Flight Attendant Simulator Training and Rodeo Support Cumulative Questions and Answers 1 August 2012
Q1: Addendum to Far 52.212-1, Instructions to Offerors - Commercial Items" reads "The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office suite of applications." Will you accept the electronic copy in Portable Document Format (PDF)?
A1: Yes. The RFP has been amended as follows: Within addendum to Far 52.212-1, Instructions to Offerors - Commercial Items," the sentence that formerly read, "The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office suite of applications," has been revised to read, "The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office suite of applications or in Portable Document Format (PDF)."
Q2: Section 1.0.1 of the PWS dated 22 Feb 12 states that “the contractor shall provide an operational aircraft simulator.” Can you please clarify the type of simulator that is acceptable, specifically:
| a. Does the simulator need to be an actual aircraft fuselage, or is a mock-up (i.e. a unit | fabricated for training purposes only) acceptable? |
| b. If a mock-up is acceptable, can you please advise of the areas of the aircraft that need | to be represented (i.e. passenger area, cockpit, galley, lavatory)? |
A2: Clarifications follow:
| a. No, the simulator does not need to be an actual aircraft fuselage. A mock-up is | acceptable as long as it meets the requirement of an “operational aircraft simulator.” | These requirements include: The ability to simulate a take-off/landing, crash | landing, ditching and turbulance with movement (i.e., hydraulics). It should also have the | ability to provide sounds similar to an actual aircraft during take-off and landing, crash | landing and ditching. |
| b. If a mock-up is provided, the areas listed (passenger area, cockpit, galley, lavatory) | must be represented, in addition to aircraft doors, windows, emergency equipment, | passenger seating, and flight attendant jump seats. |
Q3: Can a proposal be made where both the initial and refresher students attend a combined class for the same amount of days?
A3: Yes, this is acceptable, as long as all the requirements within the PWS are met.
Q4: If we intend to submit proposals on more than 1 CLIN set, we understand we will need to submit separate technical proposals for each. Should we send all of them as one package (including only 1 copy of the solicitation with company info, etc) or should we provide each as a totally stand-alone submission? (For example, if we plan to propose on 2 CLIN sets, do we send 2 copies of the solicitation along with the 2 technical proposals?)
A3: Either alternative is acceptable.
