COMBINED SYNOPSIS/SOLICITATION

REQUEST FOR QUOTE FA448619Q0001

UNINTERRUPTABLE POWER SUPPLY (UPS) MAINTENANCE

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation FA448619Q0001 is being issued as a Request for Quotation (RFQ) for Lajes Field, Azores, Portugal. This procurement is a full and open competition, with a NAICS code of 811213 Communication Equipment Repair and Maintenance.

The Government intends to award a Firm-Fixed-Price Contract, in accordance with FAR 16.202.

A single award will be made as a result of this solicitation. Please be advised that this RFQ in no manner obligates the Government regarding award of a contract that results from the issuance of this solicitation.

This is a solicitation for UPS Maintenance services, to include preventive and remedial maintenance, emergency calls, and replacement parts, in accordance with the Performance Work Statement (PWS), attached to this solicitation. A complete list of the equipment to be maintained is provided in Appendix C of the PWS.

Vendors must be registered in the System for Award Management (SAM) database at www.sam.gov to be considered for award.

The Government will hold a meeting with any interested vendors to go over the solicitation requirements, the PWS and answer any questions that may arise on 31 January 2019, 02:00PM

52.217-8 -- Option to Extend Services

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 calendar days.

52.217-9 -- Option to Extend the Term of the Contract

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 calendar days, provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL

ITEMS

1. To ensure timely and equitable evaluation of quotes, vendors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this combined synopsis and solicitation. Vendors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Failure to meet a requirement may result in the quote being ineligible for award. The response shall consist of two

(2) separate parts: PART I – Price Quotation and PART II – Technical Capability.

2. Quotes may be submitted by hand receipt, mail or email in response to this RFQ. The content and page size of electronic copies must be identical to the hard copies. For mail deliveries, the following addresses shall be used:

3. Vendors are cautioned to submit all the information and in the specific format requested. The Government reserves the right to conduct interchanges with some, all, or none of the vendors. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes.

PART I – Price Quotation

(a) Complete and return the Price Schedule and your company’s information as required in

Attachment 2.

(b) All prices shall be submitted in EURO.

(c) Vendors must agree to hold their prices valid for sixty (60) calendar days after the due date of this solicitation.

PART II – Technical Capability

(a) Vendors shall have a minimum of three (3) years’ experience and must provide a qualification summary to demonstrate the qualifications and references to support it.

(b) Vendors must provide at least three (3) references occurring within the last (3) years for whom they have performed similar services. These references can be of past or current contracts.

(c) Each reference must contain the following:

- Company name

- Point of contact (at a minimum, include name, telephone and e-mail address)

- Brief description of services contracted

- Period of performance

ADDENDUM TO FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS

1. Quotes will be evaluated in accordance with FAR 13.106, which will be based on price and technical evaluation factor. The Government will award the contract to the vendor with the lowest technically acceptable price.

PART I – Price Quotation

(a) All quoted prices will be determined by multiplying the quantities by the quoted unit price for each Contract Line Item Number (CLIN) to confirm the extended amount and the total amount. Failure to include a price for each CLIN may exclude the vendor from further consideration for award.

(b) The total evaluated price will include all option periods. The price evaluation will document the reasonableness and completeness of the total evaluated price. In accordance with FAR clause 52.217-5, the total evaluated price will be reached by factoring in an additional 50% of the final option period price to the quote, in order to reflect the price of a maximum six month extension.

(c) The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

PART II – Technical Capability

(a) The vendor’s technical capability will be evaluated against the criteria specified in the addendum to FAR 52.212-1, Instructions to Offerors--Commercial Items. Vendors must demonstrate that they have the minimum experience required and provide at least three (3) references of similar services performed. Similar service is defined as performing maintenance and repairs to UPS units of a commercial type.

(b) The vendor’s technical capability will be evaluated for acceptability, on a pass/fail basis, in accordance with the ratings below. The vendor must receive an acceptable rating in order to be considered for award.

2. The Government intends to award to the lowest priced technically acceptable vendor. The evaluation process will go as follows:

a) The Government will evaluate all quotes for price, ranking from lowest to highest total evaluated price.

a) The lowest priced quote will then be evaluated for their technical capability. The vendor must receive an acceptable rating in order to be considered for award.

b) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated.

This shall continue until a vendor with an acceptable technical capability is found.

DARS 52.237-9001 ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING

APPLICATION (eCMRA) REPORTING (JAN 2015)

The contractor shall ensure ALL contractor labor hours including subcontractor, at all levels/tiers, labor hours required for the performance of services provided under this contract are reported via a secure data collection site.

The contractor and all subcontractors, at all levels/tiers, providing direct labor under this contract shall report complete and accurate data for the labor executed during the period of performance during each Government fiscal year (FY), which runs from October 1 to September 30. The Contractor shall input the data into the appropriate eCMRA reporting tool, which can be accessed via a secure web site at http://www.ecmra.mil/. There are four separate eCMRA tools:

Army, Air Force, Navy and All Other Defense Components. The appropriate eCMRA reporting tool to use is determined by the requiring activity being supported (e.g., if DISA awards a contract for an Air Force requiring activity, the contractor shall load the required reporting data in the “Department of Air Force CMRA” tool). While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. The contractor shall completely fill in all required data fields. The contractor shall enter initial data into the appropriate eCMRA tool to establish the basic contract record no later than 15 working days after receipt of contract award or contract modification incorporating this clause. The contractor shall notify the COR when the basic contract record has been established in the appropriate eCMRA tool.
