ATACHMENT 1: B910 Location
1. PROJECT SPECIFIC GUIDANCE
1.1. SCOPE
The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to renovate Building 910 on Dover Air Force Base (DAFB), Delaware by replacing fixtures, finishes, toilets, sinks, urinals, and showers in the male and female bathrooms. Project will also include minor repairs on urinal drain line system within the male bathroom.
1.2. LIMITATIONS
1.2.1. One bathroom must be usable at all times during this project. I.e., if the men’s bathroom is in a demolition phase, the women’s bathroom must be usable and vice versa.
1.3. LOCATION
Location of work will be at Building 910 (B910), Dover Air Force Base (AFB), Delaware.
1.4. JOB DESCRIPTION
1.4.1. MALE BATHROOM:
1.4.1.1. Demolish existing restroom to include removal of floor and wall tiles, toilets, urinals, sinks, hand dryers, exhaust fans, partitions, mirrors, and lighting.
1) Recyclable material shall be recycled at Dover Air Force Base Recycling Center. All other materials deposition shall be the responsibility of the contractor IAW AFI 32-4072, Waste Management, Chapter 4.
1.4.1.2. Prepare wall and install new wall tile system in accordance with DAFB Design Guide paragraph 5.24. Wall tile system will consist of approximately 256 square feet of tiling.
1) Wall tiles shall meet the design standards of DAFB Installation Facility Standard
(IFS) Facility Group 2 facilities as identified in the IFS. Wall tiles at a minimum will be 4 inches by 4 inches in size to ease in cleaning. Contractor shall provide samples prior to determination to government prior to installation.
1.4.1.3 Prepare subfloor and install new approximately 256 square foot tile floor system in accordance with DAFB Design Guide Paragraph 5.24.
1) Tile floor system will consist of tiles that are no less than 6 inches by 6 inches and meet Facility Group 2 of the DAFB IFS as cited below in Governing Design and
Construction Documents (Paragraph 2.1). Contractor shall provide samples for
Government approval prior to installation.
1.4.1.4 Install three (3) new urinals in place of existing urinals in accordance with
DAFB Design Guide Paragraph 5.24.
1) Replace drain lines for each urinal to tie into existing main sewage drain for the facility. Contractor will be responsible for access of drain pipes, installation, and repair damage sustained to flooring/walls.
1.4.1.5 Install five (5) new toilets and partitions. Partitions will compliment floor and wall tile system and will be made of solid plastic wall or floor mounted units.
1.4.1.6 Install three (3) rimless under the countertop, mounted, pre-molded solid polymer sinks as described in DAFB Design Guide 5.24.3. Counter top will compliment other installed items; i.e. flooring, partitions, and walls.
1.4.1.7 Install mirror as stated in DAFB Design Guide 5.24.6.
1.4.1.8 Install one (1) contactless hand dryer, two (2) paper towel dispensers, and three
(3) soap dispensers, one above each sink.
1.4.1.9 Install exhaust fans to meet UFC 3-410-03FA requirements as follows: “For lavatories, toilet rooms, locker rooms, and restrooms, at least 4 air changes per hour but no less than 200 CFM; 7 CFM per locker, 25 CFM per water closet or urinal, 50
CFM per showerhead, or 2 CFM per square foot of floor area, whichever is greater.”
1.4.1.10 Install two (2) pre-molded fiberglass shower inserts in the location of existing showers. Ensure concrete support structure is installed underneath the insert to prevent cracking under the typical weight stress expected in showers. Ensure appropriate trap is installed to prevent sewer gas from infiltrating the facility. Seal showers to prevent leaks, and provide accessory hooks and bench to be included in existing changing areas. Shower curtain and changing curtain will also be provided by the contractor. Shower must be complete and usable at completion of the project.
1.4.2. FEMALE BATHROOM:
1.4.2.1. Demolish existing restroom to include removal of floor and wall tiles, toilets, urinals, sinks, hand dryers, exhaust fans, partitions, mirrors, and lighting.
1) Recyclable material shall be recycled at Dover Air Force Base Recycling Center. All other materials deposition shall be the responsibility of the contractor IAW AFI 32-7042, Waste Management, para 4.1, 4.2, 4.3, 4.4, and 4.8 as seen in Attachment 6.
1.4.2.2. Prepare wall and install new wall tile system in accordance with DAFB Design Guide paragraph 5.24. Wall tile system will consist of approximately 256 square feet of tiling.

1.4.2.9 Install ONE (1) pre-molded fiberglass shower insert in the location of existing shower. Ensure appropriate trap is installed to prevent sewer gas from infiltrating the facility. Seal showers to prevent leaks, and provide accessory hooks and bench to be included in existing changing areas. Shower curtain and changing curtain will also be provided by the contractor. Shower must be complete and usable at completion of the project.
1.4.2.10 Remove suspended ceiling system and replace with appropriate gypsum board ceiling to match male restroom. Lighting sufficient for space shall be provided in a similar design to lighting fixtures in male restroom.
1.5 ENVIRONMENTAL
1.5.1 HAZARDOUS MATERIAL USAGE: Contractors must submit to the associated Contracting Office the information and supporting documentation (including Material Safety Data Sheets (MSDSs)) necessary to obtain HAZMAT usage authorization. Report data on HAZMAT used during the performance of the contract at intervals and in the format specified by Dover AFB.
1.5.2 AFFIRMATIVE PROCUREMENT: Affirmative Procurement (AP) is the name given to the federal program to strengthen efforts to protect the environment and promote economic growth through the purchase of recycled and other environmentally preferred products.
Federal government procurement and use of recycled products, especially re-refined oil, can reduce our nation's dependency on foreign governments for raw materials.
1.5.3 RECYCLING OF CONSTRUCTION DEBRIS: The Contractor and Dover AFB representatives shall make every attempt to recycle as much construction debris as possible and within financial reason. The Contractor shall utilize the provided Dover AFB recycling avenues for scrap metal and recycle other recyclable materials through own means
1.5.4 EXCESS SOIL REQUIRING DISPOSAL GUIDELINES: No excess soil shall be removed from Dover AFB by the contractor unless it has been sampled for contamination and approved by Dover AFB. The Contractor shall be required to arrange for sampling and disposal off base (at contractors expense)
1.5.5 DISPOSAL OF ENCOUNTERED GROUNDWATER: No groundwater shall be removed from Dover AFB by the Contractor unless it has been sampled for contamination and approved by Dover AFB.
1.5.6 CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEM: The
Contractor shall perform work under this contract consistent with relevant policy and objectives identified in the Dover AFB environmental management system (EMS) applicable for this contract. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the Dover AFB EMS and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals.
1.5.7 AIR PERMITTING: State of Delaware regulations pertaining to air pollution require the permitting of permanent placed equipment prior to installation. The following items require a construction permit prior to equipment being placed on the construction site.
1.5.7.1 Emergency generators with capacity greater than 450 kilowatts.
Boilers supplied by Natural Gas, LP gas, or other desulfurized fuel gas and have a rated heat input of less than 15 million British-Thermal Units (BTUs) per hour.
Boilers utilizing any petroleum based fuel with a rated heat input of less than 10 million British- Thermal Units (BTUs) per hour.
Project specific equipment identified in the construction documents.
1.5.8 HAZARDOUS MATERIALS AND HAZARDOUS WASTE ACTIVITIES
REQUIREMENTS:
1.5.8.1 To the extent required by other sections of this Statement of Work, the Contractor shall sample, test, remove, and dispose, all hazardous material and hazardous waste debris generated in the course of the work in accordance with applicable Federal, State, Local and these contract requirements. The Contractor shall provide all hazardous materials use and hazardous waste disposal documentation to the Base Civil Engineer, and shall register with the Hazardous Materials Pharmacy program (if available) at the installation to ensure appropriate and efficient tracking of the Contractor’s hazardous material purchases, inventories, use, and releases such as required by the Emergency Planning and Community Right-to-Know Act
(EPCRA), Executive Orders, or any installation reporting requirements. The Contractor shall also comply with Federal, State, and Local requirements for any task involving the transportation of hazardous wastes and/or contaminated materials to off-site treatment, storage, and/or disposal facilities. This includes 40 CFR 260, 49 CFR 172, 173, 178, and 179, and all other applicable Federal, State, and Local transportation regulations.
1.5.8.2 For any areas where hazardous materials will be disturbed, the material must be handled in accordance with the requirements of the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the State of Delaware regulations. There is no requirement to remove hazardous materials prior to demolition activities for this type of building in the State of Delaware, but contractors need to be made aware of the possible existence of hazardous materials so their workers and the environment can be adequately protected. Regulations established by OSHA must be adhered to during work which involves building components containing hazardous materials in detectable amounts. Employers are required to use engineering controls and special work practices to reduce worker exposure at or below the permissible exposure level (PEL). It also triggers several requirements regarding exposure monitoring, biological monitoring, and employee training when a worker is exposed to airborne levels at or above the PEL. All hazardous materials are to be handled and disposed of as hazardous waste unless toxic characteristic leaching procedure (TCLP) testing is performed and indicates otherwise. Whenever renovation or demolition is performed on painted components, an attempt should be made to control dust. Any component containing hazardous materials in detectable amounts also has the ability to produce hazardous dust when it is disturbed.
1.5.8.3 Screening for Asbestos Containing Material (ACM) has not been conducted on this facility. It is assumed that there may be ACM involved in the work. However, the Contractor is responsible for providing screening for ACM (sampling and testing) of existing areas affected by the work as it determines necessary to prosecute the work required under this contract. ACM screening shall be performed as the initial design effort. However, in the event that this screening reveals the presence of ACM, which must be removed as incidental to the work, the contract shall contact the Contracting Officer for direction.
1.5.8.4 Screening for Cadmium, Chromium, and Lead-based paint (LBP) has not been conducted on this facility. It is assumed that there is no existing LBP involved in the work.
However, the Contractor is responsible for providing screening for LBP (sampling and testing) of existing areas affected by the work as it determines necessary to prosecute the work required under this contract. LBP screening shall be performed as the initial design effort. In the event that this screening reveals the presence of LBP, the contractor shall include costs for protection of his workers in the proposal. However, in the event that this screening reveals the presence of ACM, which must be removed as incidental to the work, the contract shall contact the Contracting Officer for direction.
1.6. PERIOD OF PERFORMANCE
The period of performance will be 90 days after notice to proceed. Negotiable.
1.7. GOVERNMENT-FURNISHED INFORMATION, EQUIPMENT, MATERIAL,
PROPERTY, AND PERSONNEL.
1.7.1. INFORMATION – The Government may provide information in the form of available plans, reports, maps, and drawings as necessary to facilitate accomplishment of the work required in this Statement of Work. The Government may furnish electronic copies of available As-Built drawings that are pertinent to the facility involved upon contract award. However, these drawings are not warranted to show conditions as they actually exist. The designer shall field verify the information shown on the As-Built drawings as necessary to produce a quality-designed project.
1.7.2. EQUIPMENT – None provided.
1.7.3. MATERIAL – None provided.
1.7.4. PROPERTY – None provided.
1.7.5. PERSONNEL – Government will provide escorts.

2.3. DESIGN REQUIREMENTS
2.3.1. Project Management Plan (PMP) – Due within 15 calendar days after contract award.
2.3.2. Pre-Construction Conference (PRECON) – The Contracting Officer or designated representative shall conduct a PRECON at Dover Air Force Base, Delaware. This meeting will involve all stakeholders, allowing the Government and Contractor to discuss a complete overview of the project and any specific concerns. Importantly, a Notice to Proceed (NTP) may be issued at this meeting.
2.3.3. Design Submittals
2.3.3.1. 100% Design Submittal – Due within 30 calendar days after PRECON. To include fully edited specifications, complete drawings, and Basis of Design. Design document submissions shall include the following:
1) Table of Contents
2) Executive summary of the scope of all work
3) Minutes and sign-in sheets of all meetings pertaining to the development of the design
4) Previous Government review comments and Contractor responses
5) Design Analysis (Basis of Design) and appropriate engineering calculations
6) Design drawings and specifications
7) Schedule of submittals for material approval.
2.3.3.2. 100% Design Review Meeting – Due 15 calendar days after the 100% Design Submittal. These meetings will include all relevant base points of contacts (POCs) and Contracting Personnel on an as needed basis. These meetings will cover the design review comments made on the current design submittal and will include any pertinent issues which could affect future progress. The following items shall be covered:
1) Meeting attendees and contact information
2) Review and resolution of design review comments
3) New business
4) Schedule
2.3.3.3. Final “Issued for Construction” Design Submittal – Due within 15 calendar days after 100% Design Review Meeting. Includes signed and sealed final specifications, drawings, and Basis of Design. Submit all items electronically using the following hard copies: 2 half size drawing sets, 2 copies of specifications, and 2 copies of the Basis of Design.
2.4. CONSTRUCTION REQUIREMENTS
2.4.1. In accordance with (IAW) United Facilities Guide Specifications (UFGS) 01 33 00 Submittal Procedures shall govern construction submittals.
2.4.2. PERMITS – The Contractor is responsible for all applicable permits, licenses, and certificates required to perform and execute this contract.
2.4.3. CONSTRUCTION PROGRESS MEETINGS – The Contractor shall perform Construction Progress Meetings with meeting minutes provided to Contracting. These meetings will include all relevant Base POCs and Contracting Personnel on an as needed basis. These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future work progress. The following items shall be covered:
1) Meeting attendees and contact information
2) Change Orders
3) Requests for Information
4) Material Submittals and updated Submittal Register
5) Updated schedule
2.4.4. WORKSITE ACTIVITIES AND COORDINATION –
1) The Contractor shall coordinate worksite activities with all applicable personnel to ensure the protection of human health and the environment; the prevention of damage to property, utilities, materials, supplies, and equipment; and the avoidance of work interruptions. The Contractor shall provide physical security to work areas with security equipment and personnel.
2) The Contractor shall be responsible for protecting the lives and health of employees and other persons on the work site; preventing damage to property, materials, supplies, and equipment, avoiding work interruptions and complying with Occupational Safety and Health Administration (OSHA) safety and local safety office requirements. The Contractor shall perform all operations in a prudent, conscientious, safe and professional manner and conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
The Contractor shall maintain documentation supporting training records on site and have written Health and Safety Plans on site and available for workers and/or regulatory review. The Contractor shall provide the Contracting Officer (CO) copies of any OSHA report(s), regarding a project site, submitted during the performance of this contract. .
3) The Contractor shall record and report promptly (within 1 hour) by telephone, facsimile or other direct means to the CO, Contracting Officer Representative (COR), the Base POC, and to the military installation’s Safety Office, all available facts relating to each instance of damage to Government property or injury to either contractor or Government personnel. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, preserve evidence until released by the accident/mishap investigative authority through the CO, and immediately report the incident to the Fire Department at 911. If the Government elects to conduct an investigation of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in conducting of the investigation until it is completed.
4) The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on federal property.
2.5. CONTRACT ADMINISTRATION REQUIREMENTS
2.5.1. SCHEDULE, AF FORM 3064 – The Contractor shall prepare and submit, for approval, by the Contracting Office (CO), a work breakdown structure. The work breakdown structure shall be used to report the cost and schedule status for this project. All tasks required under this type of contract shall be included in the work breakdown structure.
2.5.2. PROGRESS REPORTS, AF FORM 3065 – Contractor shall complete biweekly Contract Progress Reports throughout the contract period. The work elements and percentages of the total job identified on the AF Form 3065 shall be identical to the work elements and percentages indicated on the AF Form 3064. Each invoice should be based on the most recent approved 3065 and will be entered through Wide Area Work Flow (WAWF). The AF Form 3064, AF Form 3065, and invoice shall all cover the same period of time.
2.5.3. NOTIFICATION REQUIREMENT – The Contractor is required to notify the Contracting Officer and the Project Manager of critical issues that may affect life, health, safety, contract performance, or the environment. Verbal notification should be made immediately followed by written notification as soon as practical.
2.5.4. TRANSMITTAL FORM – Use AF Form 3000 Material Approval Submittal as the transmittal form for both design and construction submittals.
2.6. SECURITY AND ANTITERRORISM
2.6.1. SECURITY:
1) All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental Installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
2) At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
3) The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the Installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
4) Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
5) The contractor shall submit any request for compensation on delays to the Contracting Officer for approval. The contractor shall notify the Contracting Officer or authorized representative as soon as the contractor realizes/determines of any potential delays in accordance with the terms and conditions of this requirement.
6) All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.
2.6.2. CONTRACTOR BADGE POLICIES:
1) All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies base point of contact. The Contracting Squadron Office or base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW OPlan 31-
101. As a minimum the ORM will be submitted 10-days prior to the requested date of employment.
2) All contactor employees who’ll be granted unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the Installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.
3) DAFB Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to 436 SFS, Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, immediately contact the 436 SFS, Pass and Registration office. The badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron (436 SFS), Pass and Registration office and submit a new request for badge before a new badge can be reissued.
4) 436 CONS or base point of contact will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated. The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact 436 SFS directly regarding badge denial.
2.6.3. INSTALLATION ACCESS:
1) The contractor shall obtain personal contractor identification badge for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicted on their contractor badge.
2) Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.
3) During Force Protection Condition (FPCON) Normal and Alpha, personnel without base issued badges must be sponsored onto the installation.
4) During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
5) During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended as the direction of the Installation Commander.
6) Antiterrorism Awareness Level I Training: (select applicable category based on type of contractor support)
7) DoD Contractors supporting a Base Service Contract (e.g., Custodial Services, Ground Maintenance, etc.) are highly encouraged to complete AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the―Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html for individuals without access to government Non-classified Internet Protocol Router Network (NIPRNET) computer and who do not possess a CAC card.
8) DoD Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction on the installation should consider completing AT Awareness Level I training IAW AFI 10-245, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html
9) IMPORTANT: The standalone course MUST be completed on the computer in which it is started. Course progress is not transferable between computers. The standalone course does provide a completion certificate but will not be tracked on JKO and no record will be maintained. AT Awareness Level I Training should be provided by the requiring unit after contract award or the sponsoring organization.
2.6.4. FLIGHT LINE DRIVING: Contractors will not be required to operate on the airfield.
2.6.5. DOVER AIR FORCE BASE PERMITS:
1) AF Form 103 “Work Clearance Request”. This form is used to coordinate the required work with key Dover Air Force Base activities. The Work Clearance Request is required for any excavation on the installation, regardless of depth, and is used for any work that may disrupt aircraft or vehicular traffic flow, Base utility services, protection provided by fire and intrusion alarm systems, or routine activities of the installation. The contractor shall follow the procedure as indicated on the form.
2) Utility Outages and Road Closures. Approval is required to be obtained from the Government prior to initiating any utility outage, road or lane closure, or parking lot closure in accordance with a previously arranged schedule. The Contractor is responsible for notifying the Base Civil Engineer at least 21 days in advance of the http://jko.jten.mil/courses/atl1/launch.html http://jko.jten.mil/courses/atl1/launch.html intended outage or closure. For road or lane closures submit proposed temporary traffic control design for approval prior to the closure. Temporary traffic control design including signs and devices for road and lane closures shall be provided in accordance with the requirements of the Federal Highway Administration “Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD)”, latest edition.
3) Crane Permits. Approval is required to be obtained from the Government prior to erecting any crane. The Contractor is responsible for notifying the Base Civil Engineer at least 60 days in advance of the intended dates of crane usage.
Notification will include the maximum crane height (i.e., the maximum vertical height above grade that the crane boom tip will be operating in accordance with the proposed lift plan), crane location(s), and proposed starting and ending dates of crane use. Dover AFB will submit and obtain approval from the appropriate approval authorities. The Contractor shall comply with all requirements of the approved crane permit.
4) Burn Permits. Prior to any soldering, brazing, torch cutting, and welding, the contractor must obtain a signed AF Form 592, USAF Welding, Cutting, or Blazing Permit, from the Dover AFB Fire Department, Technical Services Element. When any of these activities take place in or near a combustible facility or materials, the contractor shall prepare and submit a fire protection plan for approval. The approved plan shall be in place prior to proceeding with the work. If any fire detection or suppression system devices need to be disabled, the contractor shall coordinate with the Government and schedule the disabling of the devices by the Base Civil Engineer (BCE), and shall notify the Government upon completion of the work to have the BCE place the system back into service. A fire watch must be present when life safety systems are disabled.
5) Radioactive material Access Requirements. Contractor use of radioactive material on Dover AFB must be approved in advance. The contractor shall not store radioactive material on Dover AFB. The contractor shall remove radioactive material from Dover AFB each day. The 436 AMDS/SGPB Bioenvironmental Engineering is the Dover AFB Radioactive Material Access Authority. At least 30 days in advance of material being brought onto Dover AFB, the contractor shall submit the following information to the Base Contracting Officer for approval by the Base Radiation Protection Officer.
