Questions and Answers for FA448619RA006

Question 1: ECP Plates (Section 01 11 00 Page 5): What are the dimensions of each plate, the RAL, font and size of the letters? Is it possible to provide a layout of each?

Answer: The contractor must survey the existing plates and produce new ones to match existing, namely dimensions, RAL, font and size of letters. CENP doesn’t have an available layout to provide.

Question 2: There are different descriptions regarding the CMU wall on the SOW and Drawings. Can you please clarify which one is correct?

a. «Stucco side not to be painted» (section 01 11 00 Page 6)

b. «General: block side of walls finish and paint to match existing.» (drawing #8)

Answer: The block side of the walls shall be stucco. No painting shall be done over the stucco.

Question 3: Also on Drawing #8 it states «Azorean rock on both sides of the Wall» (3) can you confirm that the core of this Wall is in CMU?

Answer: Confirmed.

Question 4: According to the description «one at the entrance and one per direction change» and figure

3 (of section 01 11 00 Page 7) we count a total of 5 electrical junction boxes in T‐ 715 instead of 3 as stated.

Can you please clarify this?

Answer: 3 junction boxes will be needed for the exterior. Inside building T‐715 the number of junction boxes may increase, depending on the path chosen by each contractor in its proposal. The proposed path in figure 3 is only schematic. (Section 01 11 00 – “T. Supply must include, but not limited to:”)

Question 5: On GG. (section 01 11 00 page 8) It states «2 meter free height from ground to bottom of the plate» on II. It says «All vertical traffic sign poles shall have a “free heigh” of 2.20M», which one should we consider?

Answer: The free height shall be of 2.20 meters, and not 2.00 meters.

Question 6: Regarding Volume III of the proposal: Past Performance, is it possible to add projects that are still in performance to the PRQ list?

Answer: Past Performance includes current/on‐going performance that is complete by 70% or greater.

Question 7: According SOW, Spec Section 01 11 00, Parag. 1.2.1.2 Q it states “… Stucco side not to be painted” however at DWG 8 of 10, it states “Block side of walls finish and paint to match existing” Please clarify if the stucco side of the CMU wall is to be painted or not.

Answer: The block side of the walls shall be stucco. No painting shall be done over the stucco.

Question 8: At solicitation document, page 30 it states “1ª Categoria – Subcatgory “ 1ª Vias de Circulação rodoviaria e aerodromos” Howevre, 1ª Vias de Circulação rodoviaria e aerodromos is under 2ª Categoria not 1ª Categoria. Please clarify.

Answer: Correct. It should have been stated: o “2a Categoria” – Subcategory “1a Vias de Circulacao rodoviaria e aerodromos” minimum class 2. Check Amendment FA448619RA0060001.

Question 9: At solicitation document, Section L, 2.1 Volume I, page 30 it states “1ª Categoria – Subcatgory

“ 1ª Vias de Circulação rodoviaria e aerodromos” However, 1ª Vias de Circulação rodoviaria e aerodromos is under 2ª Categoria not 1ª Categoria. Please clarify.

Answer: Correct. It should have been stated: o “2a Categoria” – Subcategory “1a Vias de Circulacao rodoviaria e aerodromos” minimum class 2. Check Amendment FA448619RA0060001.

Question 10: In reference to solicitation document, Section L, 2.3 Volume III, if the project(s) included under Performance Relevancy Questionnaire (PRQ), Exhibit A are available at CPARS, it will not be required to submit the Past Performance Questionnaire (PPQ), Exhibit B correct?

Answer: Correct. This pertaining to all construction projects with the US Government.

Question 11: Regarding the GPR Scan is it necessary to georeference the underground infrastructures?

Answer: There are several methods foreseen in the SOW, including GPR scanning, to identify underground facilities. Please read “3.7.3 Utilities Within and Under Concrete, Bituminous Asphalt, and

Other Impervious Surfaces” of SECTION 01 35 26 and “1.5 Location of Underground Utilities” of SECTION

01 11 00 and let me know if any specific questions come up.

Question 12: Regarding the crash arm in the specs it is a swing arm, are you willing to accept a “drop arm” meeting the required ratings?

Answer: The SOW states that the Crash Arm shall “Swing vertically”. Also, the Government Drawings state that the “Crash Arm shall open vertically”. The Contractor must comply with these requirements.

Question 13: Does the crash arm needs to be DOD approved?

Answer: The Government Drawings (sheet n. 9) state: “crash arm, provided by a DoD certified manufacturer”. The Contractor must comply with these requirements.

Question 14: Regarding the «F.O.E. crate» as stated in drawings and SOW, we need more information’s and detail so we can request quotes for a new one. Can you please provide more information? Like dimensions, angles, the type of system to secure it to the concrete, the deept of the “crate”, etc…

Answer: The new F.O.E. crate shall match existing, namely dimensions, angles, depth, materials and fixation. Contractor shall survey the existing one to obtain this data.

Question 15: The left view in the drawing states 6.5 Meter and the right view shows even more at a 7.5 meter on the foundations. Can you specify the opening length required?

Answer: That is correct, this question addresses an issue in sheet 9 of the Government Drawings –

“Project Details”. The “New ECP Crash Arm shall have 7.5 meters of “clear travel lane”.
