MEMORANDOM FOR RECORD

SUBJECT: Specialty Skills Training, FA4417-16-T-0051, Questions and Answers

1. Section 1.3.5 states that ‘Courses will usually seat 12-24 students per session. Section

1.3.5.1 provides the required instructor ratio; stating that for courses of 13-24 will require two instructors. Doubling the number of instructors, also doubles the cost of the course instruction. As this solicitation will be evaluated on a LPTA basis, can the Government provide more detail on which courses and how many would have 12 or less students?

Anwser: Offerors shall submit a quote consistent with the instructor to student ratio and the maximum number of potential students per course.

2. The Subfactors identified in the Solicitation require the offeror to submit a POI for current courses, SOMP, CQB, and AMT courses, as well as resumes and DD214s for proposed instructors. This material alone will transcend the 25 page limit for the

Technical Quote. Can this material be placed in an Appendix to the Technical Quote and not impact the page limitation?

Anwser: See Solicitation Amendment 0002. The twenty-five (25) page limit applies to

1.0. and 1.0.1 in Part III. Response to 1.1., 1.1.1., and 1.1.2. in Part III will be part of the evaluation but will not count toward the technical quote page limitation.

3. (Addendum to 52.212-1; Instructors to Offerors states: “The offeror shall submit documentation for the proposed personnel demonstrating they have the qualifications, to include a DD214 or equivalent” (Page 34 of 38; B.3.1.1.1). Question: Does Instructor supporting documentation (DD214 or equivalent, resume, CV) count against Technical

Capability page count of 25 pages?

Anwser: See Solicitation Amendment 0002. The twenty-five (25) page limit applies to

1.0. and 1.0.1 in Part III. Response to 1.1., 1.1.1., and 1.1.2. in Part III will be part of the evaluation but will not count toward the technical quote page limitation.

4. RFP states: “Courses will usually seat 12-24 students per session”; “Contractor shall provide enough instructors to maintain Instructor/Student ratio stipulated at time of course finalization” (Attachment 1, PWS, Page 5, 1.3.5). Question: How many classes does the government anticipate more than 12 students (i.e. 2 instructors)? Will the government consider adding a CLIN for each service to differentiate pricing for 1 or 2

Any Time…Any Place instructors (i.e. CLIN 0001 Special Operations Mission Planning (Up to 12 students), 1x instructor, and, CLIN 0001A Special Operations Mission Planning (13-24 students), 2x instructors)?

Anwser: Offerors shall submit a quote consistent with the instructor to student ratio and the maximum number of potential students per course. The Government does not anticipate a change to the CLIN structure.

5. RFP states: “ Qualified SOMP and FMP instructors shall meet the standards listed in

1.5.3 and possess one or more of the following credentials: JSOTF Commander, JSOTF

Command SEA” (Attachment 1, PWS, Page 9, 1.5.4). Question: Would the government consider a former Tier 1 Operator Troop SGM with experience in Iraq and/or

Afghanistan to fulfill the requirement as the Assistant Instructor (if 2 instructors are required)?

Anwser: The Government will not prequalify whether a proposed instructor meets the requirements IAW the PWS. The contractor shall utilize best judgement in their determination of an acceptable equivalent credential.

6. RFP states: “ Qualified OPDSOCA instructors shall meet the standards listed in 1.5.3 and possess one or more of the following professional credentials: JSOTF Commander, JSOTF Command SEA” (Attachment 1, PWS, Page 10, 1.5.6). Question: Would the government consider a former Tier 1 Operator Troop SGM with experience in Iraq and/or

Afghanistan to fulfill the requirement as the lead or assistant instructor (if 2 instructors are required)?

Anwser: The Government will not prequalify whether a proposed instructor meets the requirements IAW the PWS. The contractor shall utilize best judgement in their determination of an acceptable equivalent credential.

7. RFP states: “The contractor shall assign a Program Site Manager, who possesses direct occupational experience in each of the required capabilities listed in this PWS

(specifically 1.3 and Appendix H). The Program Site Manager’s resume, curriculum vitae, or references should be provided in order to evaluate these evaluation criteria”

(Attachment 1, PWS, Page 13, 1.5.26). Question: Is this Program Site Manager required to be on site during each course?

Anwser: No, the PWS does not require the Program Site Manager to be physically on-site at all times.

8. Type shall be 12-inch font. Text lines shall be spaced a minimum of 1 ½ spaces (re:

Solicitation, Addendum to 52.212-1, Instructions to Offerors, page 35, paragraph 1).

Question: Does the font size and spacing apply to tables and graphics? If not, what is the minimal size font and spacing for tables and graphics?

Anwser: All font guidelines apply to tables and graphics.
