Solicitation: FA4460-16-B-0007 Attachment 9 RPR (SUS) Emergency Generators Multi Facilities

NKAK 17-1003

Questions 6-27-16

- Are As-Builts avilable and can they be posted to FBO?

a) As-builts are not available.

- Are the existing Generators sized correctly for the loads?

a) The generator sizes are deemed acceptable by AFCEC.

- Will Load Bank Test be required?

a) Yes

- If Load Bank Test are required who is responsible for the fuel?

a) The Contractor shall provide fuel.

- SOW Technical Description 2.01.B. states New Feeder Conductors/Conduits. Does this include all new feeders for the Line Side, Load Side and Emergency Sides of the ATS (Automatic Transfer Switch)?

a) Reuse existing line side and load side conductors/conduits. Provide new conductors/conduits for connection from generator to ATS.

- Will sound enclosures be required for Bldgs. 214 & 295 generators?

a) Sound enclosures shall be provided by the contractor for new generators at 214 and 295.

- Is current electrical load data available for all three facilities?

a) Available load information shall be provided.

- Can the Load Data be Posted to FBO prior to the bid date?

a) Load data is not available at this time.

- What is the duration for down time at bldgs. 295 & 1100?

a) B295 – 2 hours

b) B1100 – 2 hours

- Will after hours work be required at bldgs. 295 & 1100?

a) B1100 must be accomplished on a weekend. B295 does not require after hours labor.

- Will temporary backup generators be required at bldgs. 295 & 1100?

a) B1100 will require temporary backup generator.

Bldg 214:

- Is a Service Rated ATS required?

a) Service Rated ATS is required.

- On which exterior courtyard wall will the load bank test switch be required, north, east, south, west?

a) Contractor shall coordinate with 19 CES power pro shop during the design process to determine exact location.

- Can the Load Bank Switch be attached to the Courtyard wall?

a) Yes

- Is conduit required for the cable to the remote annunciator in the Cab or can cable only be run thru the chase from the first floor to the Cab?

a) Conduit is required.

- Is there an existing Generator Remote Annunciator in the CAB?

a) Unknown Bldg 295:

- Is the existing manual transfer switch and existing ATS bypass disconnect switch to be left in place, demoed or replaced?

a) Replacement is required. Demo existing manual transfer switch and ATS bypass disconnect and replace with ATS w/manual bypass capability.

- Where is the load side panel located?

a) Inside the mechanical room.

- Will any associated work within bldg. 295 be required in any Hazardous Classified Areas?

a) No work is within Hazardous Classified Locations.

Bldg 1100:

- Is the Gov. furnished Generator, Subbase tank and ATS on LRAFB and can it be viewed by the Contractors prior to the bid date?

a) Equipment is located at the Power Production shop on LRAFB and a site visit will be annotated in the amendment.

- Will the Gov. furnished equipment be delivered to bldg. 1100 by the Gov.?

a) Contractor shall be responsible for transporting the equipment from the current location to B1100.

- What are the physical dimensions of the Generator, Subbase tank and ATS?

a) Unknown

- What is the capacity of the Subbase tank?

a) 300 gallon outside tank / 25 gallon day tank.

- What are the weights of the Generator, Subbase tank and ATS?

a) Unknown

- Are the existing manual bypass switches to be left in place, demoed or replaced?

a) Replacement is required. New ATS is Government Furnished.

- Is the 400a disconnect on the exterior that is tied into the generator load side, to be left in place, demoed or replaced?

a) Demolish the 400A disconnect.

- If the 400a disconnect is to be replaced, will it require a pin and sleeve outlet? The existing pin and sleeve outlet is inoperable.

a) N/A

- Is a maintenance platform required?

a) Yes

- Where is the load side panel located?

a) In the mechanical room

- Is the existing fuel tank pad required to be demoed?

a) Yes, demolition of existing fuel tank pad is required.

- Is there an existing Remote Annunciator?

a) Unknown

- Does the Gov. supplied Subbase tank have gauges and alarm devices?

a) Gauges – Yes. Alarms – No.

- If the tank has alarm devices are they required to be connected to an annunciator?

a) N/A

- Is a Remote Annunciator Required?

a) Yes. Annunciator is required.

- Will a Remote Annunciator be supplied by the Gov.?

a) No remote annunciator is being provided by the Government for this facility.

- Will a service receptacle and/or lighting be required in the new Generator Courtyard?

a) Yes, a service receptacle and lighting must be provided by the contractor.
