It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.

The maximum quantity the contractor shall remove from each lift station shall not exceed 5,000 gallons per station, with the annual maximum quantity not to exceed 25,000 gallons from all stations. See Attachment TE-1 for the list of lift stations. The contractor shall pump five (5) lift stations bi-annually, as directed by the CO/COR. The CO/COR will provide the contractor 48 hour’s advanced-notice prior to requesting performance. All work shall be completed within five (5) working days from start of work. The performance requirements will be the same for all sites. Please note that most lift stations are exceptionally deep and will require specialized equipment to draw effluent up and out of the lift stations. The contractor shall provide Ocean County Utility Authority (OCUA) dumping receipts, vehicle usage receipts and a lift station condition report to the CO/COR within 24 hours of performance of the work. This report shall include the lift stations cleaned and state any difficulties encountered in the performance of the work.
1.2. CLEAN CATCH BASINS:
The CO/COR will designate which catch basins are to be cleaned and pumped, and will provide the contractor 48 hours-advanced notice prior to requesting performance. Attachment TE-2 shows an example of where the basins are and how the map was marked for FY 2018. The contractor shall remove the entry grate from each catch basin and/or clean out, remove all debris from the interior of basins and inside all pipes for a distance of three (3) feet. The contractor shall be responsible for cleaning the area of all unsightly debris. A report shall be submitted to the CO/COR on the following workday, listing each catch basin where work has been completed. No catch basin shall be left open without a workman being on site. All debris removed from the basins and piping shall be removed to an area onboard the station, as directed by the CO/COR. The contractor shall provide impermeable ground sheets and covers to properly contain and protect the material from the weather. All covers shall be secured to prevent loss. The finding of any condition that inhibits the flow of water through systems shall be reported to the CO/COR on the following workday. The contractor shall provide a written report detailing the system, number, difficulties, encountered and a possible correction to the problem. The contractor shall provide a report to the CO/COR on the following workday of performance of the work. This report shall include catch basins cleaned and state any difficulties encountered in the performance of the work. The catch basin example is attached as TE-2.
1.3. PROVIDE NON-RECURRING CLEARING OF SEWER LINES AND SEPTIC SYSTEMS:
The contractor shall provide non-recurring clearing of sewer lines by either mechanical cutting procedures or by chemical means. The contractor shall remove all debris from the site after each clearing. The contractor shall provide a report to the CO/COR by the following workday of performance of the work. This report shall include the system cleaned and state any difficulties encountered in the performance of the work.
1.4. PROVIDE NON-RECURRING PUMPING OF SEPTIC TANKS, SEEPAGE PITS, CESSPOOLS, MANHOLES AND LIFT STATIONS:
The work shall consist of pumping down to the bottom and removal of accumulated debris from the sides, as directed by the CO/COR. A minimum of 1,000 gallons will be ordered when requesting service. The locations to be serviced will be determined by the CO/COR, and the Waste Water collection System is shown in Attachment TE-3 and TE-4. The Contractor shall provide a report to the CO/COR on the following workday. This report shall include tanks, pits, cesspools, manholes and stations pumped and shall state any difficulties encountered in the performance of the work.
1.5. PROVIDE NON-RECURRING SEWER JET SERVICES:
