PERFORMANCE WORK STATEMENT (PWS)
FOR
AIR COMPRESSOR SYSTEM MAINTENANCE
1. DESCRIPTION OF SERVICES. This contract is for non-personal services to the Governement. The Contractor shall provide all management, tools, supplies, equipment, transportation, personnel and labor necessary to perform scheduled and unscheduled maintenance service on Ingersoll Rand equipment listed in this PWS (Appendix A).
1.1. SCHEDULED MAINTENANCE SERVICES. Travel and per diem costs shall be included in the cost for the scheduled maintenance performed.
1.1.1. Minor Scheduled Maintenance – The Contractor shall perform all tasks as recommended by manufacturer literature and specifications. Contractor shall provide supply consumable items such as grease, oil, etc., at no additional cost to the Government. Minor scheduled maintenance services shall include, but are not limited to , inspection of units and assemblies, lubrication, adjustment of belts and motors, cleaning of sub-assemblies and other items recommended by the manufacturer for minor services. The Contractor shall provide lubricant sample analysis required for validation and any applicable warranties. Operational and safety checks shall be performed by the Contractor. The Contractor shall ensure decals are legible (or replace) and clean the equipment to remove any accumulation of dirt in areas that are not easily accessible by the user.
1.1.1.1. This service shall be completed semi-annually except during years that include Major services. (Minor services are performed as part of the scheduled Major service.)
1.1.2. Major Scheduled Maintenance. The Contractor shall perform all tasks as recommended by manufacturer literature and specifications. Contractor shall provide supply consumable items such as grease, oil, etc., at no additional cost to the Government. Major scheduled maintenance shall include the Minor service (above) as well as replacement of the air/oil separator, lubricant (as required) and grease motor bearings.
1.1.2.1. The service shall be completed once every 24 months – during the first, third and fifth option years of the contract.
1.2. REPAIRS ON EQUIPMENT SCHEDULED FOR MAINTENANCE. If the
Contractor finds any deficiencies that can be repaired during the scheduled maintenance visit, the Contractor shall notify the Quality Assurance Office (QAO) in writing of the estimated costs for repair parts, shipping/handling fees (if applicable) and estimated hours to repair.
1.2.1. The QAO must approve the estimate prior to start of repair work. Any changes to estimate pricing or labor hours while performing the repairs must be approved by the QAO prior to continuing work.
1.2.2. If necessary, after repairs, the Contractor shall retest the equipment at no additional cost to the Government.
1.2.3. Travel and per diem will not be reimbursed for repairs on equipment programmed for the scheduled maintenance visit. Approved labor hours exceeding the eight (8) initial hours of service on the equipment shall be reimbursed.
1.2.4. If the equipment cannot be repaired during the scheduled maintenance trip (i.e parts must be ordered), the Contractor shall perform diagnosis of the problem and provide a written estimate of the repair parts (including shipping/handling fees) and estimated hours to repair. Once parts are received, the Contractor shall notify the QAO and request an unscheduled service call be authorized.
1.3. UNSCHEDULED SERVICE CALLS. The Contractor shall provide unscheduled repair services on equipment items listed in Appendix A, as required, between regularly scheduled maintenance and inspection visits. Unscheduled service calls include travel, per diem and the first eight (8) hours of labor for service on site.
1.3.1. All unscheduled service calls must be authorized by the QAO. Upon notification of a service requirement by the QAO, the Contractor shall contact the QAO within eight (8) duty hours to schedule the service call at a mutally acceptable time. If the Contractor cannot respond due to severe weather conditions, the Contractor shall contact the QAO to schedule an alternate arrival date/time.
1.3.2. Once the Contractor arrives at the job site, the Contractor shall perform diagnosis/ troubleshooting of the problem and provide a written estimate of repair parts needed, shipping/handling fees and estimated hours to troubleshoot and repair the equipment. This must be approved by the QAO prior to the start of repair work. Any changes to estimated pricing while performing repairs (including number of labor hours), must be approved by the QAO prior to continuing work.
1.3.3. If unscheduled repair labor hours are to exceed eight (8) hours, the Contractor shall submit a written estimate for the additional labor hours required to complete the repair prior to continuing work. Only the approved additional labor hours will be reimbursed.
1.4. ADDITIONAL UNSCHEDULED MAINTENANCE CALL WHILE ON ALTUS
AFB. If the Contractor is called to perform an additional unscheduled maintenance while on Altus AFB, the Contractor shall provide a written estimate of repair parts needed, shipping/ handling fees and estimated hours to troubleshoot and repair the equipment.
1.4.1. Once approval is given by the QAO, the Contractor may order parts and begin repair.
1.4.2. Travel and per diem will not be reimbursed for the additional unscheduled repair while already on Altus AFB for another service. Approved labor hours shall be reimbursed.
1.5. REPLACEMENT PARTS. The Contractor shall furnish and use only original manufacturer or approved equal material/parts.
1.5.1. The Contractor shall provide a written repair cost estimate to the QAO within two (2) business days of finding the deficiency. Estimate shall require the approval of the QAO prior to ordering the replacement part. The QAO may authorize repairs on each equipment item (listed in Appendix A) up to $3000.00. Repair parts costing over $3000.00 shall be approved by the Contracting Officer (CO).
1.5.2. The estimate shall include, at a minimum: estimated material costs (including freight), estimated labor hours and estimated repair/recertification completion date. The Contractor shall not proceed with the repairs without the authorization of the QAO or CO. At no time shall work be completed without approval. The Contractor shall only be financially reimbursed for the material (including freight) and labor costs of the authorization repairs.
1.6. COORDINATION OF WORK. Locations and work times are to be coordinated through the QAO. Contractor will notify the QAO no less than one (1) week prior to proposed start of scheduled work.
1.7. REPORTS AND DOCUMENTATION. All reports shall include, at a minimum: date of inspection, name of servicing technician, building number, type of equipment, model number, serial number, detailed work performed, repairs accomplished, listing of parts used and overall condition of the equipment. All reports shall be submitted to the QAO within fourteen (14) calendar days after completion of service. E-mailed or faxed reports are acceptable. Service reports must be received prior to payment authorization.
2. SERVICE SUMMARY (SS). The Contractor service requirements are summarized into performance thresholds that relate directly to mission essential items. The stated performance thresholds are the minimum acceptable levels of service for each stated requirement. The SS provides information on contract requirements, the expected level of Contractor performance and the expected method of Government validation and confirmation of services provided. These thresholds are critical to mission success. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

2.1. QUALITY ASSURANCE. The QAO will assess the Contractor’s performance and adherence to standards using the SS table. The QAO shall use 100% surveillance, periodic surveillance, random sampling and/or customer complaints as dictated by the SS. If inspection reveals unacceptable performance, the QAO shall notify the CA. The CA will then notify the Contractor and require re-performance of the service (referred to as “call back”). The Contractor shall be allotted time as agreed to by all parties, but no longer than 72 hours, to return to Altus AFB and accomplish corrective call back work.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. GOVERNMENT FURNISHED PROPERTY. The Government will furnish, without cost to the Contractor, all reasonable amounts of electricity in connection with the contract performance while on Altus AFB. The Contractor shall practice energy conservation in Government facilities.
3.2. GOVERNMENT FURNISHED EQUIPMENT. The Government will provide temporary use of a fork lift for Contractor use to lift equipment components as necessary to perform Major services. The Contractor must coordinate use at least one week in advance of need.
3.3. GOVERNMENT FURNISHED SERVICES. The Government will provide police and fire protection while on Altus AFB. In the event of a medical emergency, call “911” for transportation of an injured employee by civilian ambulance to a local hospital. The Government shall provide emergency medical treatment for life-threatening emergencies only until civilian ambulance arrives.
4. GENERAL INFORMATION.
4.1. CONTRACTOR QUALIFICATIONS. The Contractor must provide written evidence that they are an authorized service provider for Ingersoll Rand equipment. Copies of technician certification or training shall be submitted upon request.
4.2. CONTRACTOR PERSONNEL. While on Altus AFB, Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. This shall be accomplished through the wear of distinctive clothing, overcoats or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection. The management and control of Contractor employees in the performance of this contract shall be the responsibility and prerogative of the Contractor. However, the Contractor shall comply with the contract requirements and Altus AFB regulations concerning conduct of employees.
4.3. SECURITY REQUIREMENTS. While on Altus AFB, the Contractor shall comply with Altus AFB security measures. These regulations are available for review in the contracting office. Security and base access requirements are contained in clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contract employees will be required to obtain and display identification badges.
4.3.1. Contractor employees shall provide information to assist in the completion of background checks for employees requiring access to Altus AFB. This information shall consist of, but is not limited to: full name (first, middle, last), social security number, date of birth, address, driver’s license number and state of issue, number of years residency in the state of Oklahoma and Jackson County. This information will be protected under the procedures listed in the Privacy Act of 1974. A background check must be completed prior to unescorted access while on Altus AFB. If the background check reveals a Contractor employee or prospective employee with an adverse criminal history or as a potential threat to the health, safety, operational mission of the installation, then the Government reserves the right to restrict or deny access to Altus AFB for that individual.
4.3.2. Contractor Badges. The Contractor is responsible for tracking and retrieving badges from employees upon their separation, termination and/or completion of business on Altus AFB, OK. Badges from employees who are no longer employed on the contract must be retrieved and turned in to the COR within 30 days of the individual’s separation or termination. Employees who abuse their badge privileges by attempting base access beyond the dates, times, locations or specified work and other limitations may be subject to revocation of base access. Businesses may lose base pass privileges if they fail to control use of the badges or do not return them upon completion of use. Failure to control or turn in badges may result in contract termination or a decision not to exercise the option periods of this contract.
4.3.3. Anti-Terrorism. Altus AFB has an antiterrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. As a Contractor working on Altus AFB, you and your sub-contractors are required to obey all orders from Security Forces and adhere to all security measures implemented as a result of Force Protection Condition changes (security posture changes). Additionally, you and your sub-contractors are expected to report to base security forces (481-7444) any suspicious activities, packages or items you see while conducting work on Altus AFB. Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation or somebody asking a lot of questions about the base. In an effort to help familiarize you, your employees and sub-contractors about antiterrorism, Altus AFB has an antiterrorism binder with all of the pertinent information for awareness training available for review at the Pass and Registration Office located at the south gate (building #428) of Altus AFB, Oklahoma.
4.3.4. Vehicles. The Contractor shall provide and maintain vehicles for transportation to meet the requirements of this contract. All Contractor vehicles used in the performance of this contract shall be readily identified as property of the company and be maintained to present a professional appearance at all times. Contractor personnel shall operate vehicles in compliance with base traffic regulations. Any violations of base traffic regulations are considered federal offenses and are adjudicated at federal court in Oklahoma City, OK. The current policy for Contractor personnel receiving a Driving Under the Influence (DUI) charge, on base, shall result in that person having their driving privileges on base revoked for a minimum of one year. See clause FAR 5352.242-9000, entitled “Contractor access to Air Force Installations.” All vehicles shall be registered, insured, and operated by a licensed operator at all times.
4.4. SAFETY. While on Altus AFB, the Contractor shall comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to, all applicable Occupational Safety and Health Administration (OSHA) standards.
4.4.1. Provide a verbal report to the CO or COR as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the CO or COR within five calendar days of each occurrence.
4.4.2. The Contractor shall notify the QAO (580-481-5674/7756) of any equipment that, when used, would violate fire or safety regulations or that would pose a risk to life or property. The QAO shall lock-out and tag-out the equipment. The tag shall indicate the problem, corrective action required, date condition was noted and the anticipated repair date. When the Contractor returns to the site for repairs, they shall notify the QAO to unlock the equipment.
4.5. ENVIRONMENTAL AND HAZARDOUS MATERIAL/WASTE (HM/W)
REQUIREMENTS. Hazardous Materials (HM) are defined in 49 CFR 172.101 and 40 CFR 301-304. Absolutely no HM shall be brought onto Altus AFB until that material is authorized for use by the Civil Engineer Environmental Element at (580) 481-7156. The Contractor shall submit a list of chemicals with attached Material Safety Data Sheets (MSDS) and other supporting documentation for each HM prior to their use to the Environmental Element and QAO. The Contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
4.5.1. Spill Control. The Contractor shall maintain spill control material on hand at all times sufficient to contain a worst-case spill, both volume and hazard level. Contractor is responsible for disposal of all material used during spill clean-up. Materials must be disposed of IAW local, state and/or federal regulations. If the Contractor spills or releases any hazardous substances/hazardous waste into the environment, the Contractor shall immediately report the incident to the Fire Department and the QAO/CO. The Contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substances into the environment.
4.5.2. Hazardous Materials Management. The Contractor shall remove all hazardous materials by the end of each workday, unless permission is granted by CE Environmental Element.
4.5.3. Contractor Environmental Awareness Training. The Contractor shall ensure all employees that work on Altus AFB complete the Altus AFB Environmental Management System (EMS) Awareness training IAW AFI 32-7001, paragraph 5.6, Environmental Management within 30 days of starting work. The EMS Contractor Awareness training can be accessed at http://www.altus.af.mil/altusafbenvironmentalnews.asp. The Contractor shall submit a list of the employee names that have completed this training to the QAO within 30 days of employee starts date. This is a one-time requirement for all current and new Contractor/contract employees working on Altus AFB.

4.6. WARRANTY OF WORK. The Contractor warrants that work performed under this contract, including work performed by any subcontractor, shall conform to the contract requirements and shall be free of defects for 30 days after completion of work. The Contractor shall remedy, at the Contractor’s expense, any damage to Government owned or controlled real or personal property. The terms of this warranty shall continue for (30) days after the completion of this contract.
4.7. CLEAN-UP. The Contractor shall keep the work area orderly and in a hazard-free condition while job site is left unoccupied during breaks, etc. The Contractor shall be responsible for clean-up of the job site on a daily basis including removal of all waste from site areas. All debris and waste shall be properly disposed of at an off base property.
4.8. HOURS OF OPERATION. The Contractor shall perform services during normal duty hours which are 0730 to1700, Mondays through Fridays, excluding federal holidays. The Contractor must request/coordinate to work weekends or holidays through the COR.
4.8.1. Recognized Holidays. The Contractor is not required to provide service on federal holidays. The holidays are:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance.
4.8.2. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
4.8.3. Performance of Service During Crisis or Heightened Security. Services at Altus AFB are not considered mission essential and limited service will not continue in the event of a crisis or heightened security caused by a national emergency, natural disaster or other cause, as necessary, in support of the Air Force mission. Contractor employees with approved background checks will be allowed access to the base for performance of work, except during “Charlie” conditions. If the “Charlie” condition exists for an extended duration, some services may be required. The CO may direct that services continue on a case-by-case basis.
4.9. CONTRACT MODIFICATIONS: Periodically, during the contract performance period, the Government may have equipment decommissioned from use or new equipment installed. The Government currently has plans to purchase one new piece of equipment within the next year. If this occurs, a modification to the contract shall be initiated to incorporate changes to requirements, if warranted.
