Page 1 of 2Updated: 9 Jun 16
Section A: General Contract Information
Contracting Activity: 60th Contracting Squadron, Travis AFB
Project/Program Name: ESD Solid Separator Replacement
Purchase Request/Identification Number: F3Z1896139AW01
Estimated Contract Cost (including Options): $15,000.00
Section B: Description of the Supplies/Services Required
60 LRS/LGRDDO vehicle operations requires the full removal and replacement of the current solid separator replacement housing for the Travis AFB car wash. The contractor will be required to disconnect and dispose of the current solid separator, and install and connect a new solid separator. The end user requires a 1 year standard warranty, and requires the contractor to respond to warranty issues within a 24 hour period. The contractor will have 90 days at time of award to complete the installation. The end user requests the contractor furnish a hazardous materials training plan; to include training certificates to all individuals who will be dismantling and installing the new solid separator.
Section C: Justification for Soliciting from a Single Source or Brand Name
(A) The current separating system is a customized separating system that was designed and installed by Air & Lube Systems, Inc and ESD specifically for Travis AFB. Our custom separating system reclaims and sanitizes greywater through a two part processing system: solid separator and bio-digestor. The solid separator catches and separates large debris from water and oil, and then filtered through a three tank filtration system and gravity fed bio-digestor system. The custom bio-digestor system ensures hydro-carbons are properly neutralized and free of odor. Our custom bio-digestor system is gravity fed, which is not available in the commercial market.
Furthermore, gravity enabled was essential to be able to process grey water without requiring pumps. The gravity fed system required custom housing and equipment stands to raise the bio-digestor system to the appropriate height. Our separating system has the ability to process 70 gallons per minute (GPM), which was customized from a 50 GPM separator to facilitate housing dimensions.
(B) The customization of our requirements limits the type of solid separator that will need to be installed to operate properly with our current connections and existing equipment. A commercial solid separator will not be compatible with our customized bio-digestor system stands, and housing. The duplication in costs in providing new connections, new equipment, and new bio-digestor system, will not be recovered through competition.
(C) The solid separator is major component of a highly specialized custom system and replacing the current system with another manufactured solid separator will cause unacceptable delays in fulling our requirement. The Travis AFB water reclamation system was customized to meet our unique operations. Our water reclamation system is entirely customized, so replacing one component, without replacing all components, will cause the entire system to malfunction and become non-operational.
Section D: Efforts to Obtain Competition
Two water treatment companies were contacted that specialize in water reclamation. Both companies were able to provide the essential water reclamation functions a car wash requires when filtering grey water, but could not install a new system without replacing all current equipment and connections, or ensure if the new system will be as efficient as our current customized unit. Both companies would be required to install a new system in a different location than the current water reclamation system. Both companies could not verify if their system would be compatible with all existing equipment. A previous acquisition searched discovered the USDA purchased a solid separator through a sole-source
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Given most of the contracts associated with the car wash solid separator system would be considered follow-on replacement contracts, all future contracts would limit competition. Our current system will need to be replaced with a commercial solid separator system to prevent future single source acquisitions. In conclusion, the car wash solid separator is a specialized custom unit that would need to be replaced with a commercial water reclamation system to promote future competition.
