QUESTIONS & ANSWERS

1. Section III. A-E FIRM RESPONSE PROCEDURES states that the resumes, Section E block
19 project shall not be more than 3 years old. This will make it very difficult to establish personnel as qualified as you cannot fit many design projects within the 3-year timeframe allotted. Would the government consider extending this to 10-15 years so that we can demonstrate a complete design history? -- If experience with design projects within the 3-year timeframe requested is not available, experience with design projects within the past 5 years is acceptable.
2. Section III. A-E FIRM RESPONSE PROCEDURES states that the projects identified in
Section F shall not be more than 3 years old. Again, this will make it difficult to establish qualifications for all the types of work that may be required (Jet A Fuel Systems, grounds, roofs, utilities, etc). This is especially true for Small Business respondents. Will the government consider extending this to 7 years? -- No. Same as above.
3. What percentage of design or construction completion shall the projects presented in Section F be? Can they be current and ongoing? --We are looking for any experience whether it is currently in design or it has been designed completely.
4. The attachment, A-E Firm Questionnaire, - is that to be filled out by the Prime offeror only, or all subcontractors presented? -- Only the Prime Contractor will complete and submit a copy of the A-E Firm Questionnaire.
5. Would you allow an extension to August 17, 2012 to allow for more time to prepare this?
-- No.
6. Since pitch only applies to fixed space fonts like Courier, is there a specific font you would prefer for the SF330? -- No. However, please keep font style simple and easy to read. Times
New Roman is a good example.
7. Are A-E firms allowed to submit ACASS ratings in lieu of obtaining PPQs for the submitted projects? -- No, A-E firms may not submit ACASS ratings in lieu of obtaining PPQs or other past performance. Government personnel will have already retrieved past performance reports available via the Past Performance Information Retrieval System (PPIRS). PPIRS pulls information from ACASS/CCASS/CPARS and so sending in ACASS ratings would only duplicate the same information.

8. Is the NTE value of $7.8 million the total of the anticipated four awards ($1.95M per award), or is it NTE $7.8M per awarded contract (4 contracts, each valued at $7.8M, for a total of
$31.2M in awards)? Please clarify the $7.8M contract value. -- The combined total value of all awarded IDIQs SHALL NOT EXCEED $7.8 million. The A-E program as whole will have a total value NOT TO EXCEED $7.8 million.
9. The solicitation states that “Pages exceeding the page limitations set forth in this document will not be read or evaluated, and will be removed.” However, the only page limitations within the solicitation are for Section E only, which limit us to two pages per each key personnel. Is there a page limit for other sections, or a total page limit for the entire response? -- Section E is the only section with a page limit. Page limits were not applied to the other sections of the SF
330 so as not to restrict responsible A-E firms from being able to share applicable information.
Although there isn’t a total page limit for the entire response, A-E firms are encouraged to submit only the minimum number of printed pages the A-E firm considers necessary to impart the required information applicable to this acquisition.
10. Is this project considered a new requirement? -- No.
11. If this project is not considered a new requirement;
a. Who is the incumbent? -- SCM Architects, PLLC; Garver, LLC; Clements &
Associates/Architecture, Inc; and Cyntergy AEC, L.L.C.
b. What is the contract number? -- FA4460-07-D-0009, FA4460-07-D-0011, FA4460-07-D-
0012, & FA4460-07-D-0013
c. What was an estimated value? -- The A-E program ceiling shared among the four previous
A-E IDIQs had a total value NTE $6,000,000.00.
12. Under “II. EVALUATION & SELECTION CRITERIA,” the solicitation states we are to provide the “Volume of DOD contracts awarded in the previous 12 months.” Under “III. A-E
FIRM RESPONSE PROCEDURES,” the solicitation states we are to “Provide a list of DOD contracts awarded in the last 3 years.” Which is correct? -- Please provide a list of DoD contracts awarded in the previous 12 months.
