52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Price Technical Acceptability

ADDENDUM TO FAR 52.212-2:
Best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.
By submission of its quote, the vendor accepts all solicitation requirements, including all technical requirements and terms and conditions. Failure to conform to solicitation requirements may result in a quote being determined not awardable without further evaluation. The evaluation criteria are detailed below:
Factor 1 - Price. The total evaluated price will be determined by based on the extended price for Line Item 0001.
Before a contract may be awarded, the contracting officer must determine the price fair and reasonable per FAR 13.106-3.
Factor 2 Technical -. The purpose of the technical factor is to assess whether the vendor’s quoted item meets all of the provided salient characteristics for the required item. Each vendor’s quote will be evaluated against technical requirements and will be assigned a rating of “acceptable” or “unacceptable.”
Rating Description:
“Acceptable” - Quote clearly meets the minimum requirements of the solicitation.
“Unacceptable” - Quote does not clearly meet the minimum requirements of the solicitation.
The quote will be determined technically acceptable if it meets the following salient characteristics:
Self-Propelled Telescopic Boom Lift:
1. Working height of 105 feet (Min)
2. Horizontal reach of 75 feet (Min)
3. 660 lbs. unrestricted and 1000 lbs. restricted platform (basket) capacity (Min)
4. Must have a self-leveling platform (basket)
5. Alternating Current power available in the platform
6. 150 degrees hydraulic platform rotation (Min)
7. Positive traction 4 wheel drive
8. Two speed wheel motors
9. Four wheel high angle steer
10. Four wheel steering modes: front, rear, crab and coordinated (Min)
11. Platform load sensing system
12. 73 Horsepower minimum Diesel engine (min)
13. ANSI compliant per ANSI/SAIA A92.20
14. Heavy duty tires, foam-filled (Min)
15. Flashing beacon, decent, travel, contact and tilt alarms (Min)
16. Aircraft protection package (Min)
