SOLICITATION QUESTIONS AND ANSWERS
Question 1: Can a Federal Contractors Performance Assessment Report (CPAR) be used as a substitute for Past Performance Questionnaire (PPQ) shown as attachment 3 Answer 1: The Contractors Performance Assessment Reports will be used in conjunction with other past perfomance data to include the contractor submitted references and PPQ’s to determine Acceptable/ Unacceptable past performance. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.” Please reference the solicitation for further explanation.
Question 2: PWS paragraph 1.1.1.1 states that the contractor is expected to be fully operational by the fifth (5th) calendar day after award of contract. Does this mean that the awardee has only 5 days to obtain and/or assemble, transport, and distribute all containers to their locations? And also to setup staff and other supporting equipment?
Answer 2: Yes, The contractor is expected to be fully operational by 5th day after contract award.
