FA4427-20-R-0018 349 AMW Facility Projects B350 Renovation & HVAC RFIs

RFI 1

1) Reference Part II - Past Performance Information: May we submit completed CCASS or CPARS in lieu of the Past Performance Questionnaire?

No, as stated in the solicitation, section M, 3.1c, “Evaluation will be based on (1) the list of no more than five (5), of the most relevant contracts performed for Federal agencies and commercial customers within the last five (5) years provided by the offeror which shall include Past Performance Questionnaires (Attachment 11 of this RFP) which validates past and/or present performance evaluation efforts rendered by the Offeror and (2) data independently obtained from other Government (i.e. Federal Awardee Performance and Integrity Information System, (https://www.fapiis.gov/) and commercial sources.”

Please provide no more than 5 PPQs. One for each project of similar magnitude and scope.

For, “data independently obtained from other Government (i.e. Federal Awardee Performance and Integrity Information System, (https://www.fapiis.gov/) and commercial source,” the Government has the right to conduct an independent search for example in CPARS. You can provide these information along with the PPQs. It will be helpful to the Government.

2) Reference Part II - Past Performance Information: If we have a Past Performance Questionnaire that has been filled out for a previous proposal, may we submit that in lieu of the PPQ issued with this solicitation?

The PPQ form is not particular to a solicitation. If it is the same form used and the project evaluated is of similar scope and magnitude as the solicitation of this RFP, you should be able to submit it. Keep in mind, everyone is getting rated the same across the board, thus it will have to be the same form requested in this RFP.

3) Section L, paragraph 2(c) discusses Subcontractor Consent in relation to submitting past performance information for a subcontractor.

Past performance information pertaining to a subcontractor cannot be disclosed to the prime offeror without the subcontractor's consent

a. Are we required to submit past performance information for subcontractor(s)?

No

b. Is subcontractor past performance information included in the maximum 5 submitted projects for the offeror?

PPQs are for the prime.

c. If we choose to submit all five projects for our firm, and not include past performance information for subcontractor(s), would that negatively impact our proposal evaluation?

No, the information provided by individual identified as a point of contact for a past and/or present performance evaluation in the PPQ is the determining factor.

4) The Past Performance Questionnaire direct respondents to email the completed survey to the Air Force. Are we to also include completed PPQ’s with our proposal?

As long as we receive the PPQs on or before the proposal due date, either included in the proposal or direct respondents to jonny.ochoa@us.af.mil as stated in the PPQ form. Section M paragraph 3.1(c) “Offerors with no relevant past or present performance history or the offeror's performance record is so limited that no confidence assessment rating can be reasonably assigned shall receive the rating "Neutral Confidence," meaning the rating is treated neither favorably nor unfavorably.

5) SF 1442 Block 8 indicates that Offers are to be sent to Travis AFB, which seems to imply hard-copy. However, Section L para D(a) indicates that offerors may submit via email or DoD

SAFE.

SF 1442 Block 8 states “address offer to” not “send offer to.” Section L paragraph D(5) states

“HARD COPY PROPOSALS WILL NOT BE CONSIDERED NOR EVALUATED.”

a. Please confirm that offers may be emailed or submitted through DoD SAFE.

Per Section L paragraph D(5), INFORMATION REGARDING SUBMISSION OF PROPOSAL:

Proposal shall be submitted electronically to jonny.ochoa@us.af.mil and rory.gardner@us.af.mil.

Per Section L paragraph D(5)(b) Offerors whose proposals are too large to be sent via email are encouraged to submit proposals via DoD Safe, https://safe.apps.mil/. If need a DoD safe link, send an email to jonny.ochoa@us.af.mil requesting a DoD Safe link for proposal submittal.

b. For emailed offers, please clarify the email address(es) that offers should be sent to.

Per Section L paragraph D(5), INFORMATION REGARDING SUBMISSION OF PROPOSAL:

RFI 2

1. Please confirm all FF&E will be removed and stored offsite by AF prior to construction.

Yes, the user will remove these items away from the walls during construction as the contractor works room by room. Contractor will need to be in continual coordination with the identified building user’s POC when transitioning to the next room. This project will be phased. Prior discussions incorporated doing a split approach with one half of the building being worked and then the other half. All utilities and bathroom access will be needed by the user during the entire length of the project. Depending upon the length of time needed the building user is willing to be as accommodating as they can to meet the needs of the contractor.

2. Will building be occupied during construction efforts?

Yes

3. If building is to remain occupied please provide temporary utility requirements:

A. Please provide temporary electrical requirements.

B. Please provide temporary HVAC requirements.

C. Please provide temporary restroom requirements.

The building will need to maintain a similar level of operation to existing conditions for all utilities including restroom access.

4. Will any project phasing be required?

Yes, described above.

5. Please provide As-Built drawings.

Will be sent via DoD safe

6. Can existing piping that is scheduled to be demoed within concealed in walls be capped and remain in place? Or is the requirement to open up all walls and physically remove all piping?

Recommend cut and cap at the earliest point to avoid having ‘live pipes’ in concealed walls. For

ex. We would want to cap right after an isolation valve and not 100’ into concealed walls.

Generally, it would be an RFI for case-by-case solution to be determine the appropriate course of action in opposed to a black and white standardized answer.

So instead of opening all of the existing walls we can open the wall if needed at the closest point of termination.

7. Please confirm if exposed ductwork is required to be painted.

Exterior ductwork required to be painted if in visibility of the flightline

8. Is there any known hazardous material?

Depending upon date of original construction, this may not be a concern. No hazardous materials are stored in Bldg 350. The only potential hazardous material may be in the building materials themselves in the form of asbestos or led paint since the building was constructed in the 1970s.

9. Can you please provide job walk sign in sheet?

Will provide individually to any of the contractors who attended the job walk up on request.

RFI 3

1. What year was the building constructed?

1970s

2. Can the winning Contractor use AETYPIC to complete the Asbuilts, or is an Independent AE Firm required?

This project is a design-bid-build, all communication by construction contractors will be through the contracting office unless authorized by the Contracting Officer. There will be no communication between the A-E contractor (AETYPIC) and the construction contractors.

3. Will the building remain occupied during construction? This requires time/costs for phasing of work and time/costs for Temporary Power & HVAC.

Yes

4. Can the Project Superintendent Dual-Hat as either SSHO or QC?

Project Superintendent can dual-hat as the SSHO, but not the QC.

RFI 4

1. In Division 1 - General Requirements Section 01 35 26 paragraph 1.7.1.2 Contractors Quality Control (QC) Manager it states, "The contractor Quality Control Manager cannot be the SSHO on this project, even though the QC has safety inspection responsibilities as part of the QC duties". Can the Superintendent function as the SSHO or will this project require a Superintendent, a Quality Control Manager, and a SSHO to all be a separate individuals SSHO and Super= 1 person QC=1 person

2. Are there any “special” access requirements to work on Travis AFB and/or at the project sites Travis AFB is designated as a closed base. In order to promote security and safety, all employees desiring access must adhere to installation entry requirements, to include, identity proofing and vetting. This includes a National Crime Information Center (NCIC) and California Law Enforcement Telecommunication System (CLETS) check. The primary contractor will ensure all employees possess proper credentials allowing them to work in the United States and ensure illegal aliens are not employed and/or transported onto the installation. Please also see AFFARS 5352.242-9000.

3. With a teaming agreement – how many past projects are required for past performance evaluations?

Instructions for preparation and submission of the proposal are contained in Section L, and the basis of awards is located in Section M of the solicitation. Please be advised that if you are doing a joint venture and your company ends up being the successful awardee, the joint venture will have to be approved by the SBA prior to award of contract.

4. When does the Owner anticipate the award of the project and NTP?

Per block 10 of the solicitation: NOTICE OF OFFEROR/SUPPLIER: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror for any cost." Per block 13(d) ” Offers providing less than 150 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.” A NTP is typically issued after a pre-construction meeting presuming that insurance, payment and performance bonds were received.

5. Please confirm that the Owner will be responsible for removing all equipment, furniture, personal effects, etc from the affected areas prior to construction.

Yes, the user will move these items with advanced noticed. Depending on how much needs to be moved the user may need up to a month notice. This project is planned to be a mostly 2 phase project working on one half of the facility at a time. If the contractor has a better suggestion, the government will consider.

6. Will the building be completely vacated by the end users during construction activities?

No it will be simultaneously occupied.

RFI 5

1. Please confirm that all new toilet stalls are to receive a TA-4 Toilet roll holder.

Required restroom accessories:

2. Please provide a door schedule that indicates the required work for all new/existing to remain doors, frames & hardware.

The only new door, as indicated in the drawings, is the door to the SHOWER (109A). Key note 16 on Sheet A-103 indicates the requred hardware for the door. The existing doors to the MENS RESTROOM (102) and WOMENS RESTROOM (110) are to remain and the restroom side of the doors are to be painted to match the painted gyp bd.

3. Please clarify work to be included for all doors. Reuse / new etc.

Other than what is clarified above, no other building doors are indicated to have any work.

4. Please clarify what work is to be included for the new duct work indicated on sheet M201.

Ceilings, walls etc.

The ACT and grid will need to be removed and replaced for the installation of the ducktwork in the corridors. The wlls will need to be cut when installing the inlets and outlets.

5. Please clarify all work to be included for the exterior wall penetrations for the new ductwork.

Penetration details, patching details etc.

Please see 9/A5-1 and 1/S-502 for duct penetration details.

RFI 6

1. As per M005 and M006 Equipment schedule, the schedule show 23 quantity VA Vs. The drawings on page M202 show 24 quantity VA Vs. The PNID on M402 show 26 quantity VA Vs.

Please clarify quantity.

The VAV BOX WITH HEATING HOT WATER REHEAT SCHEDULE shown on Sheet M005 and M006 indicate 26 VAV units. The MECHANICAL HVAC NEW WORK PLAN on Sheet M202 also indicates 26 VAV units. The MECHANICAL HEATING HOT WATER PIPING DIAGRAM on Sheet M402 also indicates 26 VAV units.

2. There are 3 VAVs which show hot water piping routed to them but the schedule does not show a hot water coil. Please clarify.

The 3 VAV boxes (16, 19, and 21) do not require hot water piping due to serving the internal zones such as the corridors and Room 122.

3. Regarding the prefabricated galvanized metal grated pipe bridges shown on M605 detail #4, would PHP brand be permitted. Please advise.

Brand is permitted, an official submittal is still required

RFI 7

1. Detail 1/A103, indicates a section reference 4/A501. Please provide details.

Please see attached PDF showing A-501.

2. Can the Contractor assume that all existing plumbing rough in pipes are sufficient to supply the new plumbing fixtures to be replaced in the same place? i.e. Waste and vent pipes concealed under floor, in walls and above ceiling, and domestic water supply pipes concealed in walls and above ceiling, etc.

3. Sheet note 4 on plumbing sheet P102, calls for the demolition and extension of the plumbing to a new floor sink. Please provide underfloor details and slab repair details for this work.

1. For B350, will duct cleaning of existing duct be required?

Yes

2. Due to congestion in the hallway above grid, will the existing fire sprinkler pipe/electrical conduit be removed and reinstalled to allow install of duct/HVAC pipe?

Do not touch items outside of the scope. If this is not possible we can address on a case by case basis.

3. Will temp cooling be needed for this project? If so how will the office be occupied?

Yes, depending upon the time of year to be completed, heating or cooling may be required.
