Carpet Removal and Replacement Services
Questions and Responses (4-11-2023) New QnR Highlighted
Q1) What are the minimum carpet specifications? Does this fall under the Tier 1 vendor Air Force Contract ordering requirements?
R1) This RFQ carpet requirement is not utilizing the Air Force Carpet II Tier 1 or Tier 2 processes.
Although the Air Force occupies the buildings, they are actually Army/Fort Bragg owned property, subject to their procedures. The carpet tile requirement is now provided in more detail in paragraph 5 of the SOW (rev 4-7-2023). Also refer to the Carpet.docx added to the RFQ file.
Q2) The SOW states to “Replace base boards as required.” Will all cove base not be replaced? If it is to be replaced, what size cove base is required? Also, vinyl or rubber? What is the total linear footage of cove base?
R2) The base board requirement is now provided in more detail in paragraph 5 of the SOW (rev 4-7- 2023).
Q3) Will there be an area to store materials?
R3) Yes.
Q4) Will there be an area to place a dumpster for waste?
R4) Yes.
Q5) Will weekend or after-hours work be allowed?
R5) Weekend and after-hours work is not allowable.
Q6) Are there any pictures of the existing furniture that can be provided?
R6) A sample of the types of furniture that will be required to be removed/replaced for the carpet requirement is provided, refer to Furniture Pics.docx. added in the RFQ file.
Q7) On the furniture moving, can you confirm that electronics and personal items will not be required to be moved by the contractor as is typical?
R7) Confirmed, it will not be required.
Q8) Do we have to conduct a site visit to get measurements, or do you guys have those?
R8) Square footage of the carpet requirement is provided as an approximate number in the SOW for both buildings. The areas have been measured a couple of times so the estimate provided is an average of those measurements. The site visit is highly encouraged to attend so that interested contractors can take their own measurements if they wish to, as well as to see first-hand the other requirements of the SOW such as furniture removal/replacement requirements, base boards, etc.
Q9) The SOW does not describe the carpet or material in detail. If you could detail the grade, padding,
wt. amount, and color that would be helpful.
R9) Refer to R1) above.
Q10) Does this project need any bonding prior to submit this project?
R10) No.
Q11) Does site visit need to submit prior attending?
R11) Advance notification is not required to attend the site visit. However, you may contact the POC in the Combined Synopsis/Solicitation document to provide notification of attendance, and/or ask any questions specific to the site visit event.
Q12) We are a company from NY, are we allowed to bid on this project?
R12) Qualifications required to submit a quote are in the Combined/Synopsis (rev 4-7-23) document.
Refer to that document’s paragraphs (iv) and (viii), namely this requirement is reserved for any Small Business as long as they are registered in SAM. There is no geographical restriction.
Q13) This project Women/Minority Business Enterprise (WMBE)? Service-Disabled Veteran Owned Small Business (SDVOSB)?
R13) Refer to R12) above, this is 100% set-aside for Small Business, with no further socio-economic set-aside.
Q14) Walk Thru mandatory?
R14) No, however refer to R8) and R11) above.
Q15) Total sq ft? Material required for installation?
R15) This information is already in the Statement of Work (4-7-2023)
Q16) What is on the floor currently?
R16) This information is already in the Statement of Work (4-7-2023).
Q17) Can we request drawings/floor plans?
R17) Basic floor plans for the two buildings will be added to the RFQ file.
Q18) What are the specs on the replacement material?
R18) This information is already in the Statement of Work (4-7-2023).
Q19) Can you please attach the bid packet?
R19) There is no bid packet. Refer to the Combined Synopsis/Solicitation (rev 4-7-23) document paragraph (v) for the price quote required, and paragraph (viii) “…Instructions to Offerors…” for documents required to be submitted in addition to the price quote.
Q20) Has there been testing for asbestos?
R20) Both buildings have been tested, there is no asbestos present.
