Questions and Answers For

C-5M Fleet Restoration

Q1: Will there be any pre-bid visits allowed?

A1: No pre-bid visits will occur.

Q2: Will photos be provided?

A2: No photos will be provided, but blueprints (or equivalent) will be made available.

Q3: If work is to be conducted at two of the four locations, does that mean simultaneously (such that the contractor would have to deploy two teams) or will it be on a one at a time basis?

A3: In some instances, work may need to be accomplished at two locations simultaneously. In other instances, work may be accomplished at one location. However, in no instance will work be accomplished at more than two places simultaneously. Each situation depends on Phase I, which involves another contractor's unpredictable schedule.

Q4: Can you clarify the time frame? How long to complete the project for all 37 aircraft?

A4: C-5M aircraft availability for restorations is dependent on another contractors unpredictable schedule. Given this, the time to complete all remaining aircraft is unknown. However, this will be a five-year contract (1 base year and four optional years). Therefore, the awardee will have up to five years to complete the project.

Q5: Can Government provide Dover’s Aqua Miser?

A5: No, Government cannot provide an Aqua Miser, as the Dover Aqua Miser is not complete and is not usable yet.

Q6: The SOW listed several locations where aircraft are located, do you expect work to be done on site, and if so is equipment and space available? We have a full complement of textile repair and production equipment at our location and would prefer to ship the work back to our facility.

A6: For clarity, the place of performance will be identified upon issuance of a delivery order. Performance will likely occur at one location, but can occur at two locations simultaneously. Travel will be a reimbursed to the contractor. The only work expected to be performed on site is identified in the SOW. All other work can be accomplished the way you want. Awardee must provide equipment not identified as government furnished.

Q7: Have you determined a close out date for the solicitation?

A7: The solicitation closing date will be 30 days after posting.

Q8: Do you have a known or estimated number of aircraft that will be involved?

A8: The remaining number of aircraft in the fleet is approximately 38.

Therefore, 38 aircraft need to be restored over 5 years.
