QUESTIONS & RESPONSES
Solicitation # FA442725Q1061 Amendment #1 – 3 June 2025
Question 1: Social Security Numbers Question: Attachment 5 outlines the requirement to provide Social Security Numbers (SSNs) and other personally identifiable information for personnel included in the Entry Authority List (EAL). Could the Government please confirm whether these SSN details must be submitted with the proposal, or if they are only required after award during the base access request process?
Response: The government requires social security numbers (SSN) for access to Travis AFB. SSN is not required with the proposal.
Question 2: Proposal Format Requirements Question: The solicitation does not appear to define a required format (e.g., PDF, Word, or scanned documents) or file naming convention for quote submission. Could the Government please confirm the preferred file format(s) and whether a specific naming structure should be used when submitting the proposal Response: There is not a required format or file naming convention for quote submission.
Question 3: Surface Preparation and Repair Extent Question: While the PWS outlines sanding and surface preparation it does not specify whether chemical stripping is allowed or prohibited. Can contractors use chemical removal agents with proper containment?
Furthermore, does the Government expect full structural contour restoration of corroded or deformed areas (e.g., patching or fabrication), or is cosmetic repair sufficient to meet visual standards (PWS Sections 1.3.1 & 1.4.3)?
Response: Museum staff does not have an issue with chemical removal agents with proper containment being used.
Recommend questions and approval of chemical agents be directed to Mr. Xuyen Lieu, 60 CES, 707-424-5103. Cosmetic repair is sufficient.
Question 4: Waste Disposal and On-Site Resources Question: The PWS (Section 7.5) states that all materials must be disposed of off government property daily. Will the Government provide any temporary on-base containment area or disposal staging location, or is immediate off-base disposal mandatory?
Response: Museum staff has no objection to temporary storage on museum grounds provided Civil Engineer Squadron’s Hazardous Waste Management office, 707-424-2533, approves. Museum staff does not know if there is a temporary containment or staging location on base. Please coordinate with the Hazardous Waste Management office for clarification and approvals.
Question 5: Site Visit Availability Question: Is the Government planning to host or allow a pre-proposal site visit for prime contractors and subcontractors?
If so, could you please share the timing and process for submitting visitor information for base access (ref: PWS Section
8.1.2 and Attach 5)?
Response: No. The government is not hosting a site visit.
Question 6: Security Access and Escort Requirements
Question: The Security Requirements (Attach 5) outline procedures for badge issuance and EAL submission but do not specify whether subcontractor personnel, once badged, require a government escort during work hours. Could you clarify whether access will be unescorted once approved, and whether there is a limit to the number of subcontractor badges permitted?
Response: Museum staff will recommend unescorted privileges for any and all contractors and subcontractors.
Personnel on an approved EAL will not require an escort.
Question 7: Proposal Requirements – SDS, Supporting Docs & Payment Terms Question: Could the Government confirm whether SDS sheets and technical specifications must be included with the proposal, or if they are only required after award? Additionally, will subcontractor payments be processed only after final Government acceptance, or will payment be permitted upon milestone completion and invoice submission by the Prime?
Response: Contractors must meet federal criteria for gaining access to the installation to include the appropriate identification. Upon scheduling services to be conducted, the contract company should issue a work order for proof of entry on to the installation for services to be performed.
Question 8: Reference Clarification – Attachment 2 Question: Point no 17 of Attachment 2 states that quotes are due no later than 19 MAY 2025 at 1:00 PM PDT via email.
However, other references indicate a possible due date of 5 June 2025. Can you please confirm which is the final and official proposal submission deadline, and clarify whether the 19 MAY 2025 date is correct or a typographical error or due date for questions? Question 9: Acceptance Criteria and Final Inspection Question: Can you please clarify the Government’s acceptance criteria and whether a final walk-through or formal inspection will be conducted to validate satisfactory project completion?Reference: PWS, Attach 3 Response: Final walk-through with Museum Director and Restoration Shop Manager will be required.
Question 10: Temporary Storage or Staging Area Availability Question: Will the Government provide a designated staging or storage area on Travis AFB for tools, materials, and equipment during the 90-day performance period? Reference: PWS, Sections 7 & 8 — No mention of staging or storage support Response: Museum staff will allow storage of tools, materials, and equipment on museum grounds. Inside and/or outdoor storage will be arranged.
Question 11: Use of Subcontractor Letterhead for Forms (e.g., EAL or Acknowledgments) Question: Is it acceptable for subcontractors to submit EALs and acknowledgments on their own letterhead, or must all access documents be submitted under the Prime’s company letterhead?
Reference: Attach 5 – General EAL submission guidance; no formatting or ownership detail given Response: There is no formatting requirement for General EAL submission/letterhead.
Question 12: Question: Can you please confirm whether subcontractor personnel without a military ID who are submitted and approved through the Entry Authority List (EAL) process will be granted unescorted access to Travis AFB, or will they require a cleared escort at all times while on base?
