PERFORMANCE WORK STATEMENT (PWS)
HQ AIR MOBILITY COMMAND (AMC)
INTEGRATED LIBRARY MANAGEMENT SYSTEM (ILMS) MAINTENANCE AND SUPPORT
15 June 15
1.0 DESCRIPTION OF SERVICES: AMC libraries support AMC missions by providing educational and quality of life support materials, programs and services. The contractor shall provide all personnel, tools, equipment, materials, software, supervision, and other related items necessary to maintain and support the current Integrated Library Management Services (ILMS) software, SirsiDynix’s SYMPHONY, at the eight AMC general libraries and one AMC academic library at the following locations:

The ILMS must be accessible to authorized users from any computer with Internet access (office, home, etc…) on a 24-hour basis. The contractor will host application service provider (ASP) client/server software in a secure environment at contractor’s facility. This ASP service will be used throughout all of AMC. The ILMS will allow users to perform a single search of all of the library’s holdings (print, non-print and electronic resources) to include holdings of all AMC and Air Force libraries. The ILMS shall de-duplicate item records (held by the 9-AMC libraries) into one which will indicate on that record what libraries maintain a copy of the item with minimal errors requiring correction. The ILMS will list all the materials in the online catalog, as well as providing the full-text articles, cover art, and books available through databases and other electronic resources provided by AMC and the Air Force Library Information Systems programs. The ILMS will build content virtual spaces accessible to all system users, enabling users to obtain information within subject specific areas that represent content contextually and permit contextualized searches.
1.1 System Requirements:
1.1.1. The contractor will host application service provider (ASP) client/server software in a secure environment at their facility that meets library and computer industry standards (see standards listing in Para 5).
1.1.1.1. Unauthorized users shall not have access to the system or any of the data in the ILMS.
1.1.1.2. The ILMS will comply with all current Defense Information Systems Agency (DISA) and Air Force directives for system certification and accreditation.
1.1.1.3. The ILMS security will be determined through user profiles.
1.1.1.3.1. User profiles will accommodate groups of users as well as individual users.
1.1.1.3.2. User profiles will identify the library processes/actions an individual/group can access: utilities, reports, lists, and over-ride actions.
1.1.1.4. The ILMS will have proxy server capability that prevents unauthorized access when connecting to/from the Internet.
1.1.1.5. The contractor shall be responsible for providing a secure network for accessing the system.
1.1.2. The ILMS shall provide access to an unlimited number of client PCs. Client PCs may be located in the library, at work, at home or wherever authorized users have Internet access. The ILMS shall be accessible 24 hours per day, 7 days per week, 52 weeks per year.
1.1.2.1. Contracting Officer Representative (COR) shall have administrative access to the ILMS for oversight and reporting purposes.
1.1.3. The ILMS shall provide single search capability through federated searching with Open URL link, as well as contextual searching and management technology, allowing users to access content from library materials, the Internet, World Wide Web, electronic databases and other electronic content/services.
1.1.4. The ILMS shall provide the capability to create subject specific virtual spaces (portals) for specific interest groups and/or communities of practice.
1.1.4.1. The subject specific virtual spaces will contain content management and user interfaces based upon state-of-the-art industry standards.
1.1.4.2. The subject specific virtual spaces will permit contextual searching with management technology that allows content access from any source (library materials, web content and other electronic content/services) from anywhere at any time.
1.1.5. The contractor shall be responsible for all administrative duties for the ILMS at their location.
1.1.6. The contractor shall be responsible for all maintenance and upgrades of the AMC-wide ILMS at no additional cost to the government other than the annual license renewal/ maintenance fee. Provide library staff with 48 hour notice of pending upgrades and maintenance.
1.1.7. The contractor shall provide customer support when problems are encountered at library locations. Wait times for support on problems encountered shall not exceed 4 hours from initial notification by the library staff.
1.1.8. The contractor shall provide enhancements to the ILMS as they become available.
1.1.9. The contractor shall provide system redundancies to protect data in the event of a system failure.
1.1.10. Library staffs will be able to profile and modify system parameters based on library requirements without having to program changes; i.e. allowing ILMS customization without vendor involvement.
1.1.11. The ILMS shall have the following report capabilities:
1.1.11.1 Reports that can be created through the selection of any element or combination of elements in the appropriate records.
1.1.11.2. Reports that can be directed to any workstation for display.
1.1.11.3. Reports that can be imported into word processing or spreadsheet applications.
1.1.11.4. Reports that can be printed on a variety of types and brands of printers.
1.1.11.5. Reports that can be output to an ASCII file.
1.1.11.6. Reports that can be directed to an e-mail address.
1.1.11.7. List-type reports that meet one or more of the specified criteria.
1.1.11.8. Statistical reports in “column and row” tables of statistical information, combining record counts by record type, and that may be divided by user type.
1.1.11.9. Notice reports, created by library customers and/or staff, that result in selective or inclusive listing of specified criteria. Includes the capability to print or send (via e-mail) reports.
1.1.11.10. Printed label reports. Reports on item classification “labels” used (ie, tracks new items added to the collection by call number on the item).
1.1.11.11. Removal reports. Reports on items removed from the collection, by call number.
1.1.11.12. Housekeeping reports. Examples include purging old borrower records, purging lost items; purging “groups” of borrowers, ie, a special home school class that ends a particular course in a set time, ie, one year.
1.1.11.13. Statistical reports required for the Library Annual Report (LARP) per Air Force Instruction, 34-150, Paragraph 3.11. Statistics must be available for 1 Oct through 30 Sep each year.
1.1.13. The ILMS applications must be compatible with Windows operating system.
1.1.14. The ILMS will use a single Windows-based graphical client that spans all areas of library operations.
1.1.14.1. Access to the graphical client will be through encrypted passwords maintained on a database that is separate from the database for user records.
1.2. Training:
The contractor will provide training to the staffs of the (09) AMC libraries and COR for all software application necessary for the operation of the ILMS within 30 days of installation. Library staffs will have access to contractor online help screens for all ILMS modules, 24/7/365. Follow-on and refresher training should be accomplished within 30 days after upgrades or enhancements, through a variety of methods to include, video or computer-based training.
1.3. Contractor Manpower Reporting.
1.3.1. The Service Provider/Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Air Mobility Command (AMC) via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
1.3.1.1. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA Help Desk.
1.3.1.2. *Reporting Period: Contractors are required to input data by 31 October of each year.
1.3.1.3. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the Contractor name and contract number associated with the data.
1.3.1.4. User Manuals: Data for Air Force service requirements must be input at the Air Force Contractor Manpower Reporting Application (CMRA) link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
1.4 SERVICES SUMMARY:
The Service Summary (SS) represents the most important contract objectives that, when met, will ensure contract performance is satisfactory. While the contractor is fully expected to comply with all requirements in the PWS, the Government’s assessment of contractor performance will focus mainly on the objectives listed in the SS.

upgrades at no additional cost to the government and provide library staff 48 hour notice of pending maintenance and upgrades.
Notification of upgrades and maintenance will be provided a minimum of 48 hours in advance.
1.1.7 Provide customer support Wait times for support on problems encountered with ILMS shall not exceed 4 hours from initial notification by the library staff

2.0 GENERAL INFORMATION:
2.1. Period of Performance:
One year base period with three option years and a possible six month contract extension.
2.2. Place of Performance
The contractor work shall be performed at the contractor’s site. The Government shall not provide any space/facilities during performance of this contract.

4.0 SOFTWARE REQUIREMENTS
4.1. Cataloging and Authority Control; Online Public Access Catalog (OPAC); Interlibrary Loan; Circulation Control; Reports and Notices; Academic Reserves; Virtual Content Space Builder. ILMS must be compatible with current Air Force approved products (Evaluated Products List).
4.2. The ILMS must support the following formats for bibliographic data:
Machine Readable Cataloging (MARC) 21; Universal MARC (USMARC); United States MARC and Dublin Core.
5.0 STANDARDS: The ILMS must comply with the following Library Industry Standards:
American National Standards Institute (ANSI); National Information Standards Organization (NISO); International Standards Organization (ISO); ANSI/NISO Z39.50, Version 3; ANSI/NISO Z39.88; San Antonio Protocol (SAP1);

6.0 GOVERNMENT QUALITY ASSURANCE: The Government will evaluate contractor’s performance for compliance with the requirements set forth in this PWS. The Government will monitor the contractor’s performance under this contract by performing checks as contained in the Quality Assurance Surveillance Plan (QASP) and the inspection of services clause(s) of this contract.
