GREEN PRODUCTS DETERMINATION FORM

Green Products Determination Form

User’s Guide

Purpose of Form: The “Green Products Determination Form” (GPDF) is utilized to clearly document compliance with the Charleston AFB Green Procurement Program (GPP) Plan. This includes compliance with seven elements of the program as follows: Recovered Materials (formerly referred to as Affirmative Procurement which covers the Comprehensive Procurement Guideline [CPG] requirements for recycled and reclaimed content of products); Biobased Products; Energy and Water Efficient Products; Alternative Fuels and Fuel Efficiency; Non-Ozone Depleting Substances (ODS); Priority Chemicals; and Environmentally Preferable Products. It is also used to document the use of applicable exemptions taken for the Recovered Materials and Biobased items not selected for procurement.

OPR: (fill in org symbols), and all other purchasers making procurements other than through utilizing the Government-wide Purchase Card (GPC).

OCR: (fill in org symbols – include 437 CONS and 437 CES/CEV).

Applicability: The GPDF applies to all procurement actions (other than GPC purchases) covered by the Charleston AFB GPP. This includes items that are listed in the CPG, Biobased, Energy Star®, FEMP Low Standby Power, Water Efficiency, Non-ODS, Alternative Fuel and Fuel Efficiency, and Priority Chemical programs.

Intent for Use:

a. GPC holders will not complete this form and will use the “GPC Coordination Sheet” instead.

b. Everyone on base who purchases products or services via purchase order, blanket purchase agreement, contract, and so forth (except for GPC purchase) are responsible for completing a GPDF. The OCR organizations listed above will be responsible for verifying that GPDFs are completed for all procurement actions.

Filing Procedure: The completed GPDFs will be included in the purchasing or contracting file. 437 CONS is responsible for ensuring that a GPDF is included in contracting files.

E4. The product is only available at an unreasonable price (compared with a comparable green product).
