About this file

This document contains questions and answers related to a solicitation for repairing black feeder switches from a medium-voltage electrical distribution system at an Air Force base in Europe. The solicitation requires replacing ten existing switches ranging in size from 35-1/2 inches by 58-1/2 inches to 67 inches by 60-3/4 inches. The work includes demolition, concrete work, and installing new switchgears that are Federal Pacific type PSI/II or equivalent from the same manufacturer and painted green. Bidders should note the short circuit rating provided is asymmetrical, switches may be a combination of components connected by cable, and existing cables and terminations are suitable for reuse. Dimensional data and drawings of the existing switches are available online or from the government upon request.

1.Can you confirm the 22.4 kA symm short circuit rating listed in the specifications are correct?

(suppliers have commented to us that the short circuit rating appears to be extremely high and have asked us for confirmation.)

Government answer: 22.4 kA is the short-circuit current rms asym (asymmetrical) instead of sym.

2.Manufacturer's are asking for clarity regarding the type of switches required.

SECTION 01 11 00 Page 3 - calls for "...switchgears shall be Federal Pacific type PSI/II or equivalent (all from the same manufacturer)"

Note: PSI/II is live-front gear (lugs with stress cones).

SECTION 26 13 01 Page 6 Calls for

2.1.5 Dead-Front High-Voltage Bushings IEEE 386. 15 kV, 95 kV BIL. Provide 600 ampere one-piece deadbreak apparatus bushings for each switched way.

Note: dead-front (uses elbow connections not lugs with stress cones).

Which type is specified?

Government answer: Switchgear shall be Federal Pacific type PSI/II or equivalent in accordance with E-601 (multiple types needed), all from same manufacturer.

3.Equipment S-130 calls for 2 compartments to be added to an existing 6 compartment mid-voltage switch. A few manufacturers have noted that an 8 compartment switch is atypical. Can this be accomplished by combining multiple mid-voltage switches that would be cable connected?

Government answer: New switch S130 shall be six (6) compartments as shown on drawing E-

103. Drawing E-602 is our current one line schematic. We’re changing from a four compartment to a six compartment switch.

4. Are bidders to also include the cost of providing a complete concrete topping above all existing slabs which do not currently protrude 4" above grade? (Pictures indicate that some cslabs are at grade) If yes what is the required thickness?

Section 3.3 (e). States "Install top of concrete slab approximately 4 inches above finished grade. Provide edges above grade 1/2 inch chamfer."

Government answer: No.

5. Can the Gov't provide dimensional data and/or existing shop drawings for the existing switches?

Government answer:

S040 67” W x 58-1/2” D S120 70” W x 76” D S130 66” W x 55” D S140 67” W x 58-1/2” D S150 67” W x 60-3/4” D S160 67” W x 58-1/2” D S170 67” W x 58-1/2” D S180 67” W x 60-3/4” D S190 67” W x 60-3/4” D S500 35-1/2” W x 58-1/2” D

All the above information is available on manufacturer’s websites.

6. Are we to assume that the existing medium voltage cables and terminations are all suitable for reuse?

Government answer: Yes.

7. Can the Gov't provide a picture of S130 and S140 (only two switches without a picture on the drawings)?

Government answer: No. Technical details already provided in project drawings.
