PERFORMANCE WORK

STATEMENT

FOR

HANGAR FIRE SUPPRESSION SYSTEM

AFFF AND FLUSH WATER

TRANSPORT, DISPOSAL & AFFF SAMPLE

LAB TESTING SERVICES

LITTLE ROCK AFB, AR

1.0 SCOPE OF WORK:

The contractor shall furnish all labor, materials, tools, equipment, transportation, supervision, and other items and/or services necessary to perform Aqueous Film Forming Foam (AFFF) sample testing, transport, and disposal services of AFFF and flush water from multiple hangar fire suppression systems on Little Rock Air Force Base (LRAFB), Arkansas.

LRAFB is required to inspect and flow test each fire suppression system annually. Most hangars have a 3% AFFF/water system. The AFFF is a non-RCRA material that must be disposed of in a landfill meeting State and Federal regulations for non-RCRA material disposal. The AFFF and flush water is collected by LRAFB personnel in the collection tank, or tanker truck provided by the contractor as the tests are conducted. After each hangar is serviced or when the collection tank is full, LRAFB will call the contractor to pick up the tank and deliver an empty tank.

Attachment 1 depicts the hangars to be serviced and the associated quantities. Depending on the systems being tested the tank or tanker truck may be partially full when the testing is complete.

It takes approximately one month to repair and test the fire suppression system in each hangar.

The contractor shall ensure that all materials and equipment shall be installed in a manner accepted by standard trade practice. The installation shall be accomplished by workmen skilled in the type of work required.

1.1 TRANSPORT & DISPOSAL OF AFFF & FLUSH WATER:

The contractor shall provide a roll-off collection tank with a minimum capacity of 2,500 gallons for use by LRAFB to collect AFFF and flush water from fire suppression system piping. An estimated 12,500 gallons of AFFF and flush water is collected annually.

When required, the contractor shall provide up to six (6) 800 gallon collection tanks for AFFF and flush water collection by LRAFB personnel during inspection and flow testing of the hangar fire suppression systems. The contractor shall also load/off-load these tanks.

The contractor shall transport/dispose of the collected AFFF and flush water to/at a facility meeting applicable state and federal regulations. Upon completion, the contractor shall provide a certificate, or receipt from the disposal facility showing actual quantity of AFFF and flush water collected, transported, and disposed of for each manifest.

The contractor shall provide a manifest and destruction certificate to the government each time they provide collection, transport, and disposal services. A copy of the completed manifest(s) shall be provided to the Contracting Officer and documented in the contract file.

The contractor shall calculate the volume of AFFF/flush water in each tank or tanker trailer and note the quantity on the manifest. The manifest shall show the actual quantity of AFFF and flush water collected, transported, and disposed of at an approved facility. The contractor shall notify the Contracting Officer when at least 75 % of the estimated quantity has been disposed of.

The contractor shall use the quantity specified on each manifest when billing LRAFB for the transport and disposal of the AFFF/flush water. If the measured quantity is less than 800 gallons, a minimum quantity of 800 gallons shall be charged. When billing for services, the contractor shall identify the cost of pick-up/disposal, tank rental and installation.

The contractor shall respond to a request for pick up/delivery of a roll off tank within 24 hours.

The Contractor shall call the 19 CES Project Manager for escort to the hangar to drop off / pick up of roll off tanks.

1.2 AFFF SAMPLE LAB TESTING:

The contractor shall provide up to 30 sample containers with spill-proof lids, labels and pre-paid/pre-addressed shipping containers semi-annually. The containers shall be shipped to Little

Rock AFB in November and May. The exact number of containers will be provided to the contractor at least 2 weeks prior to the required delivery date.

The contractor shall perform the following laboratory tests on each of the estimated thirty (30) samples of three percent (3%) low expansion AFFF. The exact number of samples to be tested shall be provided to the contractor when the sample containers are requested.
