Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 60 CONS / TRAVIS AFB, CA

Project/Program Name: DFAC Multi-Temp Trailer Rental

Purchase Request/Identification Number: F3Z3658213AW01

Section B: Description of the Supplies/Services Required

The 60 FSS requires a multi-temperature trailer to store perishable produce and frozen food items during our Dinning Facility (DFAC) renovation from 1 Oct 18 up to 31 Jan 19.

Section C: Justification for Soliciting from a Single Source or Brand Name

60 FSS currently has a 53 foot multi-temp trailer located at the Delta Breeze Club at Travis AFB. The trailer is currently being rented through Reefer Sales & Rental, Inc. and they have provided outstanding service throughout the current contract period.

60 FSS requires the continued use of the multi-temp trailer via Reefer Sales & Rental, Inc. to ensure seamless and uninterrupted service to DFAC operations. This is critical because the DFAC stores perishable produce and frozen items costing more than $35,000 within the multi-temp trailer. In addition, 60 FSS does not have two high-line docks available to transfer the perishable food items from one trailer to the other. The only temporary storage location is the DFAC walk-in refrigerated units which are .5 miles away. This facility is undergoing renovation and the electrical power may be turned on/off at any time during the renovation process. Additionally, 60 FSS will need to make multiple trips a day to add and remove items from the DFAC which is not feasible due to limited time and manpower.

Section D: Efforts to Obtain Competition

60 FSS has not made any efforts to obtain any quotes for this requirement. When 60 FSS looked at renting a multi-temperature unit in early FY18 quotes were solicited from Personalized Lifecycle Management (PLM), Polar Leasing, First Vanguard Rental and Sales, McKinney Trailer Rentals, and Reefer Sales & Rental, Inc.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Continued market research will be done to seek alternative sources. No future purchases will be sought without additional market research. Every effort will be made to research competitive pricing on future requests if the need for a similar requirement arises.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
