Terrorism Is Defined As The calculated use of violence or threat of violence to inculcate fear; intended to coerce or to intimidate governments or societies, in the pursuit of goals that are generally political, religious, or ideological. (Department of

The Hour Has Come
No one starts a new day believing they will be a terrorist target! Instead you may find yourself being:
Victim By Association – The wrong friends, in the wrong place, at the wrong time
Victim By Location – The wrong place at the wrong time
Victim By Opportunity – Completely random circumstance, primarily occurs at a soft target (Those areas with little to no security presence)

The Hour Has Come Surveillance – Using cameras (still or video), note taking, drawing diagrams, writing on maps, or using binoculars or other vision-enhancing devices to record or monitor base activity.
Elicitation – Attempts to gain information from you by mail, in person, or by telephone about military operations, capabilities, or people.
Tests Of Security – Attempts to measure reaction times or penetrate physical security barriers or procedures in order to assess strengths and weaknesses.
Acquiring Supplies – Purchase, theft, or unauthorized Acquisition of explosives, weapons, ammunition, military uniforms, decals, Flight manuals, passes or badges, or any other controlled items Suspicious Persons Out Of Place – People who don’t Seem to belong in the workplace, neighborhood, business establishment, or anywhere else Dry Run – People getting into position and moving around according to their plan without actually committing a terrorist act. This could also include mapping out routes and determining the timing of traffic lights and flow.
Deploying Assets – People and supplies getting into position to commit the act. This is the last chance to alert authorities before a terrorist act occurs

Definition:
This condition applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable
General conditions suggest possible violence
Nothing indicates that this installation is being targeted Must be capable of being maintained indefinitely

Expect random vehicle checks and increased crime prevention efforts

Definition:
Applies when an increased or more predictable threat of terrorist activity exists.

Specific Information Suggests Probable Violence Nothing Indicates That This Installation Is Targeted Extra Precaution Is Appropriate To Deter Terrorist Planning Must Be Capable Of Being Maintained For Weeks Without Hardship

Definition:
Applies when an incident occurs or intelligence is received indicating that some form of terrorist action or targeting against personnel or facilities is likely.
Evidence of terrorist attack planning, such as terrorist surveillance or reports from local sources
Strong protective measures are required, but the unit must continue its regular mission activities
Implemented for only a short period of time

Expect rigorous efforts to inspect vehicles and facilities; you may be required to evacuate the installation, or you will not be allowed to enter without an escort

FPCON DELTA
Definition:
Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent.
FPCON Delta is normally declared as a specific, localized warning
The installation moves to a high state of alert, and the commander implements mandatory security measures
Commanders are encouraged to supplement mandatory security measures will delay and interrupt normal routines.

If on the installation, follow security forces instructions; you may be directed to evacuate or seek shelter If off the Installation, you may be denied access until the incident has been resolved.
