATURES:

1.2.1 This work is in a limited access area below ground which must remain in use during and after working hours, including weekends, Federal Holidays and the workdays Federal Holidays are observed. The work to be performed is in a restricted area. Therefore, the Contractor shall conform to all requirements of MAFB ISI 31-101 and AFGSC 31-108.

1.2.2 The work schedule will be prepared by coordinating with the Contracting Officer to help maximize the efficiency of the Contractor’s schedule. The construction schedule shall be submitted prior to construction beginning as per submittal. Wing operational requirements, both real and exercise, however, take precedence over the scheduling of this work. The site will be worked as determined by the Contracting Officer/Government Representative, without exception. The schedule, once established, shall be considered firm. Certain types of work that require a shutdown of the LCC (see Section 01005-1.7.1) will only be permitted upon advanced coordination with the LCC Capsule Crew and the Government inspector/escort. Contractor will not be permitted to work another site until each site has had a Final Inspection and all punch list items have been completed.

1.3 GOVERNMENT RESPONSIBILITIES IN THESE SPECIFICATIONS: The government shall accomplish or provide the following:

1.3.1 Permits to Construct and Notice to Proceed.

1.3.2 Government inspector/escort.

01005-2

1.3.3 Contract specifications and drawings.

1.3.4 Signed and dated returned submittals.

1.7.4 Concealed Work: All items of work to be concealed shall be Government inspected prior to concealment.

1.7.5 The project specifications must address Asbestos, Lead-Based Paint and PCB concerns when appropriate. Minot AFB, as a facility owner, has the responsibility to ensure that our contractors are aware of asbestos and lead-based paint hazards at our facilities. This responsibility is outlined in the “Right to Know” sections of the Occupational Safety and Health Administration (OSHA) standards 29 CFR §1926.58, General Industry; 29 CFR §1910.1025 General Industry Lead Standard; 29 CFR §1926.58, Construction Industry; 29 CFR §1910.1200 and 29 CFR §1910.1001(j) Communication of Hazards to Employees.

1.7.5.1 Asbestos: Even though no asbestos is expected to be

encountered during this modification Federal law (Asbestos NESHAP regulation) requires that the owner or operator of a demolition or renovation activity, prior to the commencement of the activity, inspect the facility or part of the facility where the renovation or demolition will occur to determine the presence of asbestos, including category I and category II non-friable asbestos-containing material; all regulated asbestos-containing material that will be disturbed as part of a renovation or demolition must be properly removed by state-certified individuals before beginning the project; all asbestos-containing waste material must be properly disposed of in an approved landfill; and the "Notification of Demolition and Renovation" form must be submitted to the Department ten days prior to beginning any demolition activity, whether or not asbestos is present, and for a renovation activity, it must be submitted ten days prior to beginning the removal if more than 160 square feet of asbestos-containing surfacing material or more than 260 linear feet of asbestos-containing thermal system insulation will be disturbed.

1.7.5.2 Lead-based paint: The painted surfaces in the

facilities involved with this project have not been tested for lead-based paint (LBP) and therefore must be assumed to contain LBP exceeding the 1.0 milligrams per square centimeter (m/cm2) or 0.5% by weight. The work under this contract is routine maintenance, not LBP abatement. Occupational Safety and Health Administration (OSHA) standards 29 CFR §1910.1001, General Industry; 29 CFR §1910.1025 General Industry Lead Standard; and 29 CFR §1926.58, Construction Industry will apply in these facilities. Projects involving building improvements, maintenance or repair are not considered a lead-based paint abatement action even if the effect of the work removes or controls lead exposure potentials to the occupants. However, appropriate precautions for protecting occupants and leaving the building clean (clearance) after concluding any work disturbing paint with lead must be considered. Specific training and certification requirements (29 CFR §1926.21

01005-12 or authorized state program requirements) may not be necessary for all projects. Nevertheless, it is strongly recommended that the contractor have appropriate training regarding lead-based paint. The Contractor is responsible for ensuring that no employee is exposed to lead from lead-base paint.

1.7.5.3.1 Sanding, grinding and chipping of lead-

based paint is strictly prohibited. However, if grinding or other prohibited removal methods are required they perform paint removal (whether manual, mechanical, thermal or chemical) in lead control areas using enclosures, barriers, or containments and powered locally exhausted paint removal tools in accordance with U.S. Housing and Urban Development (HUD) specifications.

Collect residue for disposal in accordance with Federal, State and local requirements.

1.7.5.3.2 Lead hazard abatement workers shall be

certified pursuant to 40 CFR 745, Section 226 and shall be responsible for performing the labor necessary to complete the lead hazard abatement activities required in this contract.

1.7.5.3.3 The contractor shall ensure that all

workers are aware of the LBP dangers inherent in the operations under this contract. The contractor shall ensure workers are trained in LBP awareness as outlined in the Occupational Safety and Health Administration (OSHA) standards 29 CFR §1910.1001, General Industry, 29 CFR §1910.1025, General Industry Lead Standard, and 29 CFR §1926.58, Construction Industry.

1.7.5.3.4 The contractor shall ensure building

occupants are not exposed to lead above the OSHA PEL by removing them from the work area, isolating the area with physical barriers and warning signs and, if necessary, providing a containment system to ensure other areas are not contaminated by dust and/or debris. Lead from paint, paint chips, and dust can pose health hazards if not taken care of properly. Lead exposure is especially harmful to young children and pregnant women. Precautions for protecting occupants and leaving the building clean (clearance) after concluding any work disturbing paint with lead must be considered. A comprehensive cleanup and washing of the work area must be performed following the completion of work to ensure all dust and debris is removed in accordance with current regulatory requirements.

1.7.5.3.5 Improperly managed lead-contaminated waste

can pose serious risks. It can contaminate the soil, groundwater, or air.

Minot AFB has the responsibility to ensure that all LBP abatement wastes are disposed of properly. LBP-contaminated construction debris generated from the abatement of non-residential and industrial buildings are regulated by the Resource Conservation and Recovery Act (RCRA), and must be managed correctly.

If not, these wastes can pose serious threats by contaminating the environment, other buildings, or workers’ homes. Minot AFB has the responsibility to ensure that all LBP abatements wastes are disposed of properly. Safe handling procedures are highly encouraged. Currently, EPA excludes the disposal of residential, LBP-coated construction debris from RCRA regulation. However, removed substrate components that contain LBP can be

01005-13 either hazardous or non-hazardous. If a waste is determined to be hazardous, the contractor must ensure the proper disposal of the waste.

1.7.5.3.6 Lead based paint contractors are warned

that unprotected exposure to lead may result in damage to the blood, nervous system, kidneys, bones, heart, and reproductive system and contributes to high blood pressure. Care must be taken to avoid releasing or causing to be released, lead dust into the atmosphere. The Government assumes no liability for damages, personal injuries, illness, disabilities or death to the lead based paint contractor, the Contractor’s employees, and other persons subject to the lead based paint contractor's control or to any other person including members of the general public, arising from, or incident to the purchase, use, disposition, subsequent operations performed on contact with or contributed to in any manner by the lead based paint contractor.

1.8 AVAILABILITY OF UTILITY SERVICES: While utilizing power equipment in the LCEB or tunnel junction, LCC shall be shut. No temporary connections will be permitted, which may be of a semi-permanent nature. All electrical cords shall be unplugged at the end of each work period. All hoses and/or power cords will be removed at the close of work each day so leave all doors, elevator doors, and blast doors may be operated in their normal manner during Contractor non-working hours. Electrical power plug-ins and water connections will be cleared by the Government inspector/escort before they are made. See sheet M-1 General Note 2. Contractor personnel shall strictly comply with the T.O. 21M-LGM30F-12, Safety and Electromagnetic Interference Provisions anytime maintenance is being performed in the LCC.

1.9 COORDINATION AND VERIFICATION OF DIMENSIONS: The Contractor shall be responsible for coordinating his work so as to minimize interference to the operational equipment and personnel in the building, as the facility will remain operational during construction. Extreme caution shall be exercised to prevent damage to the equipment from dust, water, etc. It shall be the Contractor's responsibility to furnish drop cloths and whatever material may be required to keep equipment safe at all times from dust and debris. The Contractor, in a manner in accordance with Federal, State, and County rules and regulations, shall properly dispose of debris off site.

1.9.1 The Contractor shall visit the premises and thoroughly

familiarize himself with the details of the work and conditions prior to starting work. THE DIMENSIONS GIVEN ON THE DRAWINGS ARE FOR GENERAL REFERENCE

ONLY AND SHALL BE FIELD VERIFIED BY THE CONTRACTOR PRIOR TO COMMENCEMENT OF

THE WORK.

1.9.2 Coordinate work of the various Sections of specifications to assure efficient and orderly sequence of installation of construction elements, with provisions for accommodating items installed later.

1.9.3 Verify characteristics of elements of interrelated operating interdependent responsibilities for installing, connecting to and placing in service, such equipment.

01005-14

1.9.4 Coordinate space requirements and installation of mechanical work, which are indicated diagrammatically on Drawings.
