MEMORANDUM FOR ALL OFFERORS

SUBJECT: FA449719RA044, Project No. 1076526, Industrial Washer and Dryer Installation (B515), Solicitation Questions and Answers

1. Does an onsite office trailer need to be established by the contractor after award?

Government Response: No, however, contractor may request a location on or near the site to place a trailer which will be subject to Government approval and the trailer must conform to specifications outlined in solicitation attachment 5, Dover AFB General Requirements.

2. Please provide as-built drawings for B515. We need to know where the sanitary piping is under the slab.

Government Response: Relevant drawings are available in Bldg 600 2nd floor.

3. Is a full-time superintendent required for this contract?

Government Response: A full-time working supervisor is required.

4. Is a quality control manager required for this contract?

Government Response: A full-time working supervisor can also serve as a quality control manager. The contractor is required to ensure quality control throughout the project.

5. Is there a requirement for new signage?

Government Response: No.

6. Is there a requirement for the dryer vent to be enclosed, or a double b-vent type material due to high temps from the dryer?

Government Response: Only if required by selected appliance manufacture.

7. Is there a specific make/model the government is looking to have installed?

• If so, please provide the cut sheets.

Government Response: Continental Girbau washer model EH060 and dryer model CG75-85 have been used on base at other locations. This model or equivalent is acceptable. Product data on the Continental Girbau washer and dryer can be found in Questions and Answers, Appendices A and B.

8. Please confirm that adequate domestic hot water is available to support the new washing machine.

Industrial/Commercial washing machines typically require160-deg. F hot water. Flows can vary, however, we are assuming 16-GPM make-up would be required as a worst-case. Shall provisions be made for a separate boiler to generate adequate make-up flow of hot water for this equipment?

Government Response: Confirmed.

9. Should a hot water holding tank be provided for this system?

Government Response: No additional tank required unless required by appliance manufacture.

10. The existing gas meter is sized for 2,000 CFH, which matches the input capacity of the existing boiler. Should we price changing the gas meter due to the increase in gas consumption of the new dryer?

Government Response: No.

11. Please provide the frequency of cycles per hour and water usage anticipated for this new equipment.

Government Response: Customer will utilize appliances 2-3 times a week. Water usage for this is determined by washer selected.

12. Are any provisions for treatment of the domestic water to the washer to be provided? i.e.

softener, etc.

13. Will any provisions for liquid chemical hook ups need to be considered?

14. Does adequate domestic water pressure exist at the building to serve the equipment? Typically heavy commercial washers require a minimum of 20-PSIG.

Government Response: Yes, Dover AFB water pressure is 60-65 PSIG.

15. Confirm that adequate clearance exists for the service of the equipment in the location provided on the concept within the SOW. Typically service and drain connection are from the rear of the equipment, and the floor sink needs to be accessible for maintenance.

Government Response: During design process if additional clearance is required the openings may be adjusted as necessary.

16. Do the locker rooms need to be operational at all times during construction?

Government Response: Area of work can be temporarily blocked off to allow sinks and toilets to be used in both locker rooms. When connecting to existing utilities ensure utility outage request is submitted in accordance with SOW.

17. Do temporary showering facilities need to be provided?

18. Please provide any information on the existing ceramic tile (wall and floor) that will need to be matched once the walls are reconfigured and new sanitary piping installed.

Government Response: Relevant drawings are available in Bldg 600 2nd floor. Provide in neutral colors.

19. Does the trim at the top of the ceramic tile need to be reinstalled on the newly reconfigured walls?

Government Response: Yes.

20. The light trouffer may need to be modified to install the door. Does DAFB wish to have this trouffer exist above the new door?

Government Response: Finished condition should be similar to current design.

21. Does a light need to be provided above the new washer and dryer?

Government Response: No. A light is installed already above area. Light switch may need to be repositioned due to widening of space.

22. Is there a requirement for an alarm initiating device for the fire alarm system since this is a gas dryer?

Government Response: No alarm system is required.

23. Is an emergency shutdown system required since it is a gas dryer?

Government Response: No shut down system required.

24. Does the washer and dryer need to be tied into the FA system?

Government Response: No alarm system tie in required.

25. Do you have an existing washer and dryer at the location?

26. What are the dimensions of the area in Attachment 3?

Government Response: See Questions and Answers Appendix C, Attachment 3, Dimensions.

Refer to SOW para 3A “The designer shall field verify the information shown on the As-Built drawings as necessary to produce a quality designed project.”

27. Is the locker room entrance door indicated in attachment 4 in red?

Government Response: Existing doors are in “red” on sheets. Doorways will be installed on adjacent wall.

28. What material is the doors and is the doors standard size?

Government Response: Refer to SOW. Existing doors are to be reused.

29. Is the start date 15 days after the awarded date?

Government Response: Reference solicitation section 11, pg. 1 of 29, “The contractor shall begin performance within 10 calendar days…”.

30. Are the contractor responsible for all background checks?

Government Response: To access the site employee and subcontractor information to be provided by awardee to accomplish base badge requests.

31. Is the contractor responsible to replace all the floors within the area of the attachments or just replace that is marked in red?

Government Response: Contractor shall replace flooring damaged during construction.

32. Is it possible to schedule another site visit?

Government Response: Yes. An additional site visit is scheduled for Wed, 28 August, 10 AM. If you plan to attend please send John Porter an email at john.porter.23@us.af.mil that you plan to attend the site visit. Also, please arrive at the Dover AFB, Commercial Gate at 9:30 AM to be signed on base and escorted to Bldg. 515.
