PERFORMANCE WORK STATEMENT (PWS) FOR MULTIPLE

STATIC AIRCRAFT DISPLAY EXTERIOR MAINTENANCE

AND PAINTING TRAVIS AFB, CALIFORNIA

FY 2025

1. DESCRIPTION OF SERVICES. This is a non-personal services contract with the Travis AFB Aviation Museum (TAFBAM). The contractor shall furnish all tools, vehicles, qualified personnel, materials and services necessary to perform T-33, C-56, and HU-16 aircraft washing, sanding, repair, protection, and painting services at Travis Air Force Base, California, in accordance with this performance work statement.

1.1. Scope. Services shall include but are not limited to the following:

1.1.1. Wash aircraft.

1.1.2. Sand existing paint from C-47.

1.1.3. Repair external damage to the static display C-47.

1.1.4. Repaint the exterior of the static display C-47.

1.1.5. Ensure aircraft is adequately protected against animal intrusion.

1.2. Sanding of Aircraft

1.2.1. Aircraft shall be sanded sufficiently to remove current paint and provide a smooth surface for new primer/paint.

1.2.2. Sanding and disposal of sanded materials shall be conducted IAW Paragraph 7, Environmental Controls.

1.3. Exterior Repair of C-47. The contractor shall:

1.3.1. Repair as required the exterior of the C-47 in accordance with (IAW) AFI 84-103, Chapter 7, Paragraphs 7.3., 7.3.1., and 7.3.2. (Appendix A) and commercial practices, as close to original standards as practical. If there is a conflict between the instructions in AFI 84-103 and commercial practice, then AFI 84-103 will prevail.

1.3.2. Ensure all fuselage, wing, and empennage drain holes are clear of obstructions. Drill new drainage holes if required, repair IAW paragraph 1.3.1.

1.3.3. Ensure historical static display aircraft cables remain secured unless displayed outside in which case the cable(s) is to be removed to discourage their use as places for birds to roost. If a cable is removed it will have an identification tag affixed to it, noting aircraft type and serial number, and given to TAFBAM personnel.

1.3.4. Repair historical static display aircraft items to include but not limited to windshields, windows, tail, landing gear, beacon lights to resemble the original item, replace corroded/missing bolts, rivets, and fasteners on exterior of aircraft.

1.3.5. Caulk and/or seal all exterior hatches and windows on aircraft.

1.4. Exterior Painting

1.4.1. The contractor shall provide non-personal services to paint C-47 static display IAW this PWS. The contractor shall perform corrosion control paint preparation functions IAW with standard commercial practices as necessary, i.e. scraping, sanding, surface washing, and priming. Painting, maintenance, restoration and preservation of historical exhibits shall be conducted IAW AFI 84-103, February 2016, Paragraphs 7.3 through 7.3.4.7 (Appendix A1) and Paragraph 7 of this PWS.

If there is a conflict between the instructions in AFI 84-103 and commercial practice, then AFI 84-103 will prevail. The static aircraft topcoat painting is required to match the original color. The contractor shall paint the aircraft with Direct to Metal primers and paints. The use of urethane paint is prohibited due to environmental impact and the inability of urethane paint to provide a long-term uniform pleasing appearance. All colors referenced are from Federal Standard 595B Colors Fan Deck (July 1994, NSN 7690-01-162-2210).

1.4.2. The contractor shall replicate aircraft markings, lettering, nose art, Air Force insignias, logos and emblems as per Appendices A1, A2, B1, B2, and B3. All replications must conform to original configurations and sizes of all markings unless otherwise stated.

1.4.3. Data plates, static ports, pitot tubes, and intake/exhaust covers will not be painted.

1.4.4. All glass windows and canopies will be painted on the exterior using Light Blue

No. 17877.

1.4.5. All tires will be painted with Gloss Black No. 17038.

1.4.6. Paint scheme for the C-47 shall follow instructions in Appendix B1 using colors listed below:

1.4.7. Paint does not require airworthiness. Paint and markings shall provide a neat and professional appearance. “Show Quality” paint or excessive gloss is not required.

Fogging inside engine nacelles with silver paint is acceptable. Existing decals one inch in size and larger will be preserved or reproduced, IAW Paragraph 8. Taping over a block and not painting that area is not acceptable.

1.4.8. All paint shall be either rolled or brushed on. The paint shall not have blisters, fish eyes, runs, or sags. The paint shall not show/reflect any roughness or dirt.

Paint shall provide a five-year outdoor life. Contractor must provide a one-year warranty against flaking, peeling, or oxidation.

1.5. “D-Day” Invasion Stripes.

1.5.1. Upper and lower wing surfaces will be painted from the engine nacelles outward with five white and black parallel stripes, each twenty-four inches wide, arranged in the order white, black, white, black, white.

1.5.2. Fuselage will be painted with five parallel white and black stripes, each twenty-four inches wide, completely around the fuselage, with the outside edge of the rearmost band eighteen inches from the leading edge of the tailplane.

1.5.3. Crisp straight lines are not required for invasion stripes. Minor overlapping brush strokes are acceptable.

1.6. Decals. Decals will not be used. All national insignia, “D-Day” invasion stripes, nose art, identification markings, etc. will be hand painted. The only exception is propeller manufacturer stickers.

1.7. Protection of Aircraft against Animal Intrusion. Secure areas of the aircraft subject to animal intrusion and nesting (wheels, wheel wells, engine intakes, engines, access panels, exhaust ports, etc.) noted in Appendices B1, B2, and B3 IAW Appendices A1 and standard commercial practices. The method used to accomplish this must be as invisible as possible so as not to detract from the overall appearance of the aircraft.

Install non-lethal anti-bird spikes on tail, antennae, propellers, and other areas where birds roost/sit as noted in Appendices B1, B2, and B3 IAW Appendices A1 and standard commercial practices.

2. SERVICE DELIVERY SCHEDULE

3. GOVERNMENT FURNISHED PROPERTY/SERVICES. The Government shall provide the property/services listed below:

3.1. GOVERNMENT FURNISHED PROPERTY. NONE

3.2. GOVERNMENT FURNISHED SERVICES.

3.2.1. Utilities. The Government will furnish the electricity, water, and sewage service (as necessary) for accomplishment of service IAW this PWS.

4. GENERAL INFORMATION.

4.1. CONTRACTOR AND CONTRACT PERSONNEL.

4.1.1. Contractor shall have a minimum of 10 years’ experience working with historic aircraft and artifacts.

4.1.2. Contractor shall provide a portfolio (with before and after photographs of aircraft) of previous work completed with a minimum of six (6) references.

Work referenced should be within the last five (5) years.

4.1.3. The contractor shall provide a designated representative who shall be their POC (Point of Contact) to be available during work hours.

4.1.4. All contractor personnel must have a minimum of five (5) years’ work experience with historic aircraft and/or museum artifacts. A brief resume of contract personnel shall be made available upon request.

4.2. STRONG WINDS AND WORK AREA CLEANLINESS. Strong, sustained winds are common at Travis AFB. Contractor shall clean work area(s) and secure all items, tools, and equipment at the end of each work shift to prevent disturbance of said items and damage to aircraft from strong winds.

4.3. PHYSICAL SECURITY.

4.3.1. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, property, and materials shall be secured.

4.3.2. Key Control. Keys will not be issued to the contractor.

5. CONSERVATION OF UTILITIES. The contractor shall operate under conditions which prevent the waste of utilities which include the following:

5.1. Lights shall be used only in areas where and when work is being performed.

5.2. Water faucets or valves shall be turned off after the required use has been accomplished.

6. AIRPARK

6.1. The airpark is open to the public seven days a week, from dawn till dusk. Care must be taken to protect contractors, their supplies, aircraft, and visitors.

6.2. Work tools and equipment must be secured each evening prior to contractors departing at the end of a work shift. Care should be taken to prevent visitor access to tools and equipment.

6.3. Contractor will be allowed vehicle access to the airpark. Speed limit is 3 mph (about an average walking speed).

7. ENVIROMENTAL CONTROLS.

7.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State, and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws or regulations change during the term of this contract, the contractor shall comply as such laws come into effect.

7.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor shall immediately report the incident to the Base Civil Engineer Squadron’s Hazardous Waste Management office, 707-424-3739. The liability for the spill or release of such substances rests solely with the contractor.

7.3. The contractor shall obtain and have on-hand a Safety Data Sheet (SDS) for all chemicals, soaps, compounds, etc. for any environmental health hazard chemicals used on the site.

7.4. The cleanser used to wash the aircraft must be biodegradable/environmentally friendly. If power washers are used, the waste water must be contained within the immediate area of Travis AFB Static Display. Any water flowing away from this area shall be monitored/filtered to ensure it does not pollute any adjacent waters.

7.5. All hazardous waste material (repair, painting, sanding, and cleaning related items and materials) must be taken off-site for cleaning and/or disposal. Contractor may coordinate with the Civil Engineer Squadron’s Hazardous Waste Management office, 707-424-3739, for disposal of hazardous waste using the base EPA ID. Contractor will be financially liable for disposal of hazardous waste. Painting, unless contained within an environmentally controlled tent, shall be applied by roller. NOTHING may be rinsed to ground or storm water drains.

8. PROJECT COORDINATION, WORK PLANNING, AND TIMELINE

8.1. A site visit will be scheduled and conducted within 45 days of contract being awarded to:

8.1.1. Assess/Reassess aircraft condition(s) and review site location(s) to address any safety and/or environmental impacts and concerns.

8.1.2. Address areas of concern on aircraft:

8.1.2.1. Requiring bird/pest proofing.

8.1.2.2. Markings and decals requiring clarification (location, size, color, etc.).

8.1.2.3. Sheet metal or other repair work that may/may not be needed.

8.1.2.4. Other concerns/issues determined at time of site visit.

8.1.3. Contractor personnel meet with TAFBAM staff to discuss aircraft specific paint colors, schemes, markings, special insignia(s), and other concerns.

8.1.4. Establish or reaffirm start/end dates for work.

8.1.5. Determine/Provide contractor Project Manager and provide contact information.

8.2. Work will commence no later than 90 days after contract is awarded.

8.3. Provide roster of contractor work crew to TAFBAM staff no later than 15 working days prior to start of work. This is necessary to ensure base access passes are correctly and properly issued.

Appendix A1 Excerpts from AFI 84-103, Para. 7.3 through 7.3.4.7

When repairing and restoring aerospace vehicles and support equipment, it is imperative to preserve their historical integrity. Use methods outlined in the appropriate Technical Order (T.O.) Dash 2 maintenance and erection manual and the T.O. Dash 3 structural repair manual. Do not inflict any damage on the airframe without MAJCOM/HO approval. Make changes that compromise authenticity only to enhance the long-term preservation of items displayed outdoors; any changes or alterations must be reversible. Use AF Form 3581, Static Display Aerospace Vehicle Maintenance Log1, to record all preservation and restoration actions.

At a minimum, keep items from deteriorating further. Perform limited disassembly of the vehicle and selected disassembly of components. Thoroughly inspect the aircraft and locate, identify, and remove all areas of corrosion. Make sure the item is clean and free from dirt, debris, carbon, and other contaminants. Apply a corrosion-preventative chemical film as specified in the appropriate technical order to all surfaces, reassemble all components and items, apply final chemical coating, and protect it from the elements while it awaits restoration.

Restore aerospace vehicles to original manufacturers or operational appearance for the period depicted. Systems need not be operational. Interior areas may be left unrestored but must be in same condition as received. The work need not conform to airworthy standards. Repair all damage. Strip, clean, brighten, coat with a corrosion preventative and give a final finish coat to the airframe.

Damaged or missing components may be remanufactured to less than original or airworthy standards.

Note: Radioactive materials may have been used in the construction of aerospace vehicles.2 Follow the procedures in Chapter 9 for dealing with radioactive components before doing any work on an aerospace vehicle. Fulfill all local bioenvironmental requirements.

MAJCOM/HO (or senior historian for DRUs and FOAs) approves color, markings and insignia (CMI) packages. The requesting unit will be responsible for development of a package that includes the current paint scheme, the proposed paint scheme and a justification for the change. All research associated with any proposed CMI packages will be conducted by the requesting unit. Units may paint aircraft to represent another aircraft of the same series and model with the written permission of the MAJCOM/HO.

Do not compromise authenticity by adding spurious names, logos, nose art, or other identifying features that violate the historical accuracy of the CMI. Do not compromise CMIs for reasons of personal edification. Do not mix markings from a variety of aircraft, i.e. using the nose art from one aircraft, the serial number of another and unit codes from a third. Ensure historical accuracy in the placement and style of markings being applied, keeping in mind the "window" or "moment" of history being represented. Fully document the markings being applied to static display aircraft.
