Sources Sought

Base Natural Gas System Repair

INTRODUCTION:

This is a SOURCES SOUGHT issued for the purpose of market research in accordance with the Federal

Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes to obtain information from potential and eligible contractors. This announcement is neither a solicitation nor a request for quotation/proposal and does not obligate the Government to any contract award.

The 60th Contracting Squadrons’ current plan would consist of a Indefinite-Delivery contract (IDC) for

Natural Gas System Repair at Travis AFB. Work is to include but not limited to the replacement of natural gas lines, valves, fittings, meters, trenching, backfilling, directional boring. Asphalt cutting and replacement, concrete saw cutting and replacement, purging, cleaning and testing of the new lines, as well as any associated work. The description of work will be identified in each individual task order.

Performance and payment bonds will be required per individual task order in accordance with FAR 28. In order to make a determination to set this aside for a Historically Underutilized Business Zone (HUBZone) business, two or more qualified and capable HUBZone businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the limitations on subcontracting clause (FAR 52.219-14).

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is

237120, Oil and Gas Pipeline and Related Structures Construction, with a size standard of $36.5 million.

Only HubZone business under this NAICS code and size standard will be considered.

The provided information requested will be used within the Air Force to facilitate a decision making and will not be disclosed to outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that one(1) contract may be awarded for a two year ordering period.

The magnitude of construction is between Between $5,000,000 and $10,000,000 over the two (2) year period.

MARKET SURVEY:

Responses should include:

1) Business name and address;

2) Name of company representative and their business title;

3) Business Size and Type of Small Business (if applicable);

4) Cage Code;

5) DUNS Number;

6) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA

SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)

7) Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this description. Documentation should be in bullet format.
