FA4452-15-R-0025 Questions and Answers (as of 13 Oct 15) – Round Three (3)

Q1: Reference page 60 of the solicitation, Pricing Evaluation Factor 1, states: “The total evaluated price (TEP) will be calculated as the sum of the offeror’s proposed prices for the basic requirements, all option periods, and the six-month extension.” It does not appear that the provided SF 1449 Continuation Sheet CLIN Table provides a CLIN for pricing a six month extension. Question: Can you clarify whether or not pricing for a 6 month extension is required to be provided?

A1: Yes, it is required to be provided IAW with Addendum to 52.212-2 – Evaluation – Commercial Items, para B – Price Evaluation, “the government shall rank all technically acceptable proposals by price. The total evaluated price (TEP) will be calculated as the sum of the offeror’s proposed prices for the basic requirements, all option periods, and the six-month extension.” The following sentence will be added under Amendment 0003, “The government will use the final period prices and divide by half to obtain the Extension of Services (EOS) price, at a minimum.”

Q2: In the PWS, it indicates an 11-month PoP for Option Period 2, i.e., “4.2. Period of Performance. The period of performance for work to be accomplished under this Performance Work Statement will include a one-month phase-in period from 1 Dec 15 through 31 Dec 15, a one-year base period from 1 Jan 16 through 31 Dec 16, a one-year option period from 1 Jan 17 through 31 Dec 17, and an eleven-month option period from 1 Jan 18 through 30 Nov 18.” The solicitation SF 1449 Continuation Sheet CLIN Tables indicate that Option 2 is for a full 12 month PoP through 31 Dec 18. Can you confirm that the PoP for Option Year 2 is for 12 month?

A2: Per the Performance Work Statement (PWS), para 4.2., the period of performance is an eleven-month option period from 1 Jan 18 through 30 Nov 18 (CLINs 2001 through 2006). This information will be corrected under Amendment 0003.
