Summary of Site Visit (if applicable) A site visit was conducted on 29 May 2019 at 1:30 PM (EDT) at the Dover Air Force Base for project- 1076957 - Repair B262 Innovation Lab.

Question Answer

1. Is the site visit mandatory in order to submit a proposal? No, site visits are not mandatory.

2. SOW states existing columns to have plastic casing and gypsum removed to expose concrete columns.

a) Are the proposed electrical outlets at the base of the existing columns to be surface mounted with wire hide raceway?

b) Does this include every column on the first floor in B262?

c) Does this include columns on any other floor in B262?

a) Yes, the outlets are to be surface mounted with wire hide raceway.

b) Yes, this includes every column on the first floor in B262.

c) No, this does not include any columns on other floors of B262.

3. Do the existing concrete columns and staircase need to be patched and/or repaired in anyway when exposed?

Measures must be taken to create a smooth finish on the concrete columns and stairs to include grinding if necessary.

4. Do the existing concrete columns require painting after exposed like the staircase?

The concrete columns must have a smooth finish. They do not need to be painted. The staircase does not need to be painted either. The SOW states that the railing of the staircase needs to be painted but not the stairs themselves.

5. Which staircase is being referenced in the SOW for removal of rubber covering and paint to match existing railing?

The staircase being referenced in the SOW is the one in the large open area leading from the 1st floor to the 2nd floor, near the "stage" in the new floor plan.

6. Is a full time superintendent and quality control manager required for this project?

Per the Dover Air Force Base Design Guide paragraph 1.14, the contractor quality control system manager or designated alternate shall be on the site at all times during construction.

7. Will an exterior laydown area be provide for the contractor?

Depending on the contractor's needs, a temporary laydown area may be provided. Specifics may be discussed at a later date on a case by case basis.

8. Is there any known asbestos or lead base paint in any of the existing construction material?

Per the SOW paragraphs 4.7.6.3 and 4.7.6.4, there is no known or expected asbestos or lead-based paint (LBP) abatement required in this project. If any potential asbestos containing material or LBP is found during construction, cease work immediately and notify the project manager for direction.

9. Several breakers in the MDP are not labeled, but were in the “on” position. Confirm if there are any spare breakers in the

MDP.

Yes, there are spare breakers in the MDP.

10. SOW states that no plumbing is required, however confirm if support for the new HVAC system to include floor drain within the new MER is required.

Yes, adequate support will be required for the new HVAC components per the DAFB Local Design Guide and Unified Facilities Criteria (UFC) 3-410-01.

11. The existing mechanical room is inadequately sized to support the new air-handling unit, therefore a new mechanical room will be required. Confirm that an area within the building can be taken over from the user to accommodate the new system.

Yes, the area directly on the east side of the existing mechanical room on the first floor will be designated for the air-handling unit.

12. Confirm it is acceptable to remove a window and turn it into a louver for air intake. Yes, this is acceptable.

13. SOW calls for a variable air volume air handling unit at 3,000-CFM, however no provisions for zone air distribution boxes (VAV) are listed in the requirements. Our understanding from the walkthrough is that the intent of this new systems is for fresh air introduction and building pressurization. Please confirm the following:

a. The system should be sized and designed to operate as a dedicated outdoor air handling unit for 3,000-CFM of outdoor air.

b. System can utilize a variable frequency drive for soft-start on the motor, however please confirm that variable air volume (VAV) system operation is not required. Alternately, define the number of zones anticipated to be required, and/or a zone distribution plan for new VAV boxes.

c. A dedicated outdoor air system will need to discharge air at dew point in order to keep from injecting humid air into the building on a dew point design day. Normally these systems require a means for reheat to keep from sub-cooling the conditioned spaces. ASHRAE 90.1 prohibits simultaneous heating and cooling from mechanical means, which would exclude the use of building heating water or electric heat during the summer months. Without a DX system with integral hot gas reheat capabilities for free-heating, or exhaust/relief air for desiccant wheel energy recovery, mechanical reheat would be necessary. Please advise if the energy code requirements will be waived for this project.

a. Yes, the system should be sized and designed to operate as a dedicated outdoor air AHU for 3,000-CFM of outdoor air.

Please see the revised SOW for more details.

b. Correct, VAV system is not required. Per the revised SOW we will not be using zones. Each floor will have a single diffuser at the point where ductwork leaves the dumbwaiter shaft to purpose the entire floor.

c. This project will require and allow mechanical reheat.

14. No analysis regarding the existing chiller capacity is required by the SOW, nor is modifications to the existing chiller to support the new air handling unit. Confirm that the existing chiller has adequate capacity to accommodate connection of additional outdoor air load as defined above.

Yes, the existing chiller is a 52 ton chiller and has adequate capacity to accommodate the HVAC upgrades.

15. Confirm that no provisions for return air ductwork is required, as this system shall operate as a dedicated outdoor air handling unit sized at 3,000-CFM.

Correct, no return air ductwork is required.

16. Upon removal of the equipment for the dumbwaiter shaft, there will be large holes in the shaft wall from the access doors. Shall the access doors remain, or should these holes be infilled? If they are to remain, what are the requirements for securing them?

The dumbwaiter shaft connects 3 floors, which would imply that it’s a 2-hour fire rated shaft wall enclosure. Confirm that any ductwork penetrating the shaft wall enclosure would require combination fire/smoke dampers in accordance with IBC-2015, Chapter 717.5.3. Confirm if an existing addressable fire alarm system exists in the building to accommodate and if these should be utilized for integration, or if stand-alone devices with manual reset is desired.

The holes from the access doors should be infilled. The ductwork penetrating the shaft will indeed require combination fire/smoke dampers in accordance with IBC-2015. There is an existing fire alarm system in the building that should be used for integration.

17. Confirm if outdoor air is required to be ducted directly to each of the perimeter spaces, or if it is to only be dumped into the corridor. The scope implies that the outdoor air would only go into the corridor, whereas supply to each space would require additional ductwork and air devices to accomplish minimum code required ventilation to each space per ASHRAE 62.1.

See the revised Statement of Work. Outdoor air will be ducted into the corridor on each floor.

18. Confirm that ductwork the length of the building on the 1st floor is required, or if it only needs to terminate at the end of the hallway on the West end of the building.

The ductwork can terminate at the end of the hallway on the west end of the building if there will be adequate air flow in all areas of the 1st floor, including the room on the west end of the building.

19. Confirm that integration for combination fire/smoke dampers on the shaft wall penetration, as well as duct smoke detectors on the air handling unit will need to be either integrated, or operate as stand-alone devices.

The fire/smoke dampers will need to be integrated with existing Trane control system ensemble.

20. Confirm if controls and integration into the DAFB building automation system is required, or if the system should operate as a stand-alone piece of equipment.

Yes, the system should be integrated into the EMCS shop.

21. Will safety nosing need to be installed on the steps where the rubber coverings are removed? Yes, safety nosing will need to be installed.

22. Will the concrete treads and/or risers need to be painted? No, but measures must be taken to create a smooth finish on the concrete stairs to include grinding if necessary.

23. Is the office area to receive epoxy also or will the floor finish be carpet?

The entirety of building 262 1st floor will be epoxy coated flooring, to include the office area.

24. Where is ceramic tile being removed?

Ceramic tile will not be removed. The SOW references the removal of ceramic tile floor cove base. This is simply the remaining cove base at the bottom of the walls which will be replaced by the new vinyl cove base.

25. 10 day design time is not realistic, can this time frame be extended? Yes, design time is negotiable.

26. Will all walls be painted new? No, the existing paint will remain on the walls.

27. Will the popcorn finish on ceiling and piping need to be painted? No, the popcorn finish on the ceiling and piping will remain.

28. Will the entire floor plan be epoxy? Yes, the entirety of the 1st floor will be epoxy flooring.

29. Will existing windows need to be ATFP compliant? No upgrades will need to be made to existing windows within the facility.

30. Are Communication outlets required for this project? The DAFB Design Guide requires a comm outlet at each power outlet.

Yes, communication outlets will be required per the Dover Air Force Base Design Guide, paragraph 11.3.1.

31. Will hard ceilings need to be reinstalled after the duct runs are installed, or are drop ceilings sufficient? Drop ceilings will be sufficient.

32. Is the POP negotiable for this project? With adding design time, this will shorten the construction period. The lead time for an AHU can be 8-12 weeks AFTER submittal approval.

Yes, as stated in block 11 of the solicitation, the PoP is negotiable.
