FA4452-15-R-0025 Questions and Answers (as of 5 Oct 15) – Round One (2)

Q1: In reference to Instructions To Offerors (ITO) - para. 2.2,3.1, the page count for Section 1, Executive Summary, is 10 pages. Is the Master Table of Contents in Section 1 included in the page count?

A1: No, in accordance with (IAW) Addendum To 52.212-1 – Instructions to Offerors –

Commercial Items, paragraph 2.2.1, Page Limitations, “Each page shall be counted except the following: cover pages, table of contents, glossaries, and resumes.”

Q2: In reference to ITO – para. 2.2.1, does the cover page in section 2.2.1 and cover sheet in section 2.2.7 reference to the same document and format?

A2: The cover page in section 2.2.1 and cover sheet in section 2.2.7 do reference the same document and format. The words “cover sheet” has been added to section 2.2.1, Page

Limitations in order to maintain consistency within the document. This will be

Amendment 0002.

Q3: In reference to ITO – para. 2.2.7, are a cover page and a cover sheet required for each volume?

A3: IAW 2.2.7 - Binding and Labeling, “a cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the offeror’s name.”

Q4: In reference to ITO – para. 3., 2.2.5, does the Master Table of Contents (TOC) and the individual TOC for Volume I have page count restrictions?

A4: No, IAW ITO para 2.2.1, “Each page shall be counted except the following : cover pages, cover sheets, table of contents, glossaries, and resumes.”

Q5: In refence to ITO – para. 5.2; PPQ (Atch 4), are the PPQs due to the Contract Specialist by

9 Oct 15 or 19 Oct 15?

A5: IAW ITO para. 5.2 – Early Proposal Information, PPQs are requested to be submitted to the Contract Specialist 10 calendar days prior to the date set for receipt of proposals.

Amendment 0002 has been submitted for PPQ (Atch 4) to change the request date from 19

Oct 15 to 9 Oct 15.

Q6: In reference to ITO para. 5.3.1 – (Categorization of) Specific Content; Can the Government clarify the expectation to categorize past performance citations by price factor?

A6: IAW Addendum to 52.212-2 – Evaluation, “All technically acceptable proposals shall be treated equally except for their prices and performance records. The tradeoff will occur only between the past performance factor and the price factor. All technically acceptable proposals will be ranked by price, then the past performance evaluation will result in an assessment of the offeror’s probability of meeting the solicitation requirements based on the offeror’s demonstrated past performance. The contracting officer shall seek recent and relevant performance information on all offerors based on (1) the past efforts provided by the offeror and (2) data independently obtained from other government and commercial sources.

Q7: In reference to ITO – para. 4.2.2.1, is a generic resume/position description required for designated key positions or is a generic resume/position description required for all positions?

A7: ITO para 4.2.2.1, “key positions” has been changed to “all positions” under

Amendment 0002.

Q8: In reference to ITO – para. 4.2.2.1, Instructions to Offerors states that a generic resume and a position description is required, and Addendum to 52.212-2 Evaluation states that generic resumes or position descriptions are required. Which is correct?

A8: ITO para 4.2.2.1 is correct. Solicitation will be updated under Amendment 0002 to change “generic resumes or position descriptions” to “ generic resumes and position descriptions” under Addendum to 52.212-2 Evaluation.

Q9: In reference to ITO – para. 2.2.1, are position descriptions included in page count?

A9: Solicitation will be updated under Amendment 0002 to add “position descriptions” to

ITO – para. 2.2.1, Page Limitations.

Q10: In reference to ITO – Section B CLIN X005, this section B implies a NTE Travel figure.

Will the Government provide the NTE amount to offerors to propose?

A10: CLIN X005 will be updated in the solicitation under Amendment 0002 to update the

NTE Travel Cost.

Q11: In reference to Performance Work Statement (PWS) – para. 4.3., will overseas PMI support be required? If so, will the contractor be required to provide a full time presence at designated overseas location(s)?

A11: No, there is no requirement at this time for overseas support.

Q12: How are these services currently being performed? Under contract? In-house? If these requirements are currently being peformed under a contract,

a. Who is the contractor?

b. What is the contract number?

c. When does the contract expire?

d. What is the current contract value?

A12: The Medical Readiness/Logistics Support program is currently being performed by

CACI-ISS, Inc. under task order FA8053-12-D-0013-RL01. Other information must be obtained through a FOIA request.
